SENDAI, Japan — Politicians and aid officials will gather in Japan’s quake- and tsunami-hit northeast Tuesday to discuss what lessons can be learned from disasters.
Pre-emptive measures to reduce damage — and save lives — when nature strikes will be top of the agenda at this two-day conference, part of the annual meetings of the International Monetary Fund and the World Bank.
Organisers picked Sendai as the capital of a region that lost nearly 19,000 people when the massive waves of March 2011 rolled ashore, crushing whole communities.
Kazushige Taniguchi, the World Bank’s special representative to Japan said delegates would “share and learn from Japan’s experience in last year’s quake and tsunami disaster”.
“Lots of developing countries are today rapidly putting up infrastructure without paying enough attention to disaster prevention.
“We aim to make it standard to incorporate disaster prevention into the planning of development aid,” he told reporters ahead of the meeting.
On Wednesday, IMF managing director Christine Lagarde and World Bank president Jim Yong Kim will visit disaster-hit areas before wrapping up the two-day conference.
The Sendai talks are expected to feed into the communique to be issued on Saturday at the meeting of the Development Committee, the highest Fund and Bank joint decision-making body, Taniguchi said.
Last week, Japan and the World Bank released a joint study aimed at sharing experience from last year, when a 9.0-magnitude quake and resulting tsunami crushed the coast and triggered the worst nuclear crisis in a generation.
The study, comprising 32 “knowledge notes” on disaster risk management and post-disaster reconstruction, will be used as a basis of discussions in Sendai.
“We hope aid practitioners will find the knowledge notes useful, as they include some novel findings such as importance of education that would percolate into people’s behaviour,” said Taniguchi.
They also talk about the importance of paying attention to supply chains, a key lesson from Japan’s disaster where global industries like automotive were crippled when a key parts production line was knocked out.
Education, the distribution of hazard maps and the issuance of early warnings as well as the importance of reinforcing key buildings also feature.
The report notes the usefulness of social media for search, rescue and fundraising, and the importance of constructing temporary housing and maintaining existing sources of income in the recovery phase.
Many of these notes are still challenges for Japan, where 329,000 people are still living in temporary homes, nearly 19 months on.
The government plans to build new houses in upland areas and to offer cash handouts to partially finance housing loans.
The disaster left 18,684 people dead or missing and sparked reactor meltdowns at the Fukushima nuclear power plant on the coast, figures from the National Police Agency showed.
Of those, 2,814 people remain unaccounted for.

A CATHOLIC prelate expressed anxiety over possible premature campaigning after thousands of residents trooped to the St. Augustine Cathedral and later marched toward the Commission on Elections (Comelec) to show support to incumbent Cagayan de Oro City Mayor Vicente Emano in filing his certificate of candidacy (COC) last Friday.

Abacahin celebrated the mass for the United Nationalist Alliance (UNA) at the St. Augustine Cathedral with Emano, his team and Vice President Jejomar Binay.
Abacahin said he is stunned upon seeing more than 20,000 people inside and outside the cathedral.
“We hope there is no violation of the Omnibus Election Code and that there is no premature campaigning when supporters came and show their support,” he said.
Abacahin said the idea of change and renewal must come from the passion of politicians in really helping and serving the people.
He also urged the people to reflect before exercising the rights to suffrage.
“We hope it is an opportune time for the people to reflect on these candidates if they are pro-life, pro-environment and pro-God,” Abacahin said.
The supporters, who came from different villages of the city, joined the mass and marched with Emano towards the Comelec but reports said they just came as “ordered.”
A copy of Memorandum 17-2012 dated October 4 signed by Cugman village chief Ricardo Pacheco obtained by Sun.Star Cagayan de Oro stated that barangay council members, employees, barangay health workers, collectors, barangay nutrition scholars and village watchmen “are directed to attend and support the activity ‘Emano for Mayor’ and that “attendance will be checked.”
However, Section 93 of Republic Act 7160 or the Local Government Code stated that local officials are prohibited from engaging directly or indirectly in any partisan political activity including using his authority to influence his constituents.
“No local official or employee in the career civil service shall engage directly or indirectly in any partisan political activity or take part in any election, initiative, referendum, plebiscite, or recall, except to vote, nor shall he use his official authority or influence to cause the performance of any political activity by any person or body,” the law says.
“However, he may express his views on current issues, or mention the names of certain candidates for public office whom he supports. Elective local officials may take part in partisan political and electoral activities, but it shall be unlawful for them to solicit contributions from their subordinates or subject these subordinates to any of the prohibited acts under the Omnibus Election Code,” it added.
But Emano, during his weekend radio program, denied accusations that he compelled village officials to be present on Friday.
“Wala gayud nako pugsa ang mga kapitan ug mga tawo pagtambong. Gani, kadtong nakuha nga memorandum sa Barangay Cugman, dili man ang kapitan ang nagpirma,” he said.
Emano said the propaganda was an insult to the people who supported him when he filed his COC.
He said 76 out of the city’s 80 barangays joined him and his team on Friday.
“Upat lang ka kapitan ang wala niuban atong panahona pero adunay mga tawo sa ilang barangay nga niduyog,” Emano added.

MANILA, Philippines – Local government executives in Mindanao led by the mayor of Zamboanga City want clarifications on the details of a draft pact that would set up a new political entity in the south.
Zamboanga City Mayor Celso Lobregat called on the people to closely study the Bangsamoro framework agreement before a deal is formally signed on Oct. 15.
“I ask all of you to also be very involved; just follow each and every step of the way because this is a very important phase in the history not only of Zamboanga, the provinces and cities of Mindanao but the entire country,” Lobregat said.
In Manila, former President Joseph Estrada expressed concern that the agreement forged by the government and the Moro Islamic Liberation Front (MILF) might create another rebel breakaway group.
“I hope it will not result to the creation of another breakaway group. The administration of (former) President (Fidel) Ramos signed an agreement with the Moro National Liberation Front (MNLF), but this resulted to the creation of the breakaway group MILF. I hope this will not result to this,” Estrada said.
At the Senate, Sen. Miriam Defensor-Santiago cited possible constitutional issues that may hound the proposed accord that would create a Bangsamoro region in Mindanao in place of the Autonomous Region in Muslim Mindanao (ARMM).
Lobregat, who has been leading the city in its fight against the inclusion of any of its territory in MILF demands, complained that the government panel is not practicing transparency.
He said government peace panel head Marvic Leonen had not informed the concerned local governments regarding the framework agreement that will give birth to the new political entity, Bangsamoro.
He reminded the government panel that it has always been the position of the ZamboangaCity government that the talks should be transparent before any agreement is signed.
“The stakeholders, especially the LGUs (local government units), should be consulted and any consultation done after the fact will be meaningless,” Lobregat said.
He said that based on the copy of the framework agreement they got, there are questionable details, including the areas that will be covered by the new entity.
“We are studying it and there are issues there that more or less need to be clarified or need to be dealt with,” he said.
He cited the present territory of the ARMM, but mentioned Lanao del Norte, several barangays in North Cotabato, cities of Cotabato and Isabela in Basilan as well as deals about contiguous areas that may opt to join.
Lobregat said even though Zamboanga City was not mentioned in the latest peace deal, the city will still be affected if 10 percent of the population asked to be included in a plebiscite.
“So even though we are not specifically mentioned – there may and will be provisions there that will affect non-ARMM,” Lobregat said.
“So, we have to seriously study this before we can make a more or less definite clarification of the provisions for our people,” he said.
Officials and residents of Iligan City were relieved after the framework agreement did not include the city.
During one of the recent visits of presidential peace adviser Teresita Deles to Iligan, the official hinted that the city would not be included in the new agreement.
In 2008, when the controversial Memorandum of Agreement of Ancestral Domain (MOA-AD) was about to be signed in Malaysia, Iligan City Mayor Laurence Cruz, Zamboanga City Mayor Lobregat, and then North Cotabato vice governor Emmanuel Piñol filed a petition in the Supreme Court that eventually declared the MOA-AD unconstitutional.
The petitioners said there was no consultation with the concerned citizens.

For the third straight sparring day, Pacquiao logged three rounds each with undefeated super-welterweight Shawn Porter and super-lightweight Urbano Antillon, something that brought a smile to Roach’s usually stoic face.
Roach said he hasn’t decided yet when to hike the number of sparring rounds from six to seven since Mexican body-puncher Jose Luis Castillo, touted to give Pacquiao a rough time in sparring, hasn’t arrived yet even though he was expected to show up last Friday.
Latest news reveal that the rugged Castillo, a former world lightweight champion now campaigning at welterweight, will plane in this Saturday.
Pacquiao, according to Roach, will log a total of 150 rounds of sparring by the time he gets up the ring to trade bombs with Cotto at the MGM Grand in Las Vegas.
If Castillo indeed arrives, he will only have two weeks to work with the 30-year-old Pacquiao in Baguio since the fighter has been penciled to leave for the US to resume his preparation at the Wild Card Boxing Club on October 24.
Latest odds show that Pacquiao remains as -240 favorite, while Cotto is listed at +190, meaning a $240 bet on Pacquiao wins $100, and a $100 wager on Cotto wins $190.
Cotto’s coveted World Boxing Organization welterweight crown will be on the line although both parties have agreed that the fight will be fought at a catch weight of 145 lbs.
