Coronas granted more time to reply

MANILA, Philippines—Prosecutors on Friday again granted a plea of ousted Chief Justice Renato Corona for more time to answer the P150-million tax evasion case filed against him.
The Department of Justice (DOJ) panel conducting a preliminary investigation if the case gave Corona, his daughter Ma. Carla, and her husband Constantino Castillo III 10 more days to answer the charges filed by the Bureau of Internal Revenue (BIR).
Senior State Prosecutor Roseanne Balauag said the case would be submitted for resolution if the respondents again fail to file their counter-affidavits.
“The rules have been overly relaxed in this case,” said Balauag.
Corona did not attend the hearing and was represented by lawyer Anacleto Diaz. Diaz had sought an extra 30 days for Corona and 15 days for the Castillos to prepare their counter-affidavits.
He explained that he became their lawyer only on Oct. 1 and that he needed more time to go over the 323-page complaint filed by the BIR.

Aquino fields Panlilio vs Pineda in Pampanga

Saying he could not allow Pampanga to be left behind in the Philippines’ advance toward progress, President Benigno Aquino III on Friday fielded Catholic priest Eddie Panlilio as his administration’s candidate for governor in the province controlled by the followers of his predecessor, Gloria Macapagal-Arroyo.
The President also endorsed Panlilio’s running mate, lawyer Ma. Amalia Tiglao-Cayanan, Mayor Oscar Rodriguez and lawyer Vivian Dabu as the Liberal Party’s official candidates in Pampanga’s third and second districts.
“I know that Pampanga will be in good hands under their leadership, and I am sure that it is only toward progress that they will lead the people of Pampanga,” Mr. Aquino said in Filipino in a speech during the induction of 1,000 local leaders of the ruling Liberal Party in this province.
By fielding Panlilio, a priest since 1980, Mr. Aquino sees the election in Pampanga as a battle between reform and patronage politics, represented by Arroyo’s bosom friend, Gov. Lilia Pineda, whose husband, Rodolfo “Bong” Pineda, had been investigated by Congress in one attempt to eradicate the illegal numbers game “jueteng,” a source of corruption in local governments. Pineda has long been suspected as a jueteng lord.
Mr. Aquino is banking on his popularity to break the Pinedas’ grip on Pampanga and bring the agriculturally productive province into the centerpiece program of his administration, good government.

Choosing politics
Panlilio has “opted to leave the priesthood and apply for a dispensation from the priestly office,” according to Fr. Larry Sarmiento, spokesperson of the Archdiocese of San Fernando.
Sarmiento said Panlilio made his decision after meeting with Archbishop Paciano Aniceto on Thursday.
“With a heavy heart, the archbishop has decided to respect Among Ed’s decision in conscience to leave the priesthood in favor of politics,” Sarmiento said, using the local honorific term for showing respect toward Panlilio.
Panlilio said he applied for dispensation in 2010, but it did not progress in Rome.
Liberal Party president Joseph Abaya, the new secretary of transportation and communications, led the oath-taking of the local party leaders at Heroes Hall here.
Interior Secretary Mar Roxas, LP president-on-leave, Sen. Franklin Drilon, who serves as LP campaign manager, and LP Secretary General Mel Sarmiento were also at the oath-taking.
Stand together
President Aquino urged the LP recruits to be united, saying the pace of progress speeds up through cooperation.
“We now have the chance to advance not only Pampanga but the whole nation as well toward the realization of our vision,” Mr. Aquino said.
“Give me a chance to help you. I cannot let Pampanga be left behind in the progress that is being attained by the Philippines,” he added.
Mr. Aquino said he would “advance the full liberation of Pampanga.”
“Remember this: If the local leadership is inefficient, the future of our people will remain bleak,” he said.
He then turned to Panlilio, and urged him to “lead Pampanga again as governor.”
Showing its approval, the audience broke into applause and cheers for Panlilio.
Third time around
Panlilio, 58, is running for public office for the third time.
He defeated reelectionist Gov. Mark Lapid, the son of Sen. Lito Lapid, and Provincial Board member Lilia Pineda in the 2007 gubernatorial election.
In February 2010 he was unseated by the Commission on Elections, which proclaimed Pineda the winner after a recount of votes that did not include ballots destroyed in a fire.
In the May elections that year, Panlilio challenged Pineda but with all Pampanga towns controlled by Arroyo’s allies, he lost.
Sarmiento said the Archdiocese of San Fernando was drafting a new dispensation request, which would be signed “the soonest” by Panlilio, who remains suspended from the priesthood.
“Don’t get me wrong. I love the priesthood,” Panlilio said. “When I talked with the archbishop, I said I don’t blame you if it took you so long to accept me back. Perhaps it’s God’s way of opening another door for me to offer another expression of my priesthood,” he said.

Like most politicians, Pineda went to church to hear Mass before filing her certificate of candidacy on Friday.
She told reporters that she would ask Pampanga voters to “watch and listen” to Panlilio’s platform of government so that they could decide which was the best for the province.
Pineda said health and social services would remain her priorities, but she would also give attention to agriculture and job creation.

Quezon government stops wood charcoal making

LUCENA CITY, Philippines—Charcoal production from wood products is now banned in Quezon province, a provincial official said Friday.
“Wood charcoal making in Quezon is now prohibited. The only charcoal material to be allowed is coconut shell which abounds in the province,” Board Member Victor Reyes told the Inquirer in an interview Friday.
He said the Sangguniang Panglalawigan adopted the wood-charcoal- ban provision of the provincial environment code in a hearing conducted by the committee on environment and natural resources.
Reyes noted that wood charcoal particularly from mangroves have been the preferred fuel of the thriving lechon business in Metro Manila and in other parts of the country.
The board member said the high demand have caused the fast depletion of young forest trees and mangroves in Quezon coastal areas.
Board Member Rachel Ubana, chairperson of the provincial council committee on environment, said wood charcoal traders will also face government sanctions if found transacting business in the province.
“We also have to deal with them to stop the business trade that caused the destruction of the remaining trees in the province,” Ubana said.
Fr. Pete Montallana, chair of Save Sierra Madre Network, welcomed the prohibition against wood charcoal making in the province.
“That is a welcome development. I congratulate the members of the provincial council for adopting such a decisive stand against environmental destruction,” the Franciscan priest said over the phone.
He described wood charcoal making in the Sierra Madre as the “last nail in the coffin of Mother Earth”.
“Charcoal makers were more than par with illegal loggers because they cuts young trees for their raw materials,” Montallana said as he noted that sacks of wood charcoals for sale continue to lined up along the highways of Real, Infanta and General Nakar towns at the foot of Sierra Madre in northern part of the province.
He urged the provincial officials to continue their struggle against environmental destroyers.
On Wednesday, provincial officials and environmentalist group Tanggol Kalikasan found stacks of illegally cut fully grown mangroves in a one hectare coastal area in Barangay Salinas here.
The mangroves were sewn either as lumber or for charcoal production.
Manny Calayag, Quezon-Environment and Natural Resources Office (Quezon-Enro) community coordinator, said Governor David Suarez has ordered him to coordinate with the city government in the rehabilitation of the destructed mangrove area.
Calayag said his office still maintain leftovers of mangrove propagules that were used last June where the provincial government led the massive planting of more than two million young mangroves in a single day in different coastal villages of the province.
He said will immediately dispatch a team to assess and make the necessary preparation for the planting of mangrove propagules.
Calayag said as soon as the news of the mangrove destruction was reported in the local media, his office were being swamped with calls from different groups who were offering to help in the mangrove planting project in Salinas.
“We will also conduct education and information dissemination among the villagers on the importance of mangroves to their daily lives,” Calayag said.
Last June 30, the provincial government led the massive planting of more than two million mangrove propagules in a single day in different coastal villages of the province.
Cutting mangrove trees is banned by Presidential Decree No. 705 or the Forestry Code of the Philippines and Republic Act No. 8550, otherwise known as the Philippine Fisheries Code.

Despite abrupt decision to run, Robredo has ‘clear advocacies to champion’

MANILA, Philippines—Maria Leonor “Leni” Robredo admitted she decided to run based on “gut feel” but rest assured, she knows her advocacies clearly and so are the measures she will propose once she get elected into office, she told in a radio interview Saturday morning.
“They gave me only two hours to decide,” she said, referring to her constituents who went to her house in Naga City on Friday to convince her to run for the 3rdcongressional district of Camarines Sur.
Robredo also admitted she never considered even running for the local elections and as a grieving widow, she explained her involvement with politics went as far as accepting the leadership of the Liberal Party in the province.
“It was meant to continue what my husband left,” she said. When her husband, former interior and local government secretary Jesse Robredo, died she said she has set her mind on living a quiet, private life.
Then again, when she thought of Jesse and what he would have done if he were in her position, she said he won’t refuse the call of the people to serve them.
That’s why, she emphasized, despite the abrupt decision, there’s no chance for her to back-out. “That would be unfair to the people. I accepted to run, I gave them hope, so there’s no turning back.”
Asked if she fears facing powerful political opponents and the dirty tactics that come with the job, she said the only fear she has is not spending quality time with her three daughters. “They lost a father and I don’t want to be an absentee mother to them because of the requirements of the job.”

Anatomy of Vatican scandal: How the butler did it

VATICAN CITY — He had the trust of Pope Benedict XVI and the cardinals, monsignors and priests who run the Roman Catholic Church. And because of his privileged position as papal butler, he had access to their deepest secrets: confidential letters, memos, financial reports.
From under Benedict’s nose, Paolo Gabriele used the photocopier in the small office he shared with the two papal secretaries that adjoined the pope’s library, studio and chapel — and, he says, started copying them all.
At first he kept the documents to himself. Then he found a journalist he trusted, and the intrigues and injustices he saw around him spread around the world in the gravest Vatican security breach of modern times.
A three-judge Vatican tribunal on Saturday will decide whether Gabriele is guilty of aggravated theft, accused of stealing the pope’s private papers and leaking them to journalist Gianluigi Nuzzi, whose book “His Holiness: Pope Benedict XVI’s secret papers” became an immediate blockbuster when it was published in May. Gabriele has pleaded innocent, claiming he never took original documents, though he said he was guilty of “having betrayed the trust of the Holy Father, whom I love as a son would.”
From court documents, trial testimony and the book itself, the anatomy of the scandal has taken shape: They describe how a 46-year-old father of three, said by court-ordered psychiatrists to be unstable, desperate for attention and with illusions of grandeur, came to consider himself inspired by the Holy Spirit to expose the Vatican’s dirty laundry for the sake of saving the church. They demonstrate how he instigated a Hollywood-like plot to sneak the documents out of the Apostolic Palace under the cover of darkness to a waiting journalist outside the Vatican walls, who then exposed them on TV and in the most talked-about book of 2012.
Gabriele himself told the court this week that he became increasingly “scandalized” when, as he would serve Benedict his lunch, the pope would ask questions about issues he should have been informed about. That suggested to Gabriele that the pope was being intentionally kept in the dark by his advisers.
“I had a unique and privileged occasion to mature the conviction that it’s easy to manipulate someone with decision-making power,” Gabriele said of the pope. “With the help of others like Nuzzi, I thought I could help things be seen more clearly,” he told prosecutors in a July 21 interrogation.
Gabriele told Nuzzi that he started copying documents sporadically soon after Benedict became pope in 2005, and then in earnest in 2010 and 2011, when the No. 2 Vatican administrator began complaining about a smear campaign launched against him for having uncovered corruption and waste in running the Vatican City state.
In his testimony, Gabriele almost boasted that he would copy the letters in broad daylight, during his 7 a.m.-2:30 p.m. shift, while Monsignor Georg Gaenswein and the other papal secretary, Monsignor Alfred Xuereb, were at their desks facing his. He was free to sort through the mail that would come in daily to the office inboxes, even documentation that was on Gaenswein’s desk.
“The photocopier was in the corner, on the opposite side of the office,” Gabriele told the court as his lawyer handed out a floor-plan of the shared space. “I did it while I was in the office, since I was free to move around and didn’t have any wicked aims. I did it calmly, even in the presence of others.”
At the same time, Gabriele would also discuss Vatican problems with any number of trusted acquaintances he would run into on his walk home from the palace. On foot, the walk should take three to four minutes, he said, but sometimes he didn’t get home until 4 p.m. because he would be stopped by so many highly-placed people who wanted to speak to him.
He named names, including cardinals and monsignors. But in his testimony this week, Gabriele insisted he had no accomplices, recanting statements to prosecutors that his plot had been “suggested” to him by others.
Once home in the Vatican City apartment he shared with his wife and three children, Gabriele would file the papers away, “hidden” — police would later say — in between hundreds of thousands of pages of Internet research on Freemasonry, secret service units, Christianity, Buddhism and yoga. He filled a floor-to-ceiling armoire with the documentation in the study near his children’s’ PlayStation. A dining room cabinet held the rest.
“‘See how much I like to read and study,'” Vatican police officer Stefano De Santis quoted Gabriele as telling the four officers who searched his home May 23, the day Gabriele was taken into police custody.
In all, it took 82 moving boxes to cart out all the documents they found, though police said only about 1,000 pages were pertinent to the investigation. Police and Gaenswein have said that — contrary to the butler’s claims — they also contained original documents, obvious because of the seals, stamps and internal processing codes used in the Vatican.
Some bore the pope’s own handwriting, including with the word “destroy” written at the top in German, police told the court.
It was Gaenswein who found the “gotcha” documents that pointed him to the culprit: three letters reproduced in Nuzzi’s book that he said had never left his office.
Other documents had come from other Vatican congregations, so they could have been leaked at any point along the internal mail chain. These three, though, were addressed to Gaenswein: one from Italian TV host Bruno Vespa with a check for €10,000 and a request for a private papal audience; another from a Milan banker also containing a check; and an email from the Vatican spokesman that Gaenswein had printed out.
“These three didn’t leave the room,” Gaenswein testified. “This was the moment I started to have doubts.”
He convened a meeting of the tiny papal family on May 21, a day after Nuzzi’s book came out: Gabriele, Xuereb, the four consecrated women who tend to the papal household, and Birgit Wansing, who transcribes the pope’s tiny handwriting. Cristina Cernetti, one of the women, testified she knew it was Gabriele because she could “exclude everyone else” in the papal family.
Gabriele denied he was the leaker that day. Two days later, Gaenswein again convened the papal family to tell Gabriele he was suspended. A few hours later, he was in a Vatican jail cell.
Gabriele has denied to prosecutors taking any originals, insisting he only made copies. And he has denied having ever seen a nugget believed to be gold and a check for $100,000 made out to the pope that police said were found in his apartment. In their testimony, police were unable to say where exactly in his study they found the items.
Nuzzi has all but confirmed Gabriele was his main source, sending him a good luck tweet at the start of the trial and telling The Associated Press on the eve of the first hearing that he hoped the testimony would “unveil the motives and convictions that compelled Paolo Gabriele to bring to light documents and events described in the book.”
The handoff of documents from Gabriele to Nuzzi was something out of Hollywood.
Nuzzi wrote that he first met with his source, code-named Maria in the book, in January 2012. The first meeting was a test of whether Nuzzi could be trusted. Another meeting began with a long drive around Rome to ensure they weren’t being followed. Finally, there was a nighttime encounter in an unfurnished apartment, with a single chair in the living room where his source was sitting — in which “Maria” began spilling secrets.
In all, he said, the security precautions were more excessive than those used by Mafia turncoats he has interviewed. In one meeting, Maria turned up empty handed. Nuzzi recounted that his source then took off his jacket and turned around: There were 13 pages taped to his back.
Gabriele made copies of the documentation he gave to Nuzzi and gave them, in a box with the papal seal on it, to his confessor between February and March, court records show. The priest, identified by Gabriele only as Padre Giovanni, told prosecutors he burned the documentation soon after, knowing that it had been acquired illicitly.
Gabriele said he had made the copies because he knew he would eventually have to pay for what he had done, and wanted first to absolve himself spiritually.
“When the situation degenerated, I soon realized that I would need to face justice in some way,” Gabriele testified.
Gabriele faces four years in prison if convicted, though a papal pardon is widely expected.

THE global movement for digital freedom “Access” has launched a worldwide petition to “Stop Cyber Martial Law” in the Philippines.
“With broad and unjust cybercrime laws being enacted around the world, we need to fight them one by one. That’s why it’s critical that the international community stands together on Black Tuesday,” the petition stated.
Access is an international non-government organization that promotes open access to the Internet as a means to free, full and safe participation in society and the realization of human rights. It has been in the forefront of the international action against SOPA and PIPA.
In an email sent to millions of Access members worldwide, the organization pointed out: “This defiant and democratic spirit has been seen before. Over 25 years ago, Filipinos fought and won to overcome martial law and institute a democratic government. But what makes this law’s passage curious is that President Aquino is the son of Corazon Aquino, former President and leader of the opposition party that restored democracy in the Philippines in 1986. So many Filipinos are left wondering why the son of the leader who fought for their rights is allowing free speech to be taken away.”
The artist collective Dakila, a core member of the Philippine Internet Freedom Alliance, has been working with Access to bring to the attention of the international community the fight against cyber martial law in the Philippines.
Ayeen Karunungan of Dakila said, “It is really saddening that the cybercrime law has actually done what SOPA and PIPA have failed to do. In fact, it turned out far worse than the two. While we all want to be protected from cybercrimes such as cyberbullying, the Cybercrime Prevention Act does not answer the problems we are facing but merely curtails our freedom of expression and sends a chilling effect on Filipinos. And all of this is happening as we commemorate the 40th year since the declaration of Martial Law in our country.”

‘Marce’ slightly weakens as it exits Philippines

MANILA — Tropical storm “Marce” has slightly weakened as it moves away from the country towards Vietnam, according to the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa).
“Marce” took a “U-turn” Thursday moving westward.
Weather forecaster Lenny Ruiz said tropical storm Marce was moving 85 kilometers per hour (kph) on Thursday morning. The storm’s maximum sustained winds further declined to 75 kph in Friday morning while its gustiness also fell from 100 kph to 90 kph.
As of 4:00 a.m. Friday, Marce was located at 280 km west of Subic, Zambales (14.5°N, 117.4°E) as it continues to slowly move in a westward direction.
Ruiz said Marce maintained its slow movement, prolonging its stay in the country as the storm is now expected to leave the Philippine area of responsibility (PAR) on Saturday afternoon or Sunday, instead of the earlier forecast of Friday.
He added that storm warning signal number 1 hoisted over Zambales and Bataan is now lifted.
Ruiz said the storm is not expected to make a landfall in any part of the country but will continue to enhance the southwest monsoon while it stays inside the PAR.
It is expected to bring light to heavy rains in many parts of the Luzon and Visayas, particularly in its western sections.

Pagasa said that those areas within the 500-km diameter of the tropical storm are expected to experience 10 to 25 mm per hour, which is classified as “heavy to intense.”
Fishing boats and other small seacrafts are advised not to venture out into the western seaboard of Luzon and Visayas due to big waves generated by Tropical Storm “Marce”.
In its advisory, Pagasa said Mimaropa (Mindoro, Marinduque, Romblon and Palawan), Visayas and Zamboanga Peninsula will be cloudy with occasional moderate to heavy rains and thunderstorms. Metro Manila and the rest of Mindanao will have occasional light to moderate rains or thunderstorms. The rest of Luzon will be partly cloudy with brief rainshowers or thunderstorms.
Moderate to strong winds blowing from the northeast to east will prevail over the Cordillera Administrative Region, Cagayan Valley and Ilocos Region and coming from the southwest to south over the rest of Luzon and Western Visayas.
The coastal waters along these areas will be moderate to rough.
Elsewhere, winds will be light to moderate coming from the southwest to west with slight to moderate seas.
The weather agency also issued gale warning as strong to gale force wind and will affect the western seaboard of Luzon and Visayas.

FORMER Senator Ramon Magsaysay Jr. filed his re-election bid at the Comelec office in Intramuros, Manila today, Friday, at 8:30 a.m.
Party-mate Senator Franklin Drilon endorsed the former senator calling him the real Magsaysay.
Magsaysay Jr., is the son of the late president Ramon Magsaysay, who served the Philippines from 1995 to 2007.
When asked in a TV interview on how he feels upon running with the sons of his colleagues, Magsaysay Jr. replied it feels good knowing that he is the father of the sons.

6 ‘hijackers’ in Cavite killed

MANILA, Philippines – Six suspected hijackers were killed in a shootout with policemen in Dasmariñas, Cavite early Friday.
Police reports said they spotted the four alleged hijackers – three on board a Mitsubishi Adventure and one driving an Isuzu van filled with sandwich spread in Barangay San Agustin 3.
According to Cavite provincial director John Bulalacao that they have been eyeing the group because of the series of hijacking incidents of the delivery trucks in Cavite.
The authorities tried to flag down the group but the group fired shots.
Four suspects were eventually killed after the said chase.
Police said two of the suspects were identified as Jonjie Lianco and Robert Santos – both wearing in police uniforms.
The police director said he will still have to verify if the two slain suspects were policemen.
However, Bulalacao noted that the IDs of the two suspects seemed to be original and their guns bore the Philippine National Police’s (PNP) seal.
Meanwhile, in a follow-up police operation, authorities located a warehouse in Mahogany Street, Langkaan 2, Dasmariñas, Cavite, where two alleged hijackers were killed.
Police found, in the said warehouse, boxes of sandwich spread.
Bulalacao also suspects that the third suspect, who has yet to be identified, was also a policeman after a gun with a PNP seal was recovered from him.
The fourth suspect was identified as Jesse Gonzales Villanueva.
Bulalacao suspects the six slain suspects belong to a single group.
Cavite police added that there have been four incidents of hijacking in the province in the past two months where some P3 million worth of goods were stolen. (sunnex)

Archaeologists find likely queen tomb in Guatemala

The discovery of a tomb that experts believe might be that of a great Maya queen could redefine the understanding of women’s political roles during the Classic Maya period, experts said Thursday.
A team of U.S. and Guatemalan experts led by anthropologist David Freidel found a stone jar at a burial chamber in northern Guatemala that led them to believe it is the burial site of Lady K’abel, considered the military governor of an ancient Maya city during the 7th century.
“Lady K’abel was buried 11 meters down from the surface in a temple near a stairway,” Freidel said. “K’abel was not a regular person. To put her in that location means that it was important; it means that people continued to worship her after the fall of the dynasty.”
The team working in the royal Maya city of El Peru-Waka also found other evidence, such as ceramic vessels, jade jewelry, thousands of obsidian blades and a large stone with carvings referring to Lady K’abel.
The alabaster jar showed the head and arm of an aged woman emerging from the opening and glyphs pointing to the name of the queen, Guatemala’s cultural ministry said in a statement Thursday.
“The royal tomb shows that women have been leaders in the past and we must now assume and exercise political participation to strengthen the role of women in the new era,” Rosa Maria Chan, deputy minister for cultural and natural heritage, said in the statement.
K’abel, considered the greatest ruler of the Late Classic period, ruled with her husband, K’inich Bahlam, for at least 20 years in the 7th century, Freidel said. She was the military governor of the Waka kingdom for her family, the imperial house of the Snake King, and she carried the title “Kaloomte” — translated as “Supreme Warrior,” higher in authority than her husband, the king.
Freidel, who is from Washington University in St. Louis, said the findings at the ruins of El Peru-Waka were “serendipitous.”
“In retrospect, it makes a lot of sense that the people of Waka buried her in this particularly prominent place in their city,” Freidel said.
For Marcello A. Canuto, director of the Research Center of Central Tulane University in Louisiana, the alabaster identifies the tomb as that of the “Lady of Kaan” and noted there is a stela erected in her honor at the archaeological site.
“She has been given all the honors a male king would have been given,” Canuto said. “It’s not the first such tomb discovered, but it gives an idea of the important role women played in forging dynastic alliances, and the status they enjoyed.”
Traci Ardren, associate professor of anthropology at the University of Miami and a Mayan archaeologist specializing in gender relations, said the traditional belief that Maya men occupied a more important place than women has to do with the amount of images in Mayan art that show men in positions of authority.
“People like Lady K’abel show there were examples of extraordinary women who occupied powerful positions than men, which were successful and which were accepted by society,” Ardren said. (AP)
