MANILA — Tropical Storm “Marce” is now out of the Philippine Area of Responsibility (PAR), the state weather bureau on Saturday said.
With this development, it is expected that weather in Luzon will improve.
Weather forecaster Jori Loiz said Marce exited on Friday evening as it moves towards Vietnam.
However, Loiz said an intertropical convergence zone (ITCZ) is now affecting Palawan and the Visayas.
An ITCZ is a merge of winds from different directions, which is also a breeding ground for a low pressure area (LPA).
Loiz said the weather agency is keeping eye on a new tropical depression near east of Northern Luzon that has a high chance of entering the Philippine territory by Monday.
Based on models,it is still very far to affect the country. But once it enters PAR, it will be called Nina, the 14th tropical cyclone to enter the country this year.
Loiz said expect two to three tropical cyclone to enter PAR this October.
In its advisory, Philippine Atmospheric, Geophysical, and Astronomical Services Administration (Pagasa) said that Palawan, Mindoro and Visayas will be cloudy with occasional moderate to heavy rains and thunderstorms.
Metro Manila and the rest of the country will be partly cloudy with brief rainshowers or thunderstorms.
Pagasa said moderate to strong winds blowing from the northeast to north will prevail over the Cordillera Administrative Region, Cagayan Valley, Ilocos region and Bicol region and from the southwest to south over western Visayas and the rest of Luzon and the coastal waters along these areas will be moderate to rough.
Elsewhere, winds will be light to moderate coming from the southwest to northwest with slight to moderate seas.
The weather agency also issued gale warning as strong to gale force wind is expected to affect the northern and western seaboards of Northern Luzon and the western seaboard of Central Luzon.
Fishing boats and other small seacrafts are advised not to venture out into the sea while larger sea vessels are alerted against big waves. (PNA)

ANTI-KIDNAPPING operatives have arrested on Friday a Korean national allegedly involved in the kidnapping of a fellow Korean in Cebu last year.
Chief Inspector Erwin Doma of the Sorsogon provincial police office named the suspect as Kim Jong Seok was nabbed by the police operatives and personnel of the Matnog town police station around 9:10 p.m. at the Matnog Ferry Terminal in Caloocan village in Matnog town.
“Subject arrested person was appraised of his constitutional rights in the dialect known to him and was brought to concerned unit for proper disposition,” said Doma.
Doma said his arrest was in connection with a pending kidnap-for-ransom case filed against him before the sala of Cebu City judge Gilbert Moises. No bail had been recommended for him, the official said.
Seok is among the four Koreans implicated in the kidnapping of fellow Korean Kwon Young Hoon in August 21, shortly after he arrived for a vacation in Cebu in August 21 last year.
The victim was kept at an apartment in Lapu-Lapu City and was released two days later after he paid $7,000 ransom. (VR/Sunnex)

MEXICO CITY— Mexican archaeologists said Friday they uncovered the largest number of skulls ever found in one offering at the most sacred temple of the Aztec empire dating back more than 500 years.
The finding reveals new ways the pre-Colombian civilization used skulls in rituals at Mexico City’s Templo Mayor, experts said. That’s where the most important Aztec ceremonies took place between 1325 until the Spanish conquest in 1521.
The 50 skulls were found at one sacrificial stone. Five were buried under the stone, and each had holes on both sides — signaling they were hung on a skull rack.
Archaeologist Raul Barrera of Mexico’s National Institute of Anthropology and History said the other 45 skulls appeared to have just been dumped on top of the stone.
The team of archeologists unearthed the skulls and jaw bones in August. They stumbled on them as they were renovating a section of the Templo Mayor in the heart of Mexico City.
Barrera said they believe the 45 skulls were those of women and men between 20 and 35 years old and could have been dug up from other sites and reburied.
Last August, the Mexican government announced experts had found an unprecedented human burial at another spot in the same temple in which the skeleton of a young woman, possibly sacrificed personifying a goddess, was surrounded by piles of nearly 1,800 bones. Another unusual finding this summer was a “sacred tree,” which looks like a battered oak trunk emerging from a well and which experts say was brought from a mountain region for a ritual.
The skulls shown to the media Friday were in good condition but cracked on each side of the head, possibly because of the wooden stake that ran through them so they could be placed in a skull rack.
Barrera said the key in the discovery was the sacrificial rock, which looks like a gray headstone.
“Underneath the sacrificial stone, we found an offering of five skulls. These skulls were pierced with a stick,” he said. “These are very important findings.”
University of Florida archaeologist Susan Gillespie, who was not involved in the excavation, said it caught her attention that the skulls that had been on the rack, called tzompantli, were buried separately.
“It provides rather novel information on the use and reuse of skulls for ritual events at the Templo Mayor,” Gillespie said in an email.
Also, the common belief about Aztec sacrificial stones is that a person being sacrificed was killed by cutting open the chest and pulling out the heart.
“We normally associate (it) with heart removal rather than decapitation,” she said. “It ultimately gives us a better understanding of how the Aztecs used the human body in various ways in their ritual practices.

MANILA, Philippines—More colorful wannabes who also hope to get a seat in the Senate next year on Friday joined other senatorial contenders in beating the deadline for the filing of certificates of candidacy (COC) with the Commission on Elections (Comelec).
One was a widowed preacher who vowed to champion widows and single moms. Another was an insurance employee who planned to “melt” all weapons of destruction and convert them into something that would produce food while another would push for the construction of what he called “Edsalex.”
But they insisted they were neither clowns nor crackpots. They said they were merely ordinary citizens exercising their constitutional right to run for a government post.
“Just because we are poor we are already considered nuisance or clowns. It’s the so-called serious candidates who sing and dance to win votes. Doesn’t that make them more of a clown than us?” said 67-year-old Rafael Cabrera of Lemery, Batangas.
It’s his right
Cabrera, a former worker for a laundry soap manufacturer, said he was running for the Senate because it was his right to do so.
After the five-day registration period ended on Friday, the Comelec said a total of 84 senatorial contenders had filed their COCs. On the last day of the filing, 35 bets formalized their candidacies. Of this number, four candidates were from the Liberal Party and one from the United Nationalist Alliance.
Clad in a printed red dress and wearing medallions bearing the image of saints, Norma Nueva claimed she was nominated by the Kilusang Bagong Lipunan, an umbrella coalition of parties who supported the late dictator Ferdinand Marcos.

According to the Comelec staff overseeing the registration, Po—who bears no resemblance to the late movie actor, Fernando Poe Jr.—was also the last person to file his COC for the 2010 elections at midnight on the last day of the filing.
The Democratic Party of the Philippines also fielded senatorial bets for next year’s elections, among them was Christian Señeres, a former representative of the Buhay party-list. Señeres filed his COC on Friday.

YOGYAKARTA, Indonesia — Rabies experts from 12 Asian countries have concluded their annual meeting to exchange views and find practical solutions to the disease, which is still prevalent in the region.
During the five-day meeting that ended Friday, experts from Bangladesh, Cambodia, China, India, Laos, Myanmar, Pakistan, the Philippines, Sri Lanka, Thailand, Vietnam and host Indonesia described their countries’ situations and addressed specific problems encountered in their clinical practices.
Rita Kusriastuti, a senior official at Indonesia’s Health Ministry, said the discussion highlighted the need for united efforts, especially among paramedics and veterinarians.
Rabies kills some 70,000 people annually. In Indonesia, it is endemic in 24 of the country’s 33 provinces, with the highest number of human cases on Bali island and East Nusatenggara.
The World Society for the Protection of Animals says rabies cases in Bali have declined since 2010, when it led a project to vaccinate more than 200,000 dogs there in six months. (AP)
