IBA, Zambales – Vowing to sustain the development momentum that his administration has started in 2010, Gov. Hermogenes Ebdane Jr. on Wednesday led a full ticket in filing for candidacy in the mid-term elections next year.
Garbed in the party colors of red and blue, Ebdane and other provincial aspirants belonging to the “Sulong Zambales” Party trooped to the Comelec office here in full force, accompanied and cheered on by supporters and candidates for municipal mayors and councillors in the 13 towns of Zambales.
“Now, under the Sulong Zambales Party, we can do away with the inherent conflict from being affiliated with various national parties, and we can therefore focus our energies to developing our community and serving our provincemates,” he said. Ebdane, who will be making a second bid for the governorship, has teamed up with mostly incumbent officials who have helped the Ebdane administration create a winning formula of community service and greater economic opportunities since winning in 2010.
These include Vice Gov. Ramon Lacbain II, who will be Ebdane’s running mate, Mayor Jay Khonghun of Subic town; Mayor Jose Rodriguez of San Marcelino; Mayor Peter Lim of San Narciso; Mayor Carolyn Fariñas of San Felipe; Mayor Ronald Apostol of Cabangan; Mayor Generoso Amog of Palauig; Mayor Desiree Edora of Masinloc; and Mayor Jean Moraña of Candelaria, who will be running for a seat in the provincial board.
Rep. Jun Omar Ebdane of the Second District will also be seeking re-election, while for the First Legislative District, the party has fielded former Subic mayor Jeffrey Khonghun.
The full Sulong Zambales slate was completed by former mayor Wilma Billman, who will be seeking a new term in Castillejos town; Engr. Leo Lonzanida in San Antonio; businesswoman Doris Maniquis who is the party’s frontrunner in Botolan; provincial administrator Jun Rundy Ebdane for the capital town of Iba; businessman Napoleon Edquid for Candelaria; and civic leader Connie Marty for Sta. Cruz. Also running under the Ebdane ticket for the provincial board are: Jonathan Khonghun, Jose Benedicto Felarca, and Jose Gutierrez for the First District; and Atty. Sancho Abasta, Atty. Sam Ablola, Atty. Roberto Blanco, Atty. Renato Collado, Engr. Porfirio Elamparo, former Cabangan mayor Jess Mendigorin; and Mayor Jean Moraña of Candelaria.
Staying true to the party slogan “Walang Iwanan,” all the candidates in the municipal level, who have filed their respective COCs earlier in the day, accompanied the governor and the rest of the provincial ticket at the provincial COMELEC office in Iba. Ebdane said he and his party mates have banded together under the Sulong Zambales Party despite belonging to different national political groups, in order to continue the effective implementation of local development initiatives under his administration.
The party, which was formally created only in March this year, is the first local political party to be founded in Zambales. “Our collective leadership has been recognized over the last two years, highlighted by the DILG Seal of Good Housekeeping which was awarded to the province and its municipalities in 2011,” Ebdane said. Ebdane said the Sulong Zambales Party will be known for its people-oriented programs, adherence to the rule of law, peace and order, greater economic opportunities, and participating governance.

A party-list group that has members now entrenched in the executive department says it remains committed to working for reforms and pushing for policies for the benefit of sectors such as farmers, laborers, women and informal settlers.
The 14-year-old Akbayan believes it has every right to remain in the party-list system, despite what critics in “the other Left” are saying about its more powerful stature given its coalition with President Aquino’s political party and access to Malacañang.
Its members who are in the executive are Commission on Human Rights Chairman Loretta Rosales, National Anti-Poverty Commission Chair Joel Rocamora, Presidential Adviser on Political Affairs Ronald Llamas and his deputy, Ibarra Gutierrez III. In addition, Akbayan has two members in the House of Representatives.
Akbayan’s coalition with the Aquino administration is not a capitulation of its objectives but a sign of its maturity as a party, its chairperson, Risa Hontiveros, said at a dinner-meeting with Philippine Daily Inquirer editors and reporters on Thursday.
Within the executive department, Akbayan continues to push for advocacies and policies that will help the sectors it represents, she said.
Critics, led by Anakbayan, said Akbayan could not claim to represent the marginalized since it is led by people allied with the administration. The two groups come from different factions of the Left.
Akbayan is also seeking to further broaden its reach in the government by aiming to put Hontiveros in the halls of the Senate.
Hontiveros, a widow and mother of four, is making her second attempt at joining the Senate, after landing just outside the Magic 12 in the 2010 senatorial election.
She is part of the administration coalition led by the President’s Liberal Party. Akbayan has a partnership with Mr. Aquino that dates back to 2009.
“Marginalized sectors can never be overrepresented,” Hontiveros said.
These sectors’ agenda are still not front and center in government institutions, which is why there is the need for more people in government fighting for their cause, said Hontiveros, a former member of the House of Representatives.
Akbayan said the marginalized and underrepresented should be represented at all levels of government.
“We believe the marginalized deserve better than token representation. We believe the people must have full representation. To say otherwise is to argue for the perpetual marginalization of the people,” it said in a statement.
Gutierrez, Akbayan’s spokesperson, said the group’s bashers seemed to have confused representation of the marginalized, which is what is required under the party-list law, with marginalization of the organization.
Gutierrez said Akbayan had complied with requirements in the law to participate in the party-list elections.
Under the party-list law, those that can participate in the polls are sectoral and regional groups, and political parties. They also have to represent the disadvantaged sectors.
Akbayan, a political party registered to participate in party-list elections, represents multiple and marginalized sectors, where most of its members come from, Gutierrez said.
Seeking the disqualification of Akbayan is like saying that the sectors it represents are no longer marginalized, he added.
The group’s track record speaks for itself, Hontiveros said.
Akbayan has championed several laws and bills that help the downtrodden, such as the extension of the comprehensive agrarian reform program and the reproductive health measure, she said.
Gutierrez pointed out that no formal petition was filed against Akbayan in the Commission on Elections (Comelec), and what Anakbayan sent to the Comelec was just a letter questioning Akbayan’s status. But the Comelec was conducting a general review of all party-list groups anyway, he said.
Purge of bogus groups
The Comelec is purging the party-list system of bogus groups led by the wealthy and influential who claim to champion the disadvantaged.
Akbayan’s case was different from that of Ako Bicol, which the poll body disqualified in the 2013 elections, according to Gutierrez.
He said Ako Bicol was found to have failed to establish that it was representing a marginalized sector and had not filed a petition to participate in the party-list polls.
World of difference
There is also a world of difference between Akbayan and the party-list groups that President Gloria Macapagal-Arroyo had fielded and filled with her officials, Hontiveros said.
Hontiveros said these Arroyo groups were newly created and funded by the previous administration to join the party-list system. By contrast, Akbayan has long been joining the polls and receives no funding from the Aquino administration, she said.
Akbayan’s supposed influence and reach in Malacañang also seems to have been exaggerated by critics, according to its officials.
Legend in critics’ minds
“It’s less than what our adversaries say. We are a legend in their minds,” Hontiveros said with a laugh.
Gutierrez said Akbayan is just one of several voices that the President listens to when making a decision.
“We can’t really directly do anything. That’s the sad truth of it. When we entered government, I personally had high hopes as to what we could achieve. But the reality is not like that. At the end of the day, you have to actually come to grips with opposing viewpoints within the ruling coalition,” he said.
One instance where Akbayan was unsuccessful was in getting the President to support its security of tenure bill that would curtail contractualization. Instead of supporting the measure, Mr. Aquino spoke against it, to the group’s disappointment.
Contractualization
There have been victories, though. One is its campaign against the burial of ousted dictator Ferdinand Marcos at Libingan ng mga Bayani. Akbayan opposed the move, and Etta Rosales went to the President to narrate her personal experience of torture during martial law.
That proved to be vital, Gutierrez said, because Mr. Aquino told Rosales that he thought about what she had said before making his decision.
Triumphs few, far between
But triumphs like these are few and far between, Gutierrez added.
“For every one moment like that, there are 20 moments where some other viewpoints prevail. That’s the way you work in a coalition,” he said.
And despite being part of the administration’s senatorial lineup, Hontiveros and Akbayan are not going to get public funds for the campaign and would have to do their own fundraising.
Hontiveros said she was used to running a “lean and mean” campaign, but was finding it hard to raise the P30 million to P35 million she would need.
Lean campaign
Part of the campaign funds would come from the membership dues of close to 80,000 card-carrying Akbayan members nationwide.
According to Hontiveros, her campaign will rely on communities dominated by Akbayan members and on visiting other areas where the group has partner organizations.
Social media is another important arena that her team plans to tap, given that it is inexpensive and has a massive reach, especially among the youth. Social media issues also tend to spill over into the mainstream.
Fighting for women
Hontiveros said she would continue her message of fighting for women and championing their causes, an advocacy that would also strengthen men, children and the families they nurture. This time around, she and her team are starting early on the task to raise awareness of her and her advocacies.
Hontiveros is running with politicians who have been entangled in many issues that Akbayan spoke against. Asked if she could campaign for them, she said the group had committed to support the entire administration coalition.
“We come from a tradition where we can work in a coalition where we agree on some things, and they are important enough to hold us together, but we continue to disagree in principle on other things,” she said.
Glue
In the case of the Liberal Party-led coalition, the glue that holds its disparate lineup is support for the President’s reform agenda, according to Hontiveros.
It is in the same spirit of finding common ground that Akbayan has a partnership with the administration, which Hontiveros doesn’t consider a liability at all.
The team-up was something that the group entered into willingly, after consulting its constituents, she said.
Common ground
Akbayan chose to support Mr. Aquino because the group has had a positive legislative experience and common ground with him. He was also the candidate least likely to enter into an agreement of accommodation with Arroyo, she said.
The partnership is something that Akbayan continually evaluates, to check whether it is not straying from its objectives, she further said.
For Akbayan, engaging with the administration is a sign of maturity.
“I don’t think it’s a negative because it’s part of our practice of coalition politics,” Hontiveros said. “Part of being a party is we vie for power, but power to fulfill our platform for change.”
This kind of action is something that she hopes more people will accept as political parties in the country evolve, she said.
“I hope in the long run, part of the message that we show to the people is that this is what having a mature political party system involves, the capacity to form coalition governments and the capacity to walk away when the basis of unity is no more,” she said.

Legarda braves heckling to promote native wear

Undaunted by the heckling of some male senators, Sen. Loren Legarda gamely posed before cameras recording the live debates in the Senate session hall and described her outfit in detail.
“This is a T’boli belt,” she began as she moved away from the microphone stand hiding her clothes from view. “Each strand that holds a bell takes two weeks to make. Imagine the months it took before this was finished.”
“This is a Bagobo skirt and this bracelet is from the Mangyans. And I wear them with pride,” she said
Enduring the jeers of her colleagues (one even called her kleng-kleng, referring to the tiny bells attached to her belt) is just another challenge Legarda faces in her efforts to bring attention to the artistry of indigenous peoples.
Not a popular advocacy, she realizes. But Legarda noted that more than a decade ago, very few paid attention when she talked about the environment, climate change and disaster-risk reduction.
‘A good fire’
“But now these are words of mouth. There will always be challenges. Somebody has to start the fire that will become a bushfire, a wildfire, but it would always be a good fire,” she said in a recent interview.
Legarda’s latest baby is saving the production of indigenous fabrics from extinction brought about by public apathy.
One thing she laments is that indigenous culture is not a political issue, hence the lack of attention from politicians who may have the power to save it.
Before attending the Senate session, Legarda was the special guest at the launch of “Hibla: Pavilion of Textiles and Weaves of the Philippines” held in a mall an anklet’s throw from the Senate.
The exhibit highlighted different weaving traditions like the B’laan technique of mother-of-pearl beaded tribal wear and the T’boli traditional cross-stitching and art of weaving together sequins, brass bells and beadwork.
Financial support
There also was the panubok embroidery tradition of the Panay Bukidnon group from the Visayas; traditional weaving by the Ivatan, Gaddang and Hanunuo Mangyan; abaca/bariw mat-weaving from Antique; Iraya Mangyan nito basketry; Subanen pulaw weaving; Ekam Maguindanao mat-weaving; Ata Talaingod liyang weaving; T’boli tinalak weaving, and B’laan mewel weaving.
Legarda is passionate about securing government financial support for the indigenous communities.
A previous effort can still be gleaned in the National Museum, where a permanent exhibit of indigenous fabrics is showcased on the entire floor of one wing.
Indigenous People’s Month
Legarda said the mall exhibit was her way of raising the stakes. By herding together the culturati, socialites and varied types of influence peddlers, she hopes to attract more attention to aboriginal artistry, especially since October is Indigenous People’s Month.
She said the exhibit aimed to tell “the stories of indigenous communities through the intricate processes of weaving that were passed on by their ancestors.”
The exhibit “also reveals the passion for learning, creating and educating of master weaves and culture bearers of different indigenous groups,” she said.
With the help of the Center for International Trade Expositions and Missions (Citem), the senator took pains to bring to Manila entire families of indigenous artists.
Story of a soul, a community
At the launch were groups of grandmother-mother-aunt-daughter artisans who demonstrated their specialized skills of weaving or embroidery.
Unlike mass-produced fashion items that predictably lose their trendiness, there is a story to tell in each product touched by the hands of indigenous artists, according to Legarda, chair of the Senate committee on cultural communities.
“A blouse, a skirt, a belt, a scarf or a basket, carefully and expertly crafted, narrates an anecdote of an individual soul, a story of a community, the saga of a people, the spirit of a culture, the way of life,” she said.
Legarda sees a government program focusing on cultural tourism as a way to save the indigenous people’s craft.
Niche to explore
“Cultural tourism is a niche we can explore. Other countries have done it. We can do it. At present, it is already being done in different small ways in the country,” she said.
Tourism Secretary Ramon Jimenez Jr. raised a similar idea during questioning by Commission on Appointments members prior to his confirmation a few months back.
Jimenez said provinces without tourist spots could develop cultural attractions to lure novelty seekers. Or develop industries that would provide the merchandise that would make the memory of their travel experience more tangible.
“We have 110 indigenous or ethno-linguistic groups in the country. All of them have their own rituals, their own food, practices, basketry, beadwork, weaving, etcetera,” Legarda said.
“We are very rich and so just on the cultural tourism angle, on promoting the artistry and culture of indigenous peoples, that’s already cultural tourism for you,” she added.
“If there is no support from the market, if nobody will buy their products, these people will either go to Manila and look for jobs or stay in the province and be jobless,” she said.
Need for capital
She stressed: “If there’s a market for their products, such as this effort to expose them to the world market, then more of the women will do this. But first, we want to preserve their traditions, the way they are. Second, we want to provide them the capital so they are interested in continuing it.”
“Otherwise,” she said, “it’s a dying craft.”
The senator said one of the Mangyans who participated in the exhibit marveled at the sight of the cavernous exhibit hall.
Permanent showroom
“This is our first time in the big city. It is good that we are given attention,” Legarda quoted the woman as saying.
Legarda said the government could look for possible markets for the products of indigenous peoples or provide them with funds to sustain their traditions.
“We can provide market access for indigenous peoples. Then we will fund Schools of Living Traditions by giving them capital for micro enterprises,” she said.
Ultimately, a permanent showroom would be ideal.

House won’t prioritize decriminalization of libel

MANILA — The House of Representatives will not prioritize bills seeking to decriminalize libel despite President Benigno Aquino III publicly declaring support for it.
Speaker Feliciano Belmonte Jr. said Aquino’s stand is “not necessarily” the position of the 284-member House of Representatives.
“That is not necessarily our (stand). It could be our stand as well, but it’s not necessarily our stand. We are 284 people here in the House, and that has to be discussed by us here,” Belmonte said.
In an Annual Presidential Forum of the Foreign Correspondents Association of the Philippines, Aquino said: “I fully subscribe to the idea of decriminalizing but not lessening the atmosphere to encourage irresponsibility in certain quarters.”
The Supreme Court earlier issued a temporary restraining order (TRO) on the Cybercrime Prevention Act of 2012, which provides for online libel with higher penalties.
Agham party-list Representative Angelo Palmones earlier filed House Bill 6391, an act to decriminalize libel and for other purposes. It is pending before the House committee on revision of laws since July this year.
“Decriminalizing libel has nothing to do with the cybercrime because libel is really one of the crimes defined in our Revised Penal Code (RPC),” Belmonte noted.
“I agree that it should not be increased. It’s just another…it should be on the same footing as the others,” the House leader added.

Philippines ‘not bound’ by Hong Kong court ruling in hostage case

MANILA — The Philippine government is not likely to honor the award for damages granted by a Hong Kong court to victims of the August 2010 hostage taking incident in Manila that killed eight tourists and wounded seven others.
Justice Secretary Leila de Lima said Sunday that the ruling of the Hong Kong high court granting a legal aid appeal from survivors and families of the victims of the hostage crisis is not binding in the Philippines, therefore the government is not under any obligation to keep it.
“No foreign government can grant its citizens leave to sue another government and bind the other government to such an action. International law grants sovereignty to each nation and a primary character of this sovereignty is the immunity of states from suits,” she said in a statement.
No legal consequence
“The grant of Hong Kong government to the relatives of the hostage victims has neither legal consequence nor significance in international law,” she added.
De Lima was apparently referring to the international law doctrine of comity of nations wherein one state, to the greatest extent possible, recognize the legislative, executive or judicial acts of another, as states seek to fully assert their sovereignty and traditionally refuse to recognize or enforce the judicial decisions of others.
Under this principle, she said a government may only be sued with its consent, whether by a foreign government or citizens of that foreign government.
Thus, the Hong Kong court’s award of damages is nothing more than an “expression of moral support of to the victims of the Luneta incident by their government,” she said.
De Lima, who headed the Incident Investigation and Review Committee (IIRC) that probed the incident, said last year after a visit with her Chinese counterpart in Beijing, China that she would welcome the request of the hostage survivors and their family to inquire about the status of the cases against those found liable for the death of their loved ones.
She expressed doubt that the plans of the victims to file a lawsuit against the Philippine government, allegedly based on the prodding of some political figures in Hong Kong, would prosper.
She said, however, that they may file a civil suit under Philippine laws for payment of damages.
“Under the Philippine law and justice system, anyone has the right to seek redress by way of damage… If they are asking to consider negotiating for the purpose of getting compensation, the response is: nothing can prevent them from making demands,” she said.
Not surprising
Integrated Bar of the Philippines president Roan Libarios, another member of the IIRC, said that such move of the victims to claim for damages should not come as a surprise.
“Some officials could be really held liable for negligence based on our report,” he said.
The controversy stemmed from the gruesome hostage drama initiated by dismissed police officer Rolando Mendoza when he hijacked a tourist bus in Intramuros district in Manila and opened fire at each of the passengers after foiled talks with police negotiators.
The despondent policeman was eventually killed by sniper bullets from his former colleagues.
The IIRC, which was formed to probe those responsible for the hostage-taking fiasco, originally identified 13 individuals as probably liable with the supposed mishandling of the hostage incident.
However, when a two-man Malacanang panel reviewed the IIRC report, only SPO2 Gregorio Mendoza, the brother of hostage-taker was charged in court.
Later on, President Benigno Aquino III dismissed from service Deputy Ombudsman Emilio Gonzales for failure to act immediately on Rolando’s administrative case.
A recent Supreme Court ruling eventually reinstated Gonzales, saying Malacanang erred in dismissing him on alleged mishandling of the graft case against the hostage-taker, which triggered the hostage crisis.
Reports quoting the Radio Television Hong Kong (RTHK) last October 12 stated that a high court master had granted a Legal Aid Appeal from survivors and relatives of the fatalities in the August 23, 2010 tragedy.
In particular, they were demanding the Philippine government to issue a formal apology and provide compensation for the victims and their families. Among those from whom they seek damages are those they believe were responsible for the bungled hostage rescue operation, including Manila Mayor Alfredo Lim and the police force.
Democratic Party legislator James To was quoted in the report as saying that the application for legal aid by the survivors and relatives of victims was rejected by the Hong Kong’s Legal Aid Department at first because the Philippines may invoke state immunity as a defense.
While President Aquino already expressed regret over the incident and admitted that the crisis should have been handled better, the government refused to apologize to the victims’ families. (JCV/Sunnex)

Pacquiao, 18 candidates running for Congress unopposed

MANILA — Nineteen candidates vying for seats in the House of Representatives, including reelectionist Sarangani Representative Manny Pacquiao, are running unopposed, Commission on Elections (Comelec) data show.
Only one vote is needed for each candidate running unopposed to win the next year’s polls, Comelec spokesperson James Jimenez said.
“We are a first-past-the-post system; meaning, you have to get the most number of votes cast in an election. Thus, theoretically, if no votes are cast, even an unopposed candidate will have no basis for winning,” Jimenez added.

Additional gov’t agency for IPs sought

MANILA — Two authors are proposing the creation of a Department of Indigenous Peoples (DIP) to further protect and promote the rights of Indigenous Cultural Communities or Indigenous Peoples (ICCs/IPs).
The proposed department would boost the functions of the National Commission on Indigenous Peoples (NCIP), said Representatives Nancy Catamco (North Cotabato) and Teddy Brawner Baguilat Jr. (Ifugao).
Catamco and Baguilat Jr. are the proponents of the proposal embodied in House Bill 6543.
“A department specifically created for such purpose can further strengthen such formulation and implementation of policies, plans and programs for ICCs/IPs,” Catamco said.
The proposed DIP, which shall be headed by a secretary to be appointed by the President, shall provide social welfare services to ICCs/IPs, including social work assistance, legal assistance, and cultural services.
It shall also establish regional, provincial, city and municipal branches and field offices whenever and wherever it may be expedient or necessary, and to supervise such branches.
The DIP shall also:
• Perform quasi-judicial and allied functions and settle conflict;
• Collect and maintain records and facilitate research relating to rights and cultural heritage of ICCs/IPs;
• Promote public awareness and insure proper dissemination of information on understanding of indigenous rights and cultural heritage; and

Palace launches official Facebook page

MANILA — The government launched Monday the official Facebook page of Malacanang Palace ahead of its sesquicentennial year next year.
Presidential spokesperson Edwin Lacierda said the Facebook page dubbed “Malacañan Palace,” features the transformation of the Malacanang from a simple summer house to an official residence and workplace of the country’s President.
“The official Facebook page of Malacañan Palace by the Presidential Museum and Library was launched today in advance of the sesquicentennial of Malacañan Palace next year,” he said in a statement.
“The Facebook page features a rich heritage from its beginnings as a riverside rest house owned by the Rocha family to its establishment as the seat of power where Spanish and American Governors-General held office, and as the official residence of the presidents of the Philippines,” he added.
Published in conjunction with the Presidential Museum and Library website (www.malacanang.gov.ph) and the Presidential Museum and Library Tumblr account (tumblr.malacanang.gov.ph), these online resources are part of the mandate of the Presidential Communications Development and Strategic Planning Office (PCDSPO) as official custodian of the institutional memory of the Office of the President, Lacierda said.
He noted that the initiative of the project is aimed at harnessing social media to share the history, residents, traditions, and legacy of Malacañan Palace to a diverse online audience.
Lacierda said netizens can contribute their own pictures and memories of the Palace in the Facebook page.
“This way, Malacañan Palace is opened to the public through inclusive and people-centric social media,” he said.
