MANILA — An alleged child molester from the United States is now facing deportation following his arrest by authorities last week.
The suspected pedophile identified as Scott David Shrum, 46, will be immediately sent back to the US after the Bureau of Immigration (BI) issued the order for his summary deportation.
Shrum was arrested by authorities on October 17 at a remote farm in Barangay Mohon, Talisay City, Cebu. He is now under government custody 10 months after he fled to the Philippines to avoid prosecution in the US.
The suspect is wanted by a superior court in Sacramento, California for allegedly engaging in “three or more acts of sexual conduct with a child.”
Shrum is also reportedly the subject of an arrest warrant issued by a district court in eastern California for continuously moving from one US state to another to elude arrest.
The elusive, suspected pedophile arrived in Manila on December 29, 2011, and has never applied for extension of his stay as a tourist.

A PARTY-LIST lawmaker representing women in Congress warned Monday against the recommendation of the United Nations (UN) to legalize prostitution in the Philippines amid an increase in human immunodeficiency virus (HIV) cases in the country.
In its report Sex Work and the Law in Asia and the Pacific, the UN said that legal recognition of sex work as an occupation would enable sex workers to claim benefits, to form unions and to access work-related banking, insurance, transport and pension schemes.
But Gabriela Women’s Party Representative Luzviminda Ilagan said legalization of prostitution equates to the legalization of slavery and exploitation.
“The legalization of prostitution will not in any way ensure the protection of women, children and men forced to engage in the flesh trade. Legalization will not guarantee protection against sexually transmitted infection and HIV,” she said.
A Department of Health (DOH) report say around 272 Filipinos tested positive for HIV in August. This brought the number of cases to 10,514.
Ilagan said protection from HIV infection can be done by increasing women’s awareness and education as well as ensuring women’s access to health services.
Ilagan instead proposes for Congress to enact legislation to decriminalize rather than legalize prostitution by introducing amendments to the Revised Penal Code.
The Gabriela lawmaker is one of the authors of House Bill 4934, which seeks to repeal Articles 202 and 341 of the Penal Code. The bill is pending with the House committee on revision of laws.
“Our present laws seek to penalize only the women engaged in prostitution. Prostituted women are treated as criminals rather than victims of poverty and gender inequality. Our laws do not penalize pimps, bar owners and operators or those who pay to use and abuse these women,” she said.
Under Article 202, prostitutes are defined as “women who, for money or profit, habitually indulge in sexual intercourse or lascivious conduct.”
“Any person found guilty of any of the offenses covered by this articles shall be punished by arresto menor or a fine not exceeding 200 pesos, and in case of recidivism, by arresto mayor in its medium period to prision correccional in its minimum period or a fine ranging from 200 to 2,000 pesos, or both, in the discretion of the court,” it further states.

PRESIDENT Benigno Aquino III is aiming to increase awareness of the business community in New Zealand about the Philippines during his three-day visit in the South Pacific nation, a Palace official said Monday.
Presidential Communications Development and Strategic Planning Office (PCDSPO) Secretary Ricky Carandang, who joins the President in his New Zealand trip, said the President is hoping to invite more businessmen to invest in the country by raising awareness about the two countries’ economic links.
“We have a very thriving economic relationship with New Zealand but the problem is people here are not very aware of these economic links,” Carandang said.

“In the Philippines, we are not also aware about how wide our economic links with New Zealand. On dairy products, agricultural products, our trade with New Zealand is strong,” he added.
“One thing we want to happen is we are able to hook-up our businessmen with their businessmen to widen our trade with them. Because we sell maybe about one third of what they sell to us. This is a healthy trade relationship, if we can sell them more products, we would be very happy to sell them that,” he added.

He noted that they expect the business delegation who accompanied the President to meet with their counterparts and would able to encourage them to invest in the country.
Carandang said agriculture, geothermal power, tourism, and business process outsourcing are some of the areas they are expecting to be discussed in the meetings of Aquino with various business companies in New Zealand.

Another way of raising awareness between the two countries is the people-to-people exchanges, which will be signed during the bilateral meeting between Aquino and Prime Minister John Phillip Key.

“In broad strokes we will provide opportunities for Filipinos to come here, get to know the country, New Zealanders to go to the Philippines and also to get to know the country,” Carandang said.
He said this program aims to improve tourism in both countries.
He noted that the 36,000 Filipinos living in New Zealand could also help in raising awareness of the New Zealanders on the Philippines.
President Aquino met with the Filipino community at the Sky City Hotel during his first day in the country.
In his speech, the President cited the improvements in the Philippines during his two year administration particularly in education, economy, infrastructure, and agriculture.
President Aquino and his delegation arrived at Auckland, New Zealand at 11:40 a.m. (New Zealand time).
He was welcomed by New Zealand Ambassador to the Philippines Reuben Levermore and Customs Commissioner Maurice Williamson.
He was interviewed by Simon Mercep of Radio New Zealand and met with the Filipino community.
On Tuesday, Aquino is scheduled to fly to the New Zealand’s capital, Wellington, where he is set to hold a meeting with Prime Minister Key and Governor-General Sir Jerry Mateparae.
President Aquino and his delegation arrived Monday morning (Manila time) at Auckland, New Zealand for a state visit.
The President will be in New Zealand from October 22 to 24. He will proceed to Australia after his state visit in New Zealand.
Meantime, Carandang assured that the P44 million, which Aquino and his delegation would be spending for his state visits in the two countries, would be worth it.
“I don’t think we should be counting the pesos of the cost. Every peso we spent on this trip is worth the cost,” he said.

PORAC – Don Honorio Ventura Technological State University (DHVTSU) officials made insinuations it will withdraw from the satellite campus agreement with town officials here if “internal disagreements” are not settled soonest.
Majority of village chiefs in this quarry-driven and sand-rich town urged Councilor Mike Tapang to unite with the administration of Mayor Condralito Dela Cruz in pushing for the establishment of a satellite school.
Tapang stressed three concerns to the Provincial Board (PB) like scholarships, priority of Poraqueños over others in enrolment and the transfer of properties to DHVTSU after five years, on top of a P3-million operational expense subsidy.
The PB ruled that the Porac Municipal Council’s wisdom on the agreement should be upheld and the requests of Tapang be heard.
Porac Association of Barangay Captains Maximo Bunque said they were ready to appeal the DVHTSU–Porac agreement and pursue the establishment of the school.
In the course of the talks, Vice Mayor Dexter David said the quest for the DHVTSU satellite campus may have been muddled between a school and a commercial center allegedly proposed by Tapang.
The vice mayor said that aside from his confidence DHVTSU could operate on itself after the three-year observatory period, the Municipal Government of Porac could sustain its needs much that funds from quarrying from the premier “sand capital” are on hand.
“In the Dela Cruz administration alone in 2011, our quarry revenues were at P29,613,240 with Capitol shares at P17,091,000. Compare that to 2010 quarry incomes of P22,526,370 and the provincial’s share of P15,826,000. Aren’t we capable of subsidizing a state university campus? Of course, it is better than running a community college because of complexities. DHVTSU is DHVTSU wherever you go and the P3-million subsidy can be stopped after favorable reviews in three years because we are certain DHVTSU is capable of operating in itself. By then, we could use the P3 million for other services and provide for more scholarships,” David said.
In a phone interview with Councilor Tapang, he reiterated that he is not against the establishment of the satellite campus. He just wanted to amend the agreement for the benefit of Poraqueños.
“I am with you. It’s a majority decision. All I wanted was to have my requests accommodated in the MOA. Fortunately, we met with DHVTSU regarding the three salient points I raised before the Provincial Board like the scholarships, turn-over of properties and priority enrollment of Poraqueños. They are now making the addendum,” he said.
Tapang also clarified that the proposal to put up a P250-million commercial center is not his proposal.

THE country’s claim on oil-rich Sabah in Malaysia was never discussed in the crafting of the framework agreement signed last week by the Aquino government and the Moro Islamic Liberation Front (MILF), a negotiator said.
Speaking to a group of environmentalists on Friday, top government negotiator Marvic Leonen said President Benigno Aquino III never ordered them to shake up the issue during the months-long talks in Kuala Lumpur.
“We don’t talk about it. The President only instructed us not to cede any part of Philippine territory (to the MILF),” he said.
Just hundreds of kilometers away from Tawi-Tawi, Sabah has been the home of members of Tausug tribe who escaped poverty and conflict in Mindanao in the past years. The Philippines earlier sought for the inclusion of Sabah in its territory in 1963 after finding out that the area is part of the Sultanate of Sulu, which rented it to British businessmen in 1878.
But the International Court of Justice could not act on the Philippines’ claim because of Malaysia’s refusal to submit to the process.
Malaysian Prime Minister Najib Razak, whose government helped broker the peace roadmap, pointed out that the deal may help in resolving the decades-old problem of illegal immigration by Filipinos.
