LEADERS of Abang Lingkod party-list allegedly do not represent the interest of farmers because of their ties to landowners, militant groups said in a disqualification complaint filed last Friday at the Commission on Elections (Comelec).
According to the Kilusang Magbubukid ng Pilipinas (KMP) and rights watchdog Karapatan, none of Abang Lingkod’s incorporator and trustees is a peasant/farmer to make the party eligible to participate in next year’s midterm elections.
Karapatan specifically took note of Abang Lingkod’s standard bearer, Joseph Stephen Paduano, also known as Carapali Lualhati, the national commander of the Revolutionary Proletarian Army-Alex Boncayao Brigade (RPA-ABB).
The complaint cited that Paduano, through his group RPA-ABB, was a recipient of “funding from the government and big landlords in Negros, hence a ground for removal and/or cancellation of Abang Lingkod’s registration with this Honorable Commission.”
It added that the Office of the Presidential Adviser on the Peace Process allocated P329 million for livelihood assistance to some 970 villages identified with RPA-ABB, signaling conflict of interest.
Also in the complaint sheet was Patrick Leonard Lacson, provincial board member of Negros Occidental.
In 2001, the Mamamayan Ayaw sa Droga (MAD) was disqualified when the Comelec and the Supreme Court discovered that it was funded by the Philippine National Police (PNP). One of its nominees was actor Richard Gomez, who is seeking the mayoralty post in Ormoc City, Leyte.
Karapatan said the RPA-ABB has been involved with numerous cases of human rights violations, specifically in the island of Negros. Reports said the RPA-ABB now functions as a paramilitary group.

A STAUNCH critic of the Aquino administration has called for Budget Secretary Florencio Abad’s resignation, following his statement over the non-release of “pork barrel” funds of opposition lawmakers.
In a recent newspaper report, Abad said it is part of politics that some opposition legislators are deprived of their priority development assistance fund (PDAF), more commonly known as pork barrel.

Zambales Representative Mitos Magsaysay, who has not received a single centavo from her annual P70-million PDAF in the last two years, said Abad’s statement smacks of “power tripping and bullying.”
Abad said Magsaysay, along with Representatives Diosdado Arroyo (Camarines Sur), Augusto Syjuco Jr. (Iloilo) and Juan Miguel Arroyo (Ang Galing Pinoy party-list), will not receive their PDAF until 2013.

“Publicly stating that funds for vital projects that sustain our districts will be frozen due to political reasons is equivalent to depriving our citizens of services that they have paid for,” she said in a statement.

Magsaysay said Abad should explain the legal basis for withholding their pork barrel even if PDAF allocation for each district has already been identified under the approved General Appropriations Act.

“What he is doing is against the law,” she added.

“He knows as well as I do these rights because he has been a congressman himself. These are all stated under the law, provisions that they have conveniently forgotten and disregarded in the past couple of years,” Magsaysay further said.

The Zambales lawmaker also said that Abad’s statement that the projects will continue through allocations from the Department of Public Works and Highways is “unacceptable.”

“Not all the projects in the district involve infrastructure. People need more than infrastructure to uplift their lives. What about their need for a sustainable education program, a project for livelihood, health issues?” she asked.
In a text message, Abad clarified that he “was not referring to the opposition as a bloc.”
“The truth is that their districts are not being deprived,” he said.

CITY OF SAN FERNANDO –- The Sta. Ana-Magalang provincial road along the portion of Barangay San Agustin in Sta. Ana town has collapsed again after two days of heavy rains.
The residents said the road was damaged due to strong water current from upstream. Strong rains resulted to the breaching of the Matubig creek here, affecting residents from Barangay San Agustin, San Roque, including San Pablo in the said town.
“Yung lupa sa ilalim ng kalsada ay unti-unting tinangay ng malakas na agos kaya ng lumakas ang ulan ay basta na lamang bumagsak,” Jose Dizon, a concerned resident said.
The road was damaged during the last quarter of 2011 when strong typhoons bombarded the province.
It can be noted that this road is currently undergoing rehabilitation works after the Provincial Government allocated P3.9 million.
“Ang problema kasi alam na nilang tag-ulan na, tapos yung nagtatrabaho minsan dalawa o tatlo lang. Panu nila matatapos yan? Kaya ayan mas malaki ang nasira kumpara noong nakaraang taon,” Dizon said.
Another resident said the current condition of the road has caused inconvenience on the part of the residents, including students.
“Hindi na makadaan ang sasakyan. Putol talaga ang kalsada. Kaya yung dating isang sakay ay dalawa na ngayon,” Mang Nestor, also a resident said.
Provincial Engineer’s Office Chief Engr. Rene Gutierrez said the check gate near the creek has contributed to the problem.
“Hindi nila kasi binuksan yung check gate sa gilid kaya yung tubig ay hindi tuloy-tuloy ang daloy ng tubig,” he added.

CITY OF SAN FERNANDO — Some 130 workers from the informal sector on Friday received P1.49 million worth of Nego Karts from the Department of Labor and Employment (Dole) regional office under its integrated livelihood program.
Governor Lilia Pineda and Dole regional director Raymundo Agravante led the distribution of the Negosyo sa Kariton (Nego Kart) project and Kabuhayan Starter kits at the Benigno Aquino Hall.
Agravante told Sun.Star Pampanga that 110 ambulant vendors from various towns in the province each received their Nego Karts, amounting to P1,247,000. The karts are either start-up or enhanced street food businesses like fish ball, banana cue, buko juice and assorted peanuts, among others.
