MALACANANG welcomed the plan of various oil companies to roll back prices of their products on Monday.
Deputy presidential spokesperson Abigail Valte said the oil price cut would be advantageous to motorists especially during the holidays.
“Anything to do with the fact that there will be relief to our people especially those who are driving during the holidays, that would be a welcome development from the Palace,” Valte said Sunday.
Six companies have announced to decrease prices of premium, unleaded and regular gasoline, kerosene and diesel beginning 12:01 a.m., Monday.
Shell, Petron, Phoenix Petroleum and Seaoil will have the same price cuts: P2.15 for premium and unleaded gasoline, P1.70 per liter for regular gasoline, P1.35 per liter for diesel, and P1.35 per liter for kerosene.
Eastern Petroleum, meanwhile, will reduce its prices by P2 for premium gasoline and P1 per liter for regular gasoline, and P1.35 per liter for kerosene and diesel.
Unioil will cut prices of diesel by P1.30 per liter and gas by P2.30 per liter.
Meanwhile, Valte assured that all measures are in place to ensure peaceful observance of All Saint’s Day and All Soul’s Day.
She encouraged motorists to check out newspapers advisories of the Philippine National Police.
Also, Valte said there is no announcement yet if October 31 will be declared a holiday.
President Benigno Aquino III earlier declared November 1 and November 2 as special non-working holidays.

MORE than 500 shippers and shipping line operators attended the Subic Bay Maritime Conference and Exhibit at the Subic Bay Exhibition and Convention Center (SBECC).
Subic Bay Metropolitan Authority (SBMA) Chairman Roberto Garcia said that the event drew executives from various shipping and logistics companies from as far as South Africa, Australia, Singapore, Malaysia and Japan, along with officials and other stakeholders from maritime-related firms in the Philippines.
“We had a hugely successful opening, and the attendance really surpassed our expectations,” Garcia said of the two-day event, which was organized by the SBMA and co-hosted with the Subic Bay International Terminal Container Corporation, to promote this free port as a maritime logistics and services hub.
Among the industry experts who joined the conference were Susumo Naruse, secretary general of the International Association of Ports and Harbors; Hector Miole, port district manager for Southern Luzon; Customs Commissioner Rufino Biazon ; NEDA deputy director-general Rolando Tungpalan; and Atty. Arnel Casanova, president of the Bases Conversion and Development Authority.
The conference focused on the theme “Subic Bay: Asia’s Emerging Logistics and Investment Hub.”
Addressing the delegates at the opening of the convention, Garcia said: “It is especially significant that we are holding this summit now when the window of economic opportunity is open to the Philippines as evidenced by our strong economic growth and the huge interest of foreign investors.”
He pointed out that the focus of the international community has now shifted, “even more sharply,” from the “BRICS” group, which is composed of Brazil, Russia, India, China and South Africa, towards Asia’s “VIP” countries, which are Vietnam, Indonesia and the Philippines.
The Subic conference, Garcia added, should be an eye opener because the Port of Subic has one of the most beautiful and technologically-advanced container terminals in the whole country, and it is ready and open for business as an alternative port to Manila.
Garcia said the conference brings together the key players in the shipping industry — the shippers from Clark, Subic and Central Luzon, and the shipping lines. “We’d like to get the shipping lines to call and get the key shippers to ship from Subic,” he added.
In the same occasion, Commissioner Biazon, who discussed the policy of the Bureau of Customs (BoC) on trade facilitation, lauded the SBMA for helping the bureau in its operations in the Subic Bay Freeport.
He also announced the automation of the bureau’s procedures, especially the transfer of data relevant to the processing of imports, in line with the thrust for “paperless transaction” to curb corruption in the agency.
Garcia said that the BoC’s modernization program should make the Subic Bay Freeport more attractive to port users because it would help make this free port provide efficient services to clients.

IBA, Zambales — The Zambales provincial government, in partnership with private companies and non-government organizations, has launched a mass-based livelihood program designed to create more income for residents and to revolutionize the local economy.
Gov. Hermogenes Ebdane Jr. said the Pangkabuhayang Panghabangbuhay program, or POGE Zambales, would boost household income and expand the province’s tax base by developing more local entrepreneurs. “We need revenues to be able to pursue the programs for development that we have lined up for Zambales. But we do not want to tax the residents more than what they are paying now. So, our strategy is to create more taxpayers,” Ebdane explained during the project launch here on Saturday.
“By turning each Zambaleño into an entrepreneur, we intend to collect more taxes and, hence, generate more funds to develop our community,” Ebdane added.
POGE, a name chosen by project participants in a consultation meeting last month, stands for “Program Of the people and by the people; Good governance for Excellent income”. According to Jun Tupaz, a professional on trade development and head coordinator of the POGE project, the participation of thousands of Zambales residents is critical to the success of this livelihood program, since the basic objective is to put up family businesses.
Tupaz said the program involves orienting the people and identifying the viable business activities in the province; organizing residents to introduce them to the concept of entrepreneurship; providing training for skills development, transfer of technology, preparation of business plans, consultancy and guidance during the early periods of the business; as well as providing access to capital and introducing participants to ready markets.
Tupaz said that Gov. Ebdane had gathered experts from various fields to provide technical knowhow for about 20 projects identified for the POGE program. The specialists come from established national and international companies like Purefoods, Nestle, Seagate Global, and MacKay Group. Moreover, experts from government agencies like the Department of Agriculture, as well as freelance specialists, were also tapped to provide support in terms of logistics, marketing, and other project requirements.
Meanwhile, William Lawton, chairman of Seagate Global Group, an international merchant bank focused on sustainable community development through investments and trade in China and other areas in Southeast Asia, will provide financial advice, access to capital, and related services for the POGE program.
Ebdane said that after initial study by experts, some 20 business lines have been identified as viable projects that are suited to the locality. These includes Marshall grass farming, livestock and poultry, meat and dairy processing, organic aquaculture and modern fishing methods, castor oil farming and processing, fruit and vegetable processing, coffee farming and processing, raising of golden shower and paulownia trees, apple mango juice production, as well as sewing and homestay program.
To make each family project viable, the participants will be organized into clusters to make their production and services commercially significant, Ebdane said. According to projections by the POGE team, after two years of implementation, a family enrolled in the program will be able to earn at least 25,000 pesos per month.
The POGE program, Gov. Ebdane said, is a realization of his pledge to “build our Zambales by building consensus and building community.” “This project will create greater momentum in our desire to further develop Zambales,” Ebdane said. “And what is beautiful about this scheme, is that it is the people who would make it work.”
