MANILA (2nd Update, 2:07 p.m.) — President Benigno Aquino III has issued a proclamation confirming the National Artist award given to the late Ronald Allan Poe, popularly known as Fernando Poe Jr., in 2006.
By virtue of Proclamation 435, the President confirmed Proclamation 1096 dated May 23, 2006, declaring Poe a national artist posthumously.
The proclamation was signed by Aquino and Executive Secretary Paquito Ochoa on July 20, 2012.
In a press briefing Friday, deputy presidential spokesperson Abigail Valte said the proclamation was just a confirmation of the national artist award previously confirmed on Poe.
“It’s essentially confirming the previous proclamation that was issued. As we all know, for personal reasons or for the reasons of their own the family was not able to accept the award previously,” Valte said.
She said there will be a ceremonial handing over of the National Artist medal in Malacañang to the family of Poe.
Asked if the Poe family would then have all the benefits that they were deprived of for years, she said “from what I understand, for their personal reasons, they chose not to accept.” (Jill Beltran/Sunnex)

MANILA — The Department of Transportation and Communications (DOTC) ordered on Friday the Land Transportation Office (LTO) to defer enforcement of the motorcycle Helmet Act of 2009 and its implementing rules and regulations.
The decision to defer was in line with the Department of Trade and Industry’s (DTI) request to give them more time to inspect all the helmets that are coming into the country. DTI wants to ensure that all the helmets bear the Import Commodity Clearance seal issued by the Bureau of Products Standard.
The DTI requested to give them until the end of the year to complete inspection before the Helmet Law and its IRR is enforced nationwide.
“We want to ensure the orderly implementation of the Helmet Law with the safety of the riding public as our foremost objective,” Secretary of Transportation and Communications Mar Roxas said.
The DOTC directed the LTO to instruct its enforcers to issue reminders to motorcycle drivers of the issue starting August 1 until the end of the year. In cooperation with other pertinent government and private agencies and organizations, the LTO will conduct an aggressive public information and education campaign on the matter.
During the period covered, no punitive measures such as the issuance of citation tickets shall be implemented.
From January 1, 2013, motorcycle drivers caught driving without a protective helmet bearing the ICC seal will be issued citation tickets and penalized as stated in Helmet Act of 2009.
The IRR of the Helmet Law was stipulated in the joint administrative order (JAO) crafted by the DOTC and DTI, requiring motorcycle drivers and riders to use protective motorcycle helmets with PS and ICC seals.
The order was originally for implementation on August 1.
The JAO also penalizes motorcycle dealers who do not comply with DTI to produce or sell sub-standard helmets and not bearing the Philippine Standard mark or ICC seal, including those who tamper and forge the PS or ICC marks. (SDR/Sunnex)

MANILA — Two security guards were killed while another was injured during a bank robbery in Lucena City in Quezon province on Thursday afternoon.
Quezon provincial director Senior Supt. Valeriano de Leon said undetermined number of suspects swooped into the United Coconut Planters Bank in the city around 3:05 p.m.
De Leon said the suspects shot the three guards upon entry of the bank.
The three were brought to the hospital where two of them died at the Quezon Medical Center. The third security guard, he said, is in critical condition at the Mt. Carmel Hospital.
De Leon said the suspects fled on board a Toyota Revo vehicle with plate number XHC 759, heading towards Pagbilao town, also in Quezon.
When asked how much cash was taken from the bank, de Leon said: “It’s up to them (bank) to declare.”

KIDAPAWAN CITY — A still unidentified villager was wounded when hit by a stray bullet after two warring clans of Moro rebel commanders clashed in Sultan sa Barongis, Maguindanao.
Authorities said the injured was immediately rushed to Maguindanao Provincial Hospital in Shariff Aguak town.

Reports said the armed fighting on Wednesday was between the groups of Commander Basco and Commander Kubota, both of the Bangsamoro Islamic Armed Forces (BIAF) of the Moro Islamic Liberation Front (MILF).
Basco, a senior leader of the MILF’s 106th Base Command, was supported by his ally, a certain Commander Abdul Haqq, also from the BIAF-MILF.
Kubota, on the other hand, gets help from Commander Baksan of the 105th Base Command and Jerry of the 106th Base Command.
The fighting has disrupted the villagers’ observance of the month-long Ramadan, which started last July 21, as they evacuated to safer places for fear of being caught in cross fires.
The tension escalated to nearby towns of Datu Piang, Mamasapano, and Datu Abdullah Sangki, all in Maguindanao province.
MILF political affairs Chief Ghadzali Jaafar has clarified that the skirmishes in the village of Sultan sa Barongis were not conflicts that involved government forces and the MILF.
“Rather, it was a feud between two of our commanders that stemmed from land conflict,” he said.
Jaafar brushed aside fears that the incident might affect the ongoing peace negotiations between the MILF and the government.
