LUBAO, Pampanga – Former Second District board member, Olga Frances “Fritzie” David-Dizon, who gave up politics to concentrate on her family, could not hide her sadness as the new members of the provincial board (PB) recently took their oath at the St. Augustine Parish Church here.

“Ate (sister) looks sad,” whispered Porac Vice Mayor Dexter David to his wife Mai Laus-David after seeing David-Dizon in the front row of Pampanga’s oldest church during the Holy Mass.

“Yes, I also noticed,” answered back Mai to her husband. The couple shared their observation of David-Dizon to Headline Gitnang Luzon on Thursday in a phone interview.

“I have some compliment despite the fact that I and others failed to convince my sister to run again. She (David-Dizon) has not left the governor,” said David. On July 1, Gov. Lilia Pineda announced that David-Dizon will be her chief-of-staff.

“New position but same mission to help and serve the people, notably the less fortunate ones,” added the vice mayor. He disclosed that their mother, the late Board Member Edna de Ausen-David, had asked him and his sister to continue the family’s dedication and love for public service.

“Our family’s public service remains uncut for about 33 years. It was started by our father,” said David, referring to the late former three-term Mayor Roy David who started his career as a Porac councilor in 1980.
“I have continued our family’s time in public service. It would have been far better if ‘ate’ (David-Dizon) also occupies an elective post. But I do respect her and her decision for sake of her two children,” said David.

‘SECOND’ MOTHER
Wearing a white dress with red belt during the mass in Lubao, David-Dizon shared the bench with Gov. Pineda and members of Pampanga’s first family.
In her public speeches, Pineda repeatedly called David-Dizon “anak” (my daughter), including at the coronation night of the recent Mutya Ning Kapampangan. The then board member was the chairperson of the annual beauty pageant described as “classy and elegant” by newspaper reports.
David-Dizon cried when she delivered her last speech as member of the PB at the Capitol in late June.
“Board Member Fritzie will not leave us. She will just be around. But she will be more tired and busy,” said then outgoing Vice Governor and now Rep. Joseller Guiao just before David-Dizon stood up to deliver her 10-minute speech.

David-Dizon cited Pineda and her husband and children for “treating me like a member of their family.”
David-Dizon said “I love the governor like my own mother.”

“I see in her (Pineda) my late mother. My mom, Edna, and Gov. Pineda are both sincere, dedicated and loving public servants. They work extremely hard and no one can question that,” said David-Dizon, who was frequently seen with the two-term governor since 2011.

David-Dizon disclosed that Edna tried to convince her to run in 2010 but her mother failed. Edna wanted to retire because she was afflicted with lung cancer.

Edna won re-election in May 2010 and she died months later. In March 2011, David-Dizon replaced her mother.
“I really did not want politics because I acted then as replacement for my parents during important family occasions and school graduations. I don’t want my two children to experience the same,” said David-Dizon, referring 12-year old Bench and Iya, 10, who are enrolled at the Ateneo de Manila University and Miriam College in Quezon City, respectively.

“I have to admit that I am now in love with politics and it was like that before. I am crazy over public service, so to speak, because of the opportunity of helping more people,” said David-Dizon. “My only saving grace is that I will have more time for my family.”

On June 28, or two days before she stepped down as board member, David-Dizon of Cangatba, Porac donated one set of brand-new personal computer unit to the Romana Pangan District Hospital in Floridablanca town.

“I like helping more now because I am not in an elective position. There will be no political color when I give humble help to those who are in need,” said David-Dizon, the only woman among the five children of Edna and Roy.

Second District Board Member Salvador “Jun” Dimson last week said “I have not yet really spoken to BM Fritzie .”

“What will I say to her? I really wanted her to run because she is a kind and dedicated official and she will be asset to the province. Fritzie may end crying again if I finally speak to her seriously. My fellow board members in our district and I would not mind if Fritzie will end up as top vote-getter during the recent elections,” said Dimson.

CITY OF SAN FERNANDO–Macabebe Councilor Bembong Balgan is at the prime of her life, doing well as an official of a family-owned school and her recent venture in politics ended on a high note.

Balgan overwhelmingly topped the 2013 councilors’ race, setting a record of sorts on the number of votes she got and lead over the other winners. She led by at least 4,200 votes against the second placer considering the number of votes cast was some 24,000.

Balgan, 37 years old, President of the Colegio De San Lorenzo in Quezon City, could have chosen to bask in glory and comfort being an elected official in the town ruled by members of their family since 1951. Her mother, Mayor Annette Flores-Balgan was recently unopposed for her second term.

“I want stress. I want work because I want to make a difference in public service,” said Balgan in an interview on Sunday at the 409 Resto and Bar at Northwalk 2 here.

Balgan disclosed that she had been a “big fan” of influential people and groups such as Amnesty International Philippines (AIP). She added that she had attended seminars of AIP and other groups but “I noticed something lacking which is crucial in the fulfilment of their respective plans.”

AUTHORITY NEEDED
“They (groups) have no authority. You need power of a local official to make things work as planned,” said Balgan. She added that the implementation of projects is at the grassroots level undermining the importance of mayors, governors, councilors and barangay officials.

Balgan said one of her prime reasons for targeting the PCL presidency is to “make the plans and projects of the national and local governments work efficiently.”

Balgan cited the recent plans of Gov. Lilia Pineda to make a “renewed effort and commitment” in solving the garbage problem in Pampanga.
“If the PCL members will work well and in harmony, the governor can use the group in promoting segregation of garbage at source. Imagine 214 councilors with powers and authority working to help the solid waste management plans of the province,” she added.

“Whatever I get or achieved is not for me but for Pampanga and its hardworking Gov. Pineda. I want the governor to use me because I am smart, dedicated and workaholic like her,” said Balgan.

Balgan vowed “transparency, camaraderie and equal sharing of resources” once elected on July 24. The 214 Pampanga councilors will vote for PML president and other officers.

“If the governor gives us one plastic bag of sand, then we divide it equally, so to speak,” said Balgan. “That’s both sharing the resources and practicing transparency.”

Balgan said she will tap her friends and connections in ensuring the protection of members of the PCL through the availability of all forms of insurances for them.

Balgan stressed that “what’s important is that the councilors will also feel they belong in a group and will foster camaraderie.”
“All my life, I belong to clubs and the main aim is to feel that a member is welcome and is part of the club,” said Balgan.
“I want to make a happy and productive PCL,” she added.

Asked if what will the implications be if she will not win in the PCL election, Balgan said “I think it will be their loss.”
“All I offer is sincere work and I know I will work well and succeed with the cooperation of the members,” she added.

Balgan is a graduate of the University of San Francisco (USF) in California, USA. She earned a degree in Bachelor of Arts (Psychology) at the Ateneo De Manila University. She also got her postgraduate diploma in professional accounting at the Victoria University of Wellington in New Zealand.

ANGELES CITY–Top officials of a shopping mall here recently partnered with the Angeles City government and held a tree planting activity. SM City Clark (SMCC) administrators led by Assistant Mall Manager Mark Carlo Herrera has partnered with the Task Force One Million Trees, a project spearheaded by Mayor Edgardo Pamintuan to alleviate effects of climate change. Task Force One Million Trees is headed by Bishop Jesse Briones. Last week, SMCC officials planted mahogany trees in Barangay Pampang. As part of their partnership, SMCC will adopt a portion of Gabay Diwa, a former drug rehabilitation center in Pampang. SMCC aims to help promote the essence of planting trees to children and save the endangered trees of Pampanga like the balacat and balite trees. These will be the trees to be planted by SMCC officials in future planting activities. “It’s the SM Supermalls’ corporate responsibility to the community to join efforts in saving the environment,” Herrera said.

ANGELES CITY–The Department of Trade and Industry in Central Luzon is set to launch today (Tuesday) the Small-Medium Enterprise Roving Academy along with the conduct of business seminars.

DTI-3 will launch the event at the Government Center in Barangay Maimpis in the City of San Fernando. The event is one of the highlights of this year’s celebration of the SMED Week.

DTI-3 Regional Director Judith Angeles and Assistant Director Jerry Clavesillas will open the ceremonies with an overview of the program’s framework and a roadmap.

Assistant Secretary Blesila Lantayona, also former DTI-3 chief, will provide insights of the program and point out what the participants would look forward to in the coming months as the program gets to speed.

The event is a continuous learning program for the development of the micro, small, and medium enterprises (MSMEs). The program aims for developing MSMEs to become competitive in the domestic and international (global) markets.

It re-introduces the participants to the Exports Pathways Program (EPP) of development, a 7-stage of learning that would help enterprises grow from their present stage of development and bring them to more advanced and advantageous stages. These stages include: start up and capability building, market awareness, market readiness, export readiness, export market entry, export sustainability and export expansion.

The EPP is an innovative strategy that intends to assist existing and new exporters by offering client focused interventions to fit their requirements at any stage of their business.

The SME Roving Academy is a nationwide program of DTI which will bring together various services provided by various government agencies and private sector organizations that are oriented at SME development.

The DTI is collaborating with local government units, chambers, academe, finance institutions, trade and industry associations, and other government and non-government organizations to implement the program which will employ the following strategies: integrate the business development services for SMEs at local and national levels; establish the provincial, regional and national entrepreneurship development networks; and manage an inclusive promotion program.

As an important component of the program, the Negosyo Seminars featured experts from the Go Negosyo team led by Executive Director Ramon Lopez. A number of local entrepreneurs will give testimonies about their success as prelude to the discussion of the three topics prepared by the Go Negosyo Experts.
The SME Roving Academy will not only provide basic and advanced knowledge on how to be competitive in both local and international markets but also provide the inspiration for SMEs to achieve more.
