MANILA — The government launched Monday the official Facebook page of Malacanang Palace ahead of its sesquicentennial year next year.
Presidential spokesperson Edwin Lacierda said the Facebook page dubbed “Malacañan Palace,” features the transformation of the Malacanang from a simple summer house to an official residence and workplace of the country’s President.
“The official Facebook page of Malacañan Palace by the Presidential Museum and Library was launched today in advance of the sesquicentennial of Malacañan Palace next year,” he said in a statement.
“The Facebook page features a rich heritage from its beginnings as a riverside rest house owned by the Rocha family to its establishment as the seat of power where Spanish and American Governors-General held office, and as the official residence of the presidents of the Philippines,” he added.
Published in conjunction with the Presidential Museum and Library website (www.malacanang.gov.ph) and the Presidential Museum and Library Tumblr account (tumblr.malacanang.gov.ph), these online resources are part of the mandate of the Presidential Communications Development and Strategic Planning Office (PCDSPO) as official custodian of the institutional memory of the Office of the President, Lacierda said.
He noted that the initiative of the project is aimed at harnessing social media to share the history, residents, traditions, and legacy of Malacañan Palace to a diverse online audience.
Lacierda said netizens can contribute their own pictures and memories of the Palace in the Facebook page.
“This way, Malacañan Palace is opened to the public through inclusive and people-centric social media,” he said.

MANILA — The Metropolitan Manila Development Authority (MMDA) has commenced its preparations to ensure an orderly commemoration of this year’s All Saints’ Day and All Souls’ Day.
In a radio interview, MMDA Assistant General Manager for Operations Emerson Carlos said the agency will deploy about 2,300 personnel who will regulate traffic and help in the cleaning of public cemeteries in Metro Manila.
He also noted that those in the metropolis might start heading back to their provinces as early as Thursday this week, since the succeeding day, October 26, has been declared a regular holiday to celebrate Eid’l Adha or the start of the Islamic Pilgrimage to Mecca in Saudi Arabia.
Also in a radio interview, MMDA General Manager Corazon Jimenez said their personnel have started conducting inspections and clearing operations in cemeteries within Metro Manila.
She also urged the public to start cleaning the graves of their relatives and observe proper waste disposal in the cemeteries.

THE National Bureau of Investigation (NBI) filed Monday charges of robbery with homicide against members of a notorious robbery hold-up gang believed to be responsible for the killing of Justice Secretary Leila de Lima’s security aide last May.

Charged before the Department of Justice (DOJ) were Ritchie John Cahinta, Almario Rentillosa, Jun Bellera, Ferdinand Paragas and Chris de la Cruz.
They were tagged in the killing of Alister Quintos, a member of the DOJ’s Intelligence Service Operations group (Isog), who also served as closed-in security of de Lima.

Quintos, 32, was found dead on a road in San Ildefonso, Bulacan.

Of the five suspects, only Cahinta and Rentillosa are in the custody of the police in connection with another robbery incident, while three others remain at-large.
Cahinta and Rentillosa belonged to a same group earlier arrested by the Parañaque police following a police operation before dawn of October 6, 2012 along Dr. A. Santos Avenue (formerly Sucat Avenue) in Parañaque.

NBI Special Task Force chief Roland Argabioso said the case against the suspected robbers stemmed from the complaint of Adrian Quintos, brother of the slain aide of de Lima.
In its investigation, the NBI said that last May 10, Quintos, who was seated at the rear portion of a Mitsubishi Adventure van (TXO 215), was shot dead by one of the robbers minutes after he boarded an unregistered taxi on Marcos Highway on his way home to Antipolo City.
The NBI gave weight to the testimony of one of its witnesses who claimed to have seen Quintos flagging down and going onboard an unregistered public vehicle after eating his dinner at a pares-pares outlet in Masinag, Antipolo City.

The bureau’s robbery homicide theory was further bolstered by the confession of Rentillosa, who had admitted participation in the crime.
Rentillosa, in his narration before NBI investigators, recounted that Cahinta and three others forced Quintos to act as their driver.
He said the suspects even victimized at least two passengers hours before they picked up Quintos and a still unidentified lesbian in Masinag.
After a while, Quintos tried to disarm Bellera, resulting in a tussle with the latter being shot.
According to Rentillosa, Paragas held Quintos’ arms while Cahinta shot the victim in the chest, killing him instantly.
The lesbian, on the other hand, reportedly jumped out of the vehicle while the commotion between Quintos and the suspects were taking place, Rentillosa added.
The suspects then dropped Quintos’ body off the road in San Ildefonso, Bulacan, while the victim’s belongings were somewhere in Baliwag, Bulacan.
Rentillosa added that they brought Bellera to the East Avenue Medical Center in Quezon City for treatment.

Argabioso said police have verified that Bellara was brought to the said hospital by a certain Chris de la Cruz due to a gunshot injury.

THE Judicial and Bar Council (JBC) decided Monday to allow the live media coverage of its two-day public interviews of candidates to fill up the lone slot in the 15-member Supreme Court (SC).

The lone vacancy in the High Court stemmed from the appointment of Maria Lourdes Sereno as Chief Justice last August 24 following the ouster of Renato Corona after his conviction at the Senate impeachment court.
Scheduled for interview at 9 a.m. Tuesday are Court of Appeals Associate Justice Ramon Bato Jr., former University of Perpetual Help Law Dean Jose-Santos B. Bisquera, CA Associate Justice Rosmari D. Carandang, and Sandiganbayan Associate Justice Maria Cristina J. Cornejo.

Former Regional Trial Court Judge Adoracion P. Cruz-Avisado, CA Associate Justice Magdangal M. De Leon, CA Associate Justice Isaias P. Dicdican, former University of the Philippines Law dean Marvic M. Leonen, former Department of Energy secretary Raphael Perpetuo M. Lotilla, CA Presiding Justice Andres B. Reyes Jr., CA Associate Justice Jose C. Reyes Jr., and CA Associate Justice Noel G. Tijam will be interviewed on October 25.

The other three candidates — De La Salle University Law Dean Jose Manuel I. Diokno, Securities and Exchange Commission Chair Teresita J. Herbosa, and former Ateneo Law Dean Cesar L. Villanueva — were already been interviewed in July 2012 when they were vying for the Chief Justice position.

Coming from the regular en banc meeting of the JBC, Justice Secretary Leila de Lima said the council members decided to overturn its initial decision to again close the interviews from live media broadcast solely on the ground that there was then no request from any media organization to open the interview to the public.

“Wala kasi nag-signify ng interest from the media networks. If media would indeed express or manifest interest to have live coverage of the interview then yes, but subject to the same rule, to the same procedure as before na isa lang camera ang pwede i-set up sa loob, at bahala na ang interesado na maghook up,” she said.

She said the move is in response to the “heightened interest and awareness” of the public as to the qualifications of candidates to the highest court in the land.

PORAC – Don Honorio Ventura Technological State University (DHVTSU) officials made insinuations it will withdraw from the satellite campus agreement with town officials here if “internal disagreements” are not settled soonest.
Majority of village chiefs in this quarry-driven and sand-rich town urged Councilor Mike Tapang to unite with the administration of Mayor Condralito Dela Cruz in pushing for the establishment of a satellite school.
Tapang stressed three concerns to the Provincial Board (PB) like scholarships, priority of Poraqueños over others in enrolment and the transfer of properties to DHVTSU after five years, on top of a P3-million operational expense subsidy.
The PB ruled that the Porac Municipal Council’s wisdom on the agreement should be upheld and the requests of Tapang be heard.
Porac Association of Barangay Captains Maximo Bunque said they were ready to appeal the DVHTSU–Porac agreement and pursue the establishment of the school.
In the course of the talks, Vice Mayor Dexter David said the quest for the DHVTSU satellite campus may have been muddled between a school and a commercial center allegedly proposed by Tapang.
The vice mayor said that aside from his confidence DHVTSU could operate on itself after the three-year observatory period, the Municipal Government of Porac could sustain its needs much that funds from quarrying from the premier “sand capital” are on hand.
“In the Dela Cruz administration alone in 2011, our quarry revenues were at P29,613,240 with Capitol shares at P17,091,000. Compare that to 2010 quarry incomes of P22,526,370 and the provincial’s share of P15,826,000. Aren’t we capable of subsidizing a state university campus? Of course, it is better than running a community college because of complexities. DHVTSU is DHVTSU wherever you go and the P3-million subsidy can be stopped after favorable reviews in three years because we are certain DHVTSU is capable of operating in itself. By then, we could use the P3 million for other services and provide for more scholarships,” David said.
In a phone interview with Councilor Tapang, he reiterated that he is not against the establishment of the satellite campus. He just wanted to amend the agreement for the benefit of Poraqueños.
“I am with you. It’s a majority decision. All I wanted was to have my requests accommodated in the MOA. Fortunately, we met with DHVTSU regarding the three salient points I raised before the Provincial Board like the scholarships, turn-over of properties and priority enrollment of Poraqueños. They are now making the addendum,” he said.
Tapang also clarified that the proposal to put up a P250-million commercial center is not his proposal.
