3 hurt in North Cotabato blast

Three persons, including a village official, were wounded when a fragmentation grenade went off just few feet away from an abandoned Army detachment in Pikit town in North Cotabato, around 8:20 p.m., Thursday.
Senior Inspector Elias Dandan, chief of Pikit Philippine National Police (PNP), identified the victims as Gilbert Perdida, barangay councilor of Kapinpilan, Midsayap; Renante Duelo of Midsayap; and Datuan Patugkain from Pikit town.
Dandan said the victims, Perdida and Duelo, were on board a tricycle driven by Patugkain, when the blast happened.
Perdida and Duelo, according to Dandan, had just attended a meeting in Pikit and decided to return to their place in Midsayap town.
While on their way, another motorcycle, was headed towards their direction.
One of the passengers lobbed a grenade and tossed it near the victims’ direction, reports said.
The victims were rushed to a hospital in Pikit town.
Authorities have yet to find out the motive and those behind the blast.
Last September, another grenade went off just outside the Army detachment where four Citizen Armed Forces Geographical Unit (Cafgu) members detailed at the area were wounded.
After the incident, the Army decided to abandon the outpost, Dandan said. (PNA)

MANILA — Two former officials of the Philippine Charity Sweepstakes Office (PCSO) facing plunder charges with former President Gloria Arroyo are now under the custody of the Philippine National Police (PNP).
Former PCSO board chairman Sergio Valencia and former assistant general manager for finance Benigno Aguas surrendered on Thursday evening with their lawyers, radio reports said.
The two accused officials were brought to the PNP Custodial Center before midnight Thursday.
Meanwhile, the manhunt continues for the other former PCSO officials who are co-accused: Manoling Morato, Roasario Uriarte, Raymundo Roquero, Fatima Valdez, and Jose Taruc V.
Taruc reportedly left the country last July.
Arroyo and the accused PCSO officials are facing plunder charges for the alleged misuse of the P325-million intelligence fund of the said government office.
The former president was placed under arrest at the Veterans Memorial Medical Center (VMMC) on Thursday afternoon after the PNP served her warrant.

Magsaysay Jr.: Voters to discern real Magsaysay

MANILA — The electorate are wise enough to vote for the “real Magsaysay,” former senator Ramon “Jun” Magsaysay Jr. said as he formalized his senatorial bid under the administration slate Friday.
Aside from the former senator, another Magsaysay is joining the senatorial race, Zambales Representative Milagros “Mitos” Magsaysay. She is the niece-in-law of Jun.
Mitos, who is running under the United Nationalist Alliance of former President Joseph Estrada and Vice President Jejomar Binay, earlier slammed Senator Franklin Drilon, now the campaign manager of the Liberal Party-led administration slate, for tagging her as a “fake” Magsaysay.
“I think Senator Drilon just mentioned it as a matter of fact,” the LP bet said. “I have a sister, Milagros Magsaysay, but I think she’s more of a Magsaysay than others.”
Asked whether he was referring to the three-term Zambales congresswoman, Jun said: “Not necessarily. As I said the final choice is up to the voters.”
He also dismissed claims that he was asked to run by President Benigno Aquino III to ensure the loss of Mitos, saying he was persuaded to run to “come out of retirement.”
“We can both win, we can both lose, (or) she wins and I lose or she loses and I win. It’s the option of the voters,” he said.
Mitos filed her candidacy papers with the UNA slate Monday, October 1. In a text message, she said: “We (Jun and I) are not enemies.”
Jun’s public service started in 1965 when he was elected as congressman for the lone district of Zambales. In 1992, he ran for vice president under the People’s Reform Party. He lost against then Senator Estrada.
From 1995 to 2007, he was a member of the Senate.

UNA releases 12-man senatorial slate

CURRENT and former senators and scions of political clans are among those who made it to the final senatorial line-up of the United Nationalist Alliance (UNA) of Vice President Jejomar Binay and former President Joseph Estrada for next year’s midterm polls.
They are Senator Gregorio Honasan II, San Juan City Representative Joseph Victor “JV” Ejercito, Cagayan Representative Juan “Jackie” Ponce Enrile Jr., Zambales Representative Milagros “Mitos” Magsaysay, former senators Ernesto Maceda, Juan Miguel Zubiri, Richard Gordon, former Tarlac governor Margarita “Tingting” Cojuangco and businessman Joey de Venecia III.
Senators Francis Escudero and Loren Legarda and Movie and Television Review and Classification Board (MTRCB) Grace Poe-Llamanzares complete the roster as guest candidates. The three are also included in the line-up of the ruling Liberal Party led by President Benigno Aquino III.
In an advisory released by the Office of the Vice President, the coalition will assemble at the Manila Hotel at 11 a.m. Monday before proceeding to the headquarters of the Commission on Elections (Comelec) for the filing of certificate of candidacy (COC) at 1 p.m.
Binay will be joined by Estrada, Senate President Juan Ponce Enrile and the senatorial bets except for the guest candidates. Escudero had said he will file his COC as independent on Tuesday.
President Aquino, for his part, is expected to announce the administration senatorial slate on Monday at Club Filipino in Greenhills, San Juan.
Deputy presidential spokesperson Abigail Valte, in her weekly interview over Radyo ng Bayan, said the President will deliver a speech at the event scheduled at 10 a.m.
Valte does not know if the senatorial candidates of LP will be filing their COCs after the proclamation.
Meanwhile, environmental group Eco Waste Coalition called on politicians to moderate their garbage and keep the vicinities of Comelec offices clean and without litter as they file their COCs from October 1 to 5.
“Enlightened voters will not be pleased to see obsessive candidates holding wasteful gatherings and parades, creating trash and chaotic traffic, as if they have already won the trust of the electorate,” said Von Hernandez, president of Eco Waste.
The EcoWaste Coalition, as in past elections, will provide the public with guidelines on how to identify and select “green” candidates, and will actively promote waste prevention and reduction before, during and after the campaign period.

Police told: Don’t destroy gambling TVs

POLICE and local government authorities should not destroy television sets used in illegal gambling activities as they could endanger public health, an environmental group said Thursday.
The group EcoWaste Coalition said television sets, particularly the old analog units, that are seized from illegal gambling operations contain huge quantities of “chemicals of concern” such as lead, arsenic, mercury, and also flame retardant chemicals.
Lead, for instance, is a toxic chemical that could interfere with brain development.
“The intent of ensuring that sequestered TV sets are not reused for unlawful gambling activities is good, but it should not be done at the expense of public health that is already bearing the brunt of chemical releases from discarded electronics and other contaminated wastes,” said Thony Dizon, coordinator of the EcoWaste Coalition’s Project Protect.
The group appealed to the authorities after Metro Manila police chief Leonardo Espina led on Monday the manual destruction of several units used in “video karera” (VK) and “fruit game” that were confiscated in Caloocan City.
The group also cited a statement of Engr. Geri Sañez of the Environmental Management Bureau who advised that confiscated television units should be sent to government-accredited facilities for proper recycling.
The EcoWaste Coalition has made the same appeal in the past, saying the practice of smashing televisions with mallets or sledgehammers is turning the gambling problem into a “real chemical pollution with far reaching implications.”
The group also said it has monitored reports detailing previous destruction of VK machines in various cities and provinces.
From February to May, Manila Mayor Alfredo Lim presided over the destruction of about a 100 VK machines, according to the group. About 190 VK machines were also destroyed this year by authorities in Caloocan, Laguna, and Cavite. (Emmanuel Louis Bacani/Sunnex)

Liberal Party stalwart won’t pursue Senate bid

HOUSE Deputy Speaker and Quezon Representative Lorenzo Tañada III said Thursday that he will no longer run for Senate even as an independent candidate after he was dropped by the Liberal Party (LP) from its slate.
“After serious reflection and consultation with my family, friends and supporters, I have decided not to pursue my Senate bid even as an independent candidate,” he said.
In a statement, Tañada said United Nationalist Alliance (UNA) of former President Joseph Estrada and Vice President Jejomar Binay and the Makabayan Coalition composed of progressive party-list groups offered him to run under their ticket but he declined both offers.
“As a true believer that we must persist in having consistent political parties as part of our national building effort and as an advocate for political party and campaign reform, I had respectfully declined their invitation,” he said.
Tañada has not been reached for comment since President Benigno Aquino III officially proclaimed the administration’s candidates for the 2013 senatorial elections.
The LP-led coalition had been criticized for fielding only three of its members, two of which only took their oath last week, in its slate. They are former Senators Jamby Madrigal and Jun Magsaysay, and presidential cousin Paolo Benigno “Bam” Aquino.
The rest of the candidates are fielded by the Nacionalista Party, Nationalist People’s Coalition, Laban ng Demokrating Pilipino, and the Akbayan party.
Tañada, a three-term legislator, has been with the LP since 1993. He is also the ruling party’s spokesperson.
Tañada also thanked his supporters in Quezon, relatives, friends, and colleagues in the House of Representatives who publicly endorsed his bid.
“I regard your support as an affirmation of our enduring partnership in advocating people’s issues and our country’s interests. Our struggles were never easy, but I always found strength in our perseverance, friendship and solidarity,” he said.

Palace: Government websites safe from cyber attacks

A MALACAÑANG official said Thursday that government websites remain protected from cyber attacks amid threats from hackers protesting the implementation of the Cybercrime Prevention Act of 2012.
“We continue to adopt appropriate security measures to ensure the integrity of our websites,” Presidential Communications Operations Office Secretary Herminio Coloma Jr. said in a statement.
Coloma clarified reports that a number of government websites were attacked.
An online report said that the Office of the President (www.president.gov.ph) website became inaccessible to the public as of 7:50 p.m. Wednesday, with visitors getting an error message.
Coloma said the President’s website has undergone a scheduled systems maintenance that lasted for about five hours in the morning of October 3. He noted that during this period, Facebook fans and Twitter followers of the President were duly re-directed and were able to use these social media channels without any interruption.
Coloma likewise denied reports that the Philippine Information Agency website was attacked last week.
“There was no actual defacement of the PIA website and at no time was there a service disruption. In the morning of October 2, a hacker apparently got into the personal email account of one of the online editors and inserted a link that appeared in one of the posted stories,” Coloma said, adding the specific issue was immediately addressed.
He said no other government websites have been hacked or defaced since the anti-cybercrime law took effect Wednesday.

Ebdanes file candidacy in Zambales

IBA, Zambales — Three members of the Ebdane family, together with their newly formed Sulong Zambales party candidates, filed their formal candidacy Wednesday at the Commission on Elections (Comelec) office here.
Among the Ebdanes who filed their certificates of candidacy were Governor Hermogenes Ebdane Jr., who is seeking for reelection; Representative Jun Omar Ebdane, who is also seeking for reelection in the second district; and Rundy Ebdane, who is running for mayor of this town.
The Ebdanes were accompanied by party members Vice Governor Ramon Lacbain II, who is also seeking for reelection; Mayor Jay Khonghun of Subic town; Mayor Jose Rodriguez of San Marcelino; Mayor Peter Lim of San Narciso; Mayor Carolyn Fariñas of San Felipe; Mayor Ronald Apostol of Cabangan; Mayor Generoso Amog of Palauig; Mayor Desiree Edora of Masinloc; and Mayor Jean Moraña of Candelaria, who will be running for a seat in the Provincial Board.
Former Subic mayor Jeffrey Khonghun also filed his candidacy for the first district representative post.
Also running under the Ebdane ticket for the Provincial Board are Jonathan Khonghun, Jose Benedicto Felarca, and Jose Gutierrez for the first district; lawyers Sancho Abasta, Sam Ablola, Roberto Blanco, and Renato Collado; Engr. Porfirio Elamparo; former Cabangan mayor Jess Mendigorin; and Mayor Jean Moraña of Candelaria.
Ebdane said he and his partymates have banded together under the Sulong Zambales party despite belonging to different national political groups, in order to continue the effective implementation of local development initiatives under his administration.
The party, which was formally created only in March this year, is the first local political party to be founded in Zambales.
The Ebdanes, according to rumors, will be facing another political clan headed by former Zambales governor Armor Deloso, who is rumored to challenge the eldest Ebdane; Cheryl Deloso, who will challenge Omar in the second district representative post; and Ad Hebert Deloso, who will challenge Rundy Ebdane as mayor of Iba town, which is the center of Zambales. Manila overtakes Quezon City as ‘car theft capital’: 19 cases in 1 month

Manila, the country’s seat of power, is now also the “car theft capital” of the Philippines, an official of the Highway Patrol Group (HPG) of the Philippine National Police said Tuesday.
According to Superintendent Edwin Butacan, HPG spokesman, Manila has taken the unflattering tag from Quezon City as more car theft cases have been reported in the city since February than in any other area in the metropolis.
Butacan said that in August alone, 19 vehicles were reported stolen in Manila compared to nine in Quezon City.
The HPG recorded 50 car theft cases nationwide during the same month, he added.
“[That has been the trend] since February. Manila now tops the list [of areas] where [car theft cases are rampant],” Butacan said in a news briefing at Camp Crame.
Asked what could be the reason for the hike in incidents in Manila, he said: “Since Quezon City is widely considered as the ‘car theft capital,’ the HPG augmented the efforts of the Quezon City police …”
According to him, the order of former HPG director Chief Supt. Leonardo Espina, now the director of the National Capital Region Police Office, to deploy more patrol units to Quezon City helped the police curb the operations of car theft syndicates.
“So now we can see that if we focus our police operations on a specific area … we can really decrease the number of car theft cases in that place,” Butacan said.
At the same time, he noted that the reported number of stolen vehicles in August considerably dropped compared to the same period last year.
A total of 127 vehicles were taken from their owners in August 2011 compared to 50 for the same month this year, down by almost 60 percent, Butacan said.
Of the 50, 26 were motorcycles. According to the HPG official, aside from motorcycles, the following vehicles are the favorite targets of car thieves: Mitsubishi Montero, Nissan Urvan, Toyota Vios and Toyota Grandia.
“That’s because motorcycles are easy to steal. At the same time, it’s also difficult to recover stolen motorcycles,” Butacan said.

Aquino push for Hataman to run raises transition questions

COTABATO CITY—In what could be a departure from what was thought to be just a transition period for MujivHataman at the Autonomous Region in Muslim Mindanao (ARMM), President Benigno Aquino endorsed Hataman as administration candidate for governor in next year’s elections in ARMM.
A group endorsing other officials for governor, however, said fielding Hataman as candidate for governor would betray the real intention of appointing Hataman as acting governor of the ARMM after Mr. Aquino lobbied Congress for a law that suspended elections in the region.
A group supporting Sulu Gov. Sakur Tan said, should elections in ARMM proceed next year, it would support Tan’s candidacy for governor.
Tan, said the Sulu peace group AnakSug Alliance for Peace and Progress (AnakSug) in a statement, “is in good terms with all the governors of ARMM, and mayors of the different provinces are not a stranger to his sincere determination to help the President achieve justice, peace and development.”
Dr. AmildasaAnnil, a leader of the group Movement for Sustainable Good Government, said pushing Hataman as candidate for governor would show that his appointment as officer in charge of ARMM was “a mere political charade.”
In its statement, AnakSug said it will write to Mr. Aquino to try to convince the President that Tan “is the choice of the majority of people in the ARMM.”
“There will be more civil society groups that shall endorse Tan,” the AnakSug statement said.
Esmael “Toto” Mangudadatu, governor of Maguindanao and chair of the Liberal Party in the province, said Mr. Aquino had made it clear at a recent meeting with ARMM governors in Malacañang that Hataman will be the administration candidate for ARMM governor.
“The President endorsed to us Hataman as ARMM governor,” Mangudadatu said in a phone interview.
Hataman said he was, indeed, being pushed by Mr. Aquino to run. “Pare, parangkailanganmongtumakbo (Pal, it looks like you have to run),” Hataman quoted the President as telling him. Hataman said, however, that he reminded the President of his public statement not to run for governor after his OIC role ends.
