MARILAO, Bulacan—Nalalapit na ang pagpapatupad ng ordinansang nagbabawal sa paggamit ng plastic at katulad na produkto sa lalawigan ng Bulacan.

Nilagdaan na ni Gob. Wilhelmino Alvarado ang Implementing Rules and Regulation (IRR) ng nasabing ordinansa noong nakaraang linggo.

Ayon sa IRR, ipagbabawal na ang paggmit ng non-biodegradable plastic, styro foam at mga katulad na produkto sa lalawigan.Ang mga nasabing produkto ay karaniwang ginagamit na sisidlan sa mga mall, supermarket, fastfood, mga palengke at talipapa.

Ayon kay Alvarado, ang pagbabawal sa plastic ay ipatutupad matapos ang malawakang kampanya ng pagpapabatid sa mga Bulakenyo. Kabilang dito ay ang paglalathala ng sipi ng IRR sa isang pahayagan.

Matapos ang paglalathala, ipatutupad ang pagbabawal sa paggamit ng plastic matapos ang 15 araw, ayon sa IRR.

Katulad sa ordinansang nagbabawal sa plastic, itinatakda rin sa IRR ang mga parusa sa sinumang mahuhuli sa paglabag.

Kabilang sa kaparusahan ay ang multang P3,000 hanggang P5,000 at anim na buwang pagkakabilanggo.

Kung magiging paulit-uli ang paglabag, ang mahuhuli ay magmumulta ng P10,000 at isang taong pagkakabilanggo.

Kung hindi naman makapagbayad ng multa, ang lalabag ay maaring gumanap sa community service o paglilingkod pampamayanan sa loob ng tatlong buwan.

Ang paglilingkod na ito ay maaaring sa pamamagitan ng paglilinis ng kapaligiran o mga gawaing may kinalaman sa pangangalaga sakalikasan.

Para naman sa mga negosyong lalabag sa itinakda ng batas, maaaring bawiin ng pamahalaan ang ipinagkaloob na permit sa kanilang upang makapagnegosyo.

Ayon kay Alvarado, ang mabigat na parusang itinakda sa paglabag sa batas ay naglalayon na makumbinsi ang bawat isa na tuparin ito.

Sinabi pa niya na ito ay isang hakbang upang matiyak ang kalinisan ng lalawigan at mapangalagaan ang mga likas na yaman, partikular na ang mga katubigan.

Kabilang dito ay ang mga sapa at ilog na ayon naman kay Bise Gob. Daniel Fernando ay nagsilbing basurahan sa mahabang panahon.

Ayon kay Fernando, sa kaniyang paglibot sa ibat-ibang barangay sa lalawigan, hindi maitatatwa ang walang habas na pagtatapon ng basura sa kailugan.

Ito ay dahil sa bukod sa nakalutang sa ilog angmga basura, ang mga lupang itinambak sa mga pilapil ng ilog at palaisdan at puno rin ng mga plastic.

“Kailangang magkaisa tayo ngayon upang matiyak na mapapakinabangan ng susunod na henerasyon ang ating mga kailugan,” ani Fernando.

Kaugnay nito, ilang establisimyento na sa lalawigan ang nagpapatupad ng polisiyang tumutugon sa pagbabawal ng plastic.

Kabilang dito ang SM City Baliuag na noong pang nakaraang Mayo ay nagsabi na hindi na sila gumagamit ng plastic sa kanilang foodcourt.

Gayundin sa ilang fastfood sa lungsod ng Malolos katulad sa McDonalds sa labas ng Bulacan State University.

Sa nasabing fastfood, paper bag na ang kanilang ginagamit sa halip na plastic bag bilang sisidlan ng mga pagkaing inorder bilang “take-out.”

Sa mga pamantasan naman, nagpapatupad ng Bulacan State University ‘no plastic day” bawat linggo.

ANGELES CITY – Residents of Pampanga, including members of a group pushing for full development of the Clark International Airport (CIA) as the country’s next premiere gateway, were disappointed after President Aquino failed to mention the CIA in his State of the Nation Address (SONA) on Monday.

Aquino cited the government’s aggressive plans to improve the Ninoy Aquino International Airport (NAIA) in Pasay City and other provincial airports, including Palawan.

Ruperto “Perto” Cruz, chairman of the Pinoy Gumising Ka Movement (PGKM) which has lobbied for the development of the CIA since the 1990s, said he received a call from newspaper columnist Lourdes “Deedee” Siytangco on Tuesday and they spoke about the CIA and Aquino’s 3rd SONA. Siytangco was a close confidant of the late President Corazon Aquino and her children.

Cruz said Siytangco called him up shortly after arriving from Canada and told him that Aquino did not mention the CIA in his SONA because “it’s a done deal.”

“I was told by Deedee that the president need not repeat in the SONA his instructions to the Department of Transportation and Communications (DOTC) to fully prepare and develop the Clark airport,” said Cruz.

He cited the statements of DOTC Sec. Mar Roxas last June during the launching of Philippines AirAsia’ flights to Kuala Lumpur, Malaysia here when the cabinet secretary announced that Aquino endorsed the P12 -billion budget terminal at the CIA.

Cruz said Roxas and Clark International Airport Corp. (CIAC) President and CEO Victor Jose Luciano “apparently defied” the order of Aquino to develop the 2,400-hectare Clark Aviation Complex and its airport.

“There’s not even a drawing of any planned terminal,” Cruz said.

Cruz decried the DOTC’s recent approval of P100 million budget for a feasibility study of the CIA as “a delaying tactic.”

“What’s there to study? Luciano has been at Clark for many years and it seems he is always back to the drawing board,” said Cruz.

The PGKM chairman said Roxas has been with the DOTC for about one year and he must have done significant projects for the CIA. He added that he had received reports that Roxas as acting chairman of the CIAC board had not attended even just a single board meeting since last year.

“It’s all lip service on the part of Luciano and Roxas. Worse, President Aquino’s good intentions and plans for Clark and nearby provinces had been derailed by the persistent perception that Roxas and Luciano are delaying the full development of our airport ,” said Cruz.

Cruz said that if Roxas and Luciano “are sincere they must post billboards to show to the public the plans of the new planned terminals at Clark.”

“What if they used all the funds and we end up with a poor airport terminal. Who do we run after? Besides, it’s a must to be open and transparent when government projects are involved,” said Cruz.

MALACANANG welcomed Tuesday the Senate’s ratification of the Philippines-Australia Status of Visiting Forces Agreement (SOVFA), saying it will further improve the two countries’ relations.
With a vote of 17-1, the Senate adopted Senate Resolution 788, which concurs with President Benigno Aquino III’s ratification of SOVFA. Only Senator Joker Arroyo voted against the resolution.
Presidential spokesperson Edwin Lacierda said the overwhelming majority vote “has taken an important step” in enhancing the country’s national and regional security by ratifying the accord.
“We thank the Senate for this historically significant action,” he added.
He said the SOVFA has been pending in the Senate since 2008.
In a statement, the Department of Foreign Affairs (DFA) said SOVFA would be a big help especially in strengthening the country’s national security capability.
“While the 1995 Memorandum of Understanding (MOU) on Cooperative Defense Activities serves as the framework for bilateral defense and military cooperation, the SOVFA paves the way for enhanced cooperation in capacity-building and training of armed forces, interoperability to undertake humanitarian assistance and disaster response operations, counter-terrorism, border security, and maritime security,” the DFA said.
The department added that it expects the SOVFA to expand and strengthen the Coast Watch South project and the joint Maritime Training Activity “Lumbas” between the two countries.
The DFA also said the approval could not come at a better time since the Philippines and Australia are soon set to convene a Strategic Dialogue to be co-chaired by foreign affairs and defense officials of the two countries.
It was in May 31, 2007, when the SOVFA was signed by Canberra but was only ratified by President Aquino on December 23, 2010.
The Armed Forces of the Philippines (AFP) also welcomed the Senate’s ratification of SOVFA.
“The AFP welcomes the ratification of the SOVFA by the Senate. Australia is a key ally in this part of the region,” said AFP spokesman Colonel Arnulfo Marcelo Burgos.
Burgos said SOVFA is “mutually beneficial” to both countries’ armed forces. “The SOVFA will further strengthen bilateral ties as we upgrade our soldiers’ knowledge and skills particularly in the conduct of HADR (humanitarian assistance and disaster response),” he added.
The Senate’s approval comes amid the ongoing territorial dispute between the Philippines and China over the Spratly Islands and the Scarborough Shoal in the West Philippine Sea.

PRESIDENT Benigno Aquino III on Tuesday submitted to Congress the proposed P2.006-trillion national budget for 2013.
In his budget message, Aquino said this year’s budget is important in the administration’s continuing pursuit of good governance.

“The expenditure program is consistent with our macroeconomic and fiscal aspiration for the next fiscal year and in the medium-term. Above that, this budget is a crucial step in our continuing pursuit of good governance—governance that will give our impoverished countrymen the opportunity to lift themselves out of their situations; governance that will ensure that this country moves forward together,” the President said.
“This is why we have crafted a budget of empowerment,” he added.
The 2013 Empowerment budget is 10.5 percent or P190 billion higher than this year’s budget. It represents 16.8 percent of the country’s projected gross domestic product (GDP), said Budget Secretary Florencio Abad said.
The proposed budget is also based on a higher growth assumption of 6.0-7.0 percent, he added.
Abad, who today presented the Budget of Expenditures and Sources of Financing and other supporting budget documents to the House of Representatives, noted that the budget intends to sustain the fiscal momentum set in 2011 and 2012 to ensure long-term and sustainable growth in the country.
“In crafting the 2013 budget, the Aquino administration was determined to build on the gains we have so far posted, as well as encourage more robust and inclusive fiscal growth in the coming year and beyond,” he said.
“At the same time, we recognized the need to widen up citizen engagement in designing next year’s budget. To truly empower Filipinos with this budget, we intensified civic society and grassroots involvement in budget preparations so that the resulting expenditure plan accounts for the needs of the ordinary Filipino,” he further said.
The Department of Education (DepEd) will continue to receive the bulk of the 2013 budget, in line with Aquino’s agenda to improve the quality of public education in the country.
Buoyed by a total allocation of P292.7 billion for 2013—up by 22.6 percent from the agency’s 2012 budget—the DepEd will plug up all resource gaps for classrooms, teachers, and textbooks by the end of 2013.
The Department of Public Works and Highways (DPWH) takes the second-largest share which is in line with Aquino’s goal of strengthening the country’s infrastructure base and fueling economic growth.
With a total 2013 budget of P152.9 billion—higher by 21 percent than its current year allocation—the DPWH will focus on preserving the existing road network, upgrading and constructing bridges, and completing the national road and bridge network by 2016.
The Department of National Defense will receive a total of P121.6 billion, up by 12.5 percent from its 2012 budget. The Department of Interior and Local Government will likewise receive a budgetary boost of 21.3 percent from its current year’s allocation, bringing the agency’s proposed 2013 budget to P121.1 billion.
The Department of Agriculture will get a 20.6-percent increase in its 2013 budget, with its total allocation rising to P74.1 billion. The increase will support the agency’s goal to achieve food self-sufficiency by 2013.
The DOH will receive the highest budgetary increase for the next fiscal year with P56.8 billion allotted to the agency, up by 24 percent from its allocation in 2012. The increase will help the administration advance its universal health care agenda for all Filipinos, particularly the poor and vulnerable.
For the 2013 budget preparation process, the Department of Budget and Management (DBM) launched the Bottom-Up Budgeting approach, through which 609 of the poorest municipalities were tasked to develop Local Poverty Reduction Action Plans, along with other local communities and civil society organizations (CSOs) in their jurisdictions. These plans were then submitted to the National Government for consideration into the 2013 Empowerment Budget.
Taking its cue from budget preparations in 2012, the administration expanded its engagement with civil society organizations (CSOs), bringing the number of agencies with CSO consultations from six departments and three government-owned or -controlled corporations (GOCCs) to 12 departments and six GOCCs.
The twelve departments are the education, health, social welfare and development, public works and highways, agriculture, agrarian reform, transportation and communications, tourism, environment and natural resources, labor and employment, justice and interior and local government.
GOCCs that consulted with CSOs are the National Food Authority, National Housing Authority and the National Home Mortgage and Finance Corporation, National Irrigation Authority, National Electrification Authority, and the Light Rail Transit Authority.
“By tapping our partners in civil society and hundreds of in-need communities in the Philippines, we were able to shape a budget with an intensified focus on the fulfillment of President Aquino’s Social Contract. And because the expenditure blueprint is anchored in the principle of good governance, we can complete priority projects much faster and with greater transparency and accountability,” Abad said.
Through the proposed 2013 National Budget, the Aquino administration sustains its comprehensive support of the Social Services sector, which received a 13.9-percent increase in its budget.
The total allocation—now standing at P698.4 billion—will be used to close goods-and-service delivery gaps in public education, health, and social protection for the poor and vulnerable in the next fiscal year.
Meanwhile, the Economic Services sector has been allotted a total of P511.1 billion for 2013, up by 16.4 percent from its 2012 budget of P439 billion. The increase will support rapid, sustained, and inclusive growth that redounds to all Filipinos in a direct, immediate, and sustainable manner.
General Public Services take the third largest share of the budget with a P346.1-billion allocation, higher by eight percent than its current appropriation of P320.3 billion.
Debt Services will receive P333.9 billion in the next fiscal year, while Defense will claim a total of P89.7 billion in 2013.
Net Lending will receive P26.5 billion in allocations, up by 15.2 percent from its current year’s budget.
In a press conference at the House, the Budget Secretary said the executive targets the enactment of a General Appropriations Act by December 13, 2012.
House committee on appropriations chairman Joseph Emilio Abaya, for his part, committed to finish budget deliberations in a month.
“We don’t see the possibility of having a reenacted budget,” Abaya said.

CANDABA — Classes in both private and public schools in some parts of the Pampanga province were suspended on Monday due to bad weather.
Classes at the Saint Andrew Archdiocesan, a Catholic school located near the Municipal Hall here, were suspended as per order by the local government unit (LGU).
“Mas maganda po ngayon kasi mabilis ang abiso na walang pasok di tulad ng dati na nasa school na bago pa naming malaman na suspendito ang pasok,” Chilena Cunanan, a mother for second year student here said.
Classes at the Central Elementary School (CES) in Barangay Buas here were also suspended because of floodwater within its compound.
“Wala po kaming pasok kasi po lubog po sa school namin,” Ozem Balagtas, a grade one pupil from CES told Sun.Star Pampanga.
This school is situated on the left side of Pampanga River.
Other public schools in town also suspended classes to avoid inconvenience on the part of the students and teachers.
The Interior and Local Government Secretary Jesse Robredo previously stated that the Department of Education has already given LGUs the authority to announce the suspension of classes.
He said letting barangay officials recommend the suspension of classes is effective since they are more updated on developments in their barangay.
