1st Filipiniana altar for Pinoy saints unveiled in Rome

GUAGUA — Willy Layug, Presidential Merit Awardee for Ecclesiastical Art, led the installation and unveiling of the first Filipiniana altar in Rome, Italy in time for the canonization of Pedro Calungsod on Sunday.
The altar is dedicated to St. Calungsod and St. Lorenzo Ruiz and is now available for viewing at the prestigious Pontificio Collegio Filippino.
Pontificio Collegio Filippino is the college of Filipino diocesan priests studying at pontifical universities in Rome. It was formally established as an institution with pontifical rights by Pope Blessed John XXIII on June 29, 1961 through the Papal Bull Sancta Mater Ecclesia.
Layug’s altar celebrates the life of the two martyred saints. Layug has donated the altar as part of his commitment to bring part of Kapampangan religiosity to Rome in the form of ecclesiastical art.
He said Betis craftsmanship in ecclesiastical art will be in the same stage with classical masters whose works adorn major churches and shrines in Roman Catholic churches a few blocks away.
The altar was made by Layug with his team of eight highly skilled sculptors from his workshop at Batis District of this town.
The 10 feet altar shows St. Lorenzo Ruiz being tortured, hanging upside down a pit, while another panel shows St. Calungsod hacked by natives of Guam. The altar also features angels in Filipiniana attire.
Layug said the altar is a fitting honor to St. Pedro Calungsod, who was canonized Sunday to sainthood by Pope Benedict XVI.
St. Pedro Calungsod was a young Roman Catholic Filipino sacristan and missionary catechist, who along with Spanish Jesuit missionary Blessed Diego Luis de San Vitores, suffered religious persecution and martyrdom on Guam for their missionary work in 1672. He was beatified on March 5, 2000 by Blessed Pope John Paul II.

Peso shares award to stakeholders

CITY OF SAN FERNANDO – An official from the Pampanga Public Employment Services Office (Peso) has shared her recent award to Governor Lilia Pineda, municipal and barangay coordinators.
Luningning Vergara, head of Peso Pampanga, stated Wednesday that they have successfully implemented public employment services because of the full cooperation of all the stakeholders.
It can be recalled that Vergara bagged the 2012 national championship award as the “Best PESO Manager” for the first class province category.
“Kaya lang naman natin na nagawa yan dahil na rin sa suportang ibinibigay sa atin ng provincial government sa pamamagitan ni Governor Pineda,” she said.
Vergara also explained that Barangay Peso Coordinators in all the villages in the province have likewise contributed to their success.
They were tasked to conduct skills mapping in the localities to determine the available manpower resources using the Skills Registry System adopted by the provincial government.
This system is aimed at establishing a databank for the working population in the province.
Vergara stressed that the award is an affirmation of the commitment of Pampanga PESO to support the Aquino agenda in “strengthening local employment, of solving the job-skills mismatch, and of pushing back unemployment.”

Typhoon ‘Nina’ moves away from Philippines, another storm spotted

MANILA — Typhoon “Nina” has slightly weakened as it continued to move slowly away from the country, the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) said on Monday.
Pagasa weather forecaster Fernando Cada said the typhoon’s winds strength decreased from 140 kilometers per hour (kph) Sunday to 130 kph on Monday, while its gustiness also fell from 170 kph to 160 kph.
As of 4 a.m., the center of Nina was located at 870 kms northeast of Itbayat, Batanes (23.0°N, 131.2°E) and it is forecast to move northwest at 5 kph.
With this speed, Duran said that Nina will likely exit the Philippine Area of Responsibility (PAR) either Tuesday or Wednesday.
Cada said that Nina’s weakening was still because of a ridge of high pressure area near China as well as vertical wind shear or different directions of winds that drifts into the country.
Since the country is in the transition period from southwest monsoon (habagat) to northeast monsoon (amihan), Cada said that winds in various directions blow off into the country, which affects the circulation of the typhoon.
The southwest monsoon is the prevailing weather system in the country during rainy season or from June to early October.
While the northeast monsoon or the “winterwinds” normally starts during mid-October and ends in mid-February.
This year, Cada said the onset of the northeast monsoon will likely start during later part of this month, which would also signal the termination of the southwest monsoon season.
He added that no storm warning signal has been raised so far, since Nina still remained too far to directly affect any part of the country.
Meanwhile, Cada said the weather agency spotted another tropical storm in Guam with international name “Maria”.
This will most likely not enter the country within two to three days, he said.
But once the storm enter the PAR, it will be called “Ofel”, the 15th tropical cyclone to enter the country this year.
Meanwhile, Cada said Metro Manila and the rest of the country will generally have good weather until Tuesday except for possible brief rainshowers mostly in the afternoon or evening due to localized thunderstorms.
Cada said the regions of Zamboanga and Davao and the provinces of Palawan, South Cotabato, Lanao Del Norte, Lanao Del Sur and Bukidnon will experience light to moderate rains.
Pagasa said strong to gale force wind is expected to affect the seaboards of northern Luzon and the eastern seaboard of central and southern Luzon.
Fishing boats and other small seacrafts are advised not to venture out into the sea while larger vessels are alerted against big waves.
Pagasa said moderate to strong winds blowing from the north to northwest will prevail over northern and eastern Luzon.
The coastal waters along these areas will be moderate to rough.
Meanwhile, winds will be light to moderate coming from the north to northeast over western Luzon and southeast to southwest over the rest of the archipelago with slight to moderate seas. (PNA)

Gunmen kill 7 in Rizal; drug link suspected

MANILA, Philippines — Police say gunmen shot dead seven people in Rodriguez, Rizal in what may be linked to illegal drugs.
Rodriquez town police chief Donato Bait said Monday the house owner, his wife and five other people bore gunshot wounds to the head.
He said the owner had been previously jailed for drug-linked offenses.
Bait said the gunmen barged into the house around 1 a.m. but spared the couple’s two children aged 10 and 13. They were taken into protective custody.
Drug-related violence is not uncommon, and authorities say they are taking measures to curb crime. (AP)

Court grants Arroyo’s plea to reset arraignment over plunder suit

MANILA — The Sandiganbayan on Monday deferred the arraignment of former President and Pampanga Representative Gloria Macapagal-Arroyo over the non-bailable plunder suit filed against her.
Arroyo, through her lawyer Anacleto Diaz, earlier sought the deferment of her arraignment to allow her to seek remedy before the Supreme Court (SC). The arraignment was reset to October 29.
Former Philippine Charity Sweepstakes Office (PCSO) board member Manuel Morato’s arraignment was also reset to October 29. Morato is detained at the St. Luke’s Medical Center in Quezon City due to a heart ailment.
“Their arraignment was reset to October 29 which according to the court would give them sufficient time to secure from the Supreme Court any temporary restraining order,” Sandiganbayan spokesperson Renato Bocar said in a television interview.
Both Morato and Arroyo, who were arrested last week over a plunder case in connection with the alleged misuse of PCSO P366-million intelligence funds, did not attend the scheduled arraignment Monday.
Although moved out of the intensive care unit of the Veterans Memorial Medical Center (VMMC), Arroyo’s doctors advised her not to attend the arraignment.
On Friday, Arroyo was said to show signs of coronary ischemia. She was told to undergo a stress echo test at the Philippine Heart Center or any hospital that offers the test.
Arroyo’s lawyers earlier filed a motion to place the former President under hospital arrest. The court had issued a subpoena to VMMC director Dr. Nona Legaspi to “substantiate” the Arroyo camp’s petition.
Although the prosecution did not object to the motion to place Arroyo under hospital arrest, it said they prefer the former President be detained in the Philippine National Police General Hospital and that she shoulders all hospital expenses.
Prosecution lawyers also insisted on Arroyo’s arraignment even if it had to be conducted inside a hospital.
Before her arrest, Arroyo was out on provisional liberty after a Pasay City court granted her petition for bail over a separate electoral sabotage case.
Meanwhile, former PCSO Chairman Sergio Valencia and PCSO Assistant Manager for Finance Benigno Aguas who was also charged with plunder entered a not guilty plea.

Gov’t welcomes arrival of Malaysian premier, envoys for peace deal signing

MANILA — The Philippine government welcomed the arrival of Malaysian Prime Minister Dato’ Sri Mohd Najib Bin Tun Haji Abdul Razak and other foreign dignitaries who will witness the historic signing of the framework agreement between the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) in Malacañang Monday.
Aside from the Malaysian leader, a delegation from Organization of Islamic Cooperation (OIC) led by Secretary-General Ekmeleddin Ihsanoglu is also attending the event.
“I am grateful for their participation in this very significant event which will mark the beginning of peace for the Bangsamoros,” Presidential Adviser on the Peace Process Teresita Quintos Deles said.
She said the attendance of many foreign leaders to the ceremonial signing “confirms the broad support we have been getting from the international community.”
“The presence of OIC Secretary-General Ihsanoglu and the rest of the OIC delegation indicate their support for the Philippine government’s pursuit of a common development track and vision for the MILF and the Moro National Liberation Front (MNLF),” she added.
Composed of 57 member states, the OIC brokered the 1992-1996 GPH-MNLF peace negotiations that led to the signing of the Final Peace Agreement on September 2, 1996.
Malaysia, on the other hand, has been facilitating the GPH-MILF peace talks since 2001.
As of Sunday, those who have confirmed presence to the signing ceremony are ambassadors and emissaries from Egypt, Nigeria, Saudi Arabia, United Arab Emirates, Qatar, Kuwait, US, Spain, Netherlands, Italy, Singapore, Turkey, China, Cuba, Russia, Indonesia, New Zealand, United Kingdom, Malaysia, Angola, Netherlands, Laos, Thailand, Pakistan, Norway, Canada, Australia, Brunei, among others.
Also witnessing the signing rites are leaders and representatives from foreign development agencies who have been supportive of the Mindanao peace process.
These include the Center for Humanitarian Dialogue, The Asia Foundation, United Nations Development Programme, Japan International Cooperation Agency, Australian Agency for International Development, Conciliation Resources, European Union, United Nations Children’s Fund International Labour Organization, World Bank, United Nations High Commissioner for Refugees, United States Agency for International Development, Muhammadiyah, International Committee of the Red Cross, among others.
The signing will also be attended by the First Family, cabinet secretaries, civil society organization heads, and local and national government executives.

MNLF leader backs blueprint of peace in Mindanao

MANILA — A leader of the Moro National Liberation Front (MNLF) disagreed with the position of MNLF chairman Nur Misuari that the draft framework agreement will not serve as blueprint for permanent peace in Mindanao.
Hadja Bainon Karon, who is currently chair of the Bangsamoro Women’s Committee of the MNLF, said she was “overwhelmed” and “happy that at long last, peace, security and development will reign.”
“I believe that this feeling is also shared by most of the members of the Moro National Liberation Front which this representation is affiliated,” said Karon, who is also the vice governor in-charge of the Autonomous Region in Muslim Mindanao (Armm).
Misuari earlier said the framework failed to consult his group, a statement denied by government negotiators.
Karon said the Armm was endowed with vast natural and human resources that remain untapped owing to the armed conflict.
“We have enough workers to do both manual and skilled labor. All what we need are technical and financial support to explore these resources. Our resources must be explored to generate employment for our people. It must be tapped to generate economic activities and open livelihood opportunities for our people,” she said.
After the signing of the framework agreement on Monday, an Executive Order will be issued by President Benigno Aquino III to constitute a 15-member Transition Commission (TC).
The TC will draft the Bangsamoro Basic Law, which will be certified as urgent bill by the President and passed by Congress. It will then go through a plebiscite and ratified by people in the proposed Bangsamoro areas.
Meanwhile, the UK congratulates the Philippines on the historic signing of the Framework Agreement between the Government of the Philippines and the Moro Islamic Liberation Front (MILF) in Malacañang on Monday.
UK Chargé D ‘Affaires Trevor Lewis, who attended the ceremony, said: “The signing marks the beginning of a new era for Mindanao and the Philippines as a whole. The messages of support for the agreement over the last week and the diverse mix of representatives at the signing in Malacañang underline the widespread commitment to a more peaceful and prosperous future. The road to full implementation will not be without difficulty. Corona told to answer tax evasion charges until October 25

MANILA — Former Chief Justice Renato Corona has failed to convince the Department of Justice to give him three more weeks to submit his reply regarding the P150-million tax evasion case filed against him and two relatives by the Bureau of Internal Revenue (BIR).
Corona asked Justice Secretary Leila de Lima to push the deadline to November 5 but the three-man panel of prosecutors handling the investigation opted for October 25 instead.
Corona, who celebrated his 64th birthday Monday, was no-show for the third time. He also failed to appear in the hearings scheduled on September 25 and October 5.
His co-accused and daughter Carla was present along with husband Constantino Castillo III to personally submit their counter-affidavit.
According to the BIR, Corona deliberately failed to pay P120.5 million in taxes as a result of his acquisition of pricey condominium units and a house during his 10-year stint at the Supreme Court.
Carla was also charged for violating section 254 of the National Internal Revenue Code (NIRC) or attempting to evade or defeat taxes in 2010 and violating section 255 or failing to file an income tax return for the same year.
Constantino, a physician, is likewise cited for evading taxes in 2003 and 2009 and failing to file an ITR in 2003. Both have an accumulated income of less than P3 million yet they were able to buy P43.5-million worth of properties in Quezon City.

Kiefer Ravena still hoping for MVP’s return to Ateneo

MANILA — Kiefer Ravena, who is expected to banner the Ateneo Blue Eagles next year, expressed hope that top businessman Manny Pangilinan will reconsider his decision to cut ties with the school that racked up five straight UAAP men’s basketball titles.
Pangilinan announced his “complete and total disengagement” from his alma mater last September 21 over differences with the Jesuit-run institution on the issue of reproductive health bill and mining, one of his prized investments.
But he still joined the team in mass shortly after it swept University of Santo Tomas in the finals on October 11, describing it on Twitter as his “final act.”
“It’s still at the back of my head that one day that he will come back. If not for him, we won’t be able to get five straight championships. He’s one of the biggest contributors to our team and hopefully he can help us again,” Ravena, a former top rookie, told reporters.
After being in the doldrums in the 1990s, the Eagles soared high in the past decade as they won six crowns in the last 11 years. Pangilinan brought in Norman Black, who later turned out to be the most successful coach in amateur basketball in recent times.
Pangilinan also sponsored the Eagles’ summer trainings in the United States, which, in a way, contributed to the school’s sterling performance in the UAAP.
Rumors of Pangilinan turning his attention to Ateneo’s neighbor University of the Philippines swirled last week after he donated P5 million to the Alpha Sigma Fraternity on its 50th year. In his keynote speech, Pangilinan even poked fun on the Fighting Maroons, the perennial whipping boys in the eight-team field.
So far, the Eagles said they are not yet looking for someone who can fill Pangilinan’s shoes.
“I don’t think the school is doing it right now. I don’t think they are searching. Nobody can replace MVP as the patron of the school. If anything, we haven’t reached that point yet, whether how the team can be supported this time around. We can talk about that when we get there,” said team manager Paolo Trillo.
