The organizer of this team building event in Clark Pampanga took full advantage of the short travel time to and from this event venue to add more relaxing activities to the programs of this event. Had a different site far from Manila been chosen, much of the free time would have been eaten up by the journey. Participants would have arrived exhausted from the long journey to have much energy left for team building exercises. Proximity to Manila, not to mention the smooth highway-only journey up from Manila to Clark really made life easy for the organizers and the visit more pleasant and enjoyable for the participants.

Fritzie: New post, same mission

LUBAO, Pampanga – Former Second District board member, Olga Frances “Fritzie” David-Dizon, who gave up politics to concentrate on her family, could not hide her sadness as the new members of the provincial board (PB) recently took their oath at the St. Augustine Parish Church here.

“Ate (sister) looks sad,” whispered Porac Vice Mayor Dexter David to his wife Mai Laus-David after seeing David-Dizon in the front row of Pampanga’s oldest church during the Holy Mass.

“Yes, I also noticed,” answered back Mai to her husband. The couple shared their observation of David-Dizon to Headline Gitnang Luzon on Thursday in a phone interview.

“I have some compliment despite the fact that I and others failed to convince my sister to run again. She (David-Dizon) has not left the governor,” said David. On July 1, Gov. Lilia Pineda announced that David-Dizon will be her chief-of-staff.

“New position but same mission to help and serve the people, notably the less fortunate ones,” added the vice mayor. He disclosed that their mother, the late Board Member Edna de Ausen-David, had asked him and his sister to continue the family’s dedication and love for public service.

“Our family’s public service remains uncut for about 33 years. It was started by our father,” said David, referring to the late former three-term Mayor Roy David who started his career as a Porac councilor in 1980.
“I have continued our family’s time in public service. It would have been far better if ‘ate’ (David-Dizon) also occupies an elective post. But I do respect her and her decision for sake of her two children,” said David.

‘SECOND’ MOTHER
Wearing a white dress with red belt during the mass in Lubao, David-Dizon shared the bench with Gov. Pineda and members of Pampanga’s first family.
In her public speeches, Pineda repeatedly called David-Dizon “anak” (my daughter), including at the coronation night of the recent Mutya Ning Kapampangan. The then board member was the chairperson of the annual beauty pageant described as “classy and elegant” by newspaper reports.
David-Dizon cried when she delivered her last speech as member of the PB at the Capitol in late June.
“Board Member Fritzie will not leave us. She will just be around. But she will be more tired and busy,” said then outgoing Vice Governor and now Rep. Joseller Guiao just before David-Dizon stood up to deliver her 10-minute speech.

David-Dizon cited Pineda and her husband and children for “treating me like a member of their family.”
David-Dizon said “I love the governor like my own mother.”

“I see in her (Pineda) my late mother. My mom, Edna, and Gov. Pineda are both sincere, dedicated and loving public servants. They work extremely hard and no one can question that,” said David-Dizon, who was frequently seen with the two-term governor since 2011.

David-Dizon disclosed that Edna tried to convince her to run in 2010 but her mother failed. Edna wanted to retire because she was afflicted with lung cancer.

Edna won re-election in May 2010 and she died months later. In March 2011, David-Dizon replaced her mother.
“I really did not want politics because I acted then as replacement for my parents during important family occasions and school graduations. I don’t want my two children to experience the same,” said David-Dizon, referring 12-year old Bench and Iya, 10, who are enrolled at the Ateneo de Manila University and Miriam College in Quezon City, respectively.

“I have to admit that I am now in love with politics and it was like that before. I am crazy over public service, so to speak, because of the opportunity of helping more people,” said David-Dizon. “My only saving grace is that I will have more time for my family.”

On June 28, or two days before she stepped down as board member, David-Dizon of Cangatba, Porac donated one set of brand-new personal computer unit to the Romana Pangan District Hospital in Floridablanca town.

“I like helping more now because I am not in an elective position. There will be no political color when I give humble help to those who are in need,” said David-Dizon, the only woman among the five children of Edna and Roy.

Second District Board Member Salvador “Jun” Dimson last week said “I have not yet really spoken to BM Fritzie .”

“What will I say to her? I really wanted her to run because she is a kind and dedicated official and she will be asset to the province. Fritzie may end crying again if I finally speak to her seriously. My fellow board members in our district and I would not mind if Fritzie will end up as top vote-getter during the recent elections,” said Dimson.

Plans afoot to transfer PAF out of Clark

CLARK FREEPORT–An official of the Bases Conversion and Development Authority (BCDA) announced over the weekend that the national government is planning to transfer the Philippine Air Force (PAF), particularly the “Air Force City” to Cubi Point in Subic to free at least 360 hectares of prime lands inside the freeport zone.

This was gleaned from BCDA President and CEO Arnel Paciano D. Casanova at the weekly “Balitaan sa Bale Balita” of the Capampangan in Media, Inc. here.

The vast land of the Air Force City was allocated to the 600th air base wing under an agreement between the BCDA and the Department of National Defense and hosts of other air force units.

“The BCDA is eyeing the transfer of the Philippine Air Force in Clark to enable us to utilize more lands for leasing. We plan to implement this during the term of President Benigno Aquino,” Casanova told journalists present during the briefing.

Casanova said that BCDA is keen in developing this world-class Freeport by assuring future investors and locators of more lands here for leasing.

In relation to this, the BCDA, as early as March last year, began the competitive bidding process for the master planning of some 36,000 hectares of the Clark Special Economic Zone (CSEZ) that when completed will make Clark a beautiful, highly-integrated, high-tech, green community where Bonifacio Global City meets Silicon Valley amidst a lush greenery.

He said the new master plan for the CSEZ will position Clark as the investment destination in Southeast Asia.

BCDA INVESTMENTS
In a related development, the BCDA has already invested P33.8 billion in Central Luzon to create opportunities for investment and employment in Region 3.

Casanova said the state-run BCDA has dramatically improved the investment landscape in Central Luzon by providing the much needed funds for the development of the Clark Freeport and its adjacent communities.

Of the P33.8 billion, funding worth P30.68 billion was used in the construction of the 94-kilometer Subic Clark Tarlac Expressway (SCTEx)–dubbed the most modern tollway connecting the Subic Bay Freeport Zone and the Clark Freeport.

The BCDA also infused P1.28 billion in the Clark Development Corporation (CDC) and P1.53 billion in the CDC’s 230kv transmission project. Another P1.25 billion was invested in the Clark International Airport Corporation while some P342.2 million were used to fund the construction of roads in Bataan, Pampanga and Tarlac.

Casanova also announced the BCDA’s newest project in Central Luzon is the creation of a new urban area half the size of Metro Manila–the 35,000-hectare Clark Green City situated at the Clark Special Economic Zone, which is expected to be launched in 2014.

He said “Clark Green City will be environmentally sustainable, socially inclusive, economically competitive, culturally relevant, and technologically intergrated.”

Casanova added that the project “will generate billions in investments and generate thousands of jobs.”
“BCDA, together with its subsidiaries, CDC and CIAC, is committed to actively pursue the development of Central Luzon.

The development of Central Luzon is not merely a local or regional concern, it is a matter of national interest,” Casanova stressed.
