Farmers to get bigger chunk of P2-B surplus funds–Gov

GUAGUA, Pampanga – Gov. Lilia Pineda on Friday announced the provincial government’s surplus funds of some P2 billion which will be used to aggressively push food production in Pampanga.

Pineda issued the statements during her consultation meeting with farmers and irrigators in Barangay Ebus, here as part of her administration’s efforts to prioritize agriculture and fish production in 2013.

The first-term governor said she had prioritized education, health and livelihood in her first two years “but will now focus on agriculture.”

Pineda vowed to work and coordinate with the Department of Agriculture (DA) to speed up the support they plan for farmers and fishermen.

DA Regional Technical Director Cris Bautista joined Pineda, Guagua Mayor Ric Rivera, Guagua Councilor Tonton Torres, former Sta. Rita Mayor Arthur Salalila, Board Members Fritzie David-Dizon and Salvador “Jun” Dimson in the meeting.

Pineda and the DA earlier worked for the distribution of one unit harvester, one unit tractor, 15 units shredder, 10 units solar dryer. Three units four-wheeler tractor, one barangay food terminal, one mini food terminal and 31 units green houses.

Nestor Garcia, a farmer leader in Guagua, welcomed the plan of Pineda to prioritize agriculture.

Garcia and his fellow farmers told Pineda “the immediate concerns of farmers such as farm equipment, rehabilitation of irrigation canals, supply of seeds, and other infra projects that affects their production areas.”

Pineda reiterated her commitment to the fishery sector by providing the necessary post harvest facilities such as cold storage, fish processing plants and other equipment.

She also recognized the significant contribution of Piong Naguit, an outstanding farmer leader, who fought for the welfare of the farmers.

“Tatang Piong made a lot to ensure the welfare of farmers not just in Guagua but in the whole province,” said Pineda in the dialect.

“Naguit never failed to help them even if he was already old,” added the governor.

2-M Kapampangans now Philhealth members

CITY OF SAN FERNANDO–Philippine Health Insurance Corp. (Philhealth) manager Arsenia Torres announced that this province has the highest number of Philhealth members and beneficiaries in Central Luzon for the year 2012.
Based on the data of the agency, 86 percent of the 2.4 million population in the province were enrolled to Philhealth, meaning 2,060,285 Kapampangans have their Philhealth cards making Pampanga the number one in health insurance followed by Bataan and Tarlac with 82 percent; Zambales, 78 percent; Bulacan, 76 percent; Nueva Ecija, 59 percent; and, Aurora with only 55 percent.
Torres noted the partnership existing between the provincial government, local government units and Philhealth for the awareness of the people to the advantage of having health insurance.
She added 633, 825 of the Philhealth members in the province were sponsored by LGUs, provincial and national government and 1.4 million are regular payers.
“Health has been the top priority of local leaders in Pampanga that enable Philhealth to penetrate and enroll the people up to the grassroots level,” Torres said.
Gov. Lilia Pineda continuously thanked President Benigno S. Aquino III for giving Philhealth cards to 49,000 Kapampangan through the National Household Targeting System (NHTS) of the Department of Social Welfare and Development. This is in addition to the 15,560 beneficiaries of the Philhealth accreditation of provincial government wherein P19 million were used to pay the premium for two years.
Center for Health Development III Assistant Regional Director Ruby Constantino said the health insurance will be futile without the medical institutions that will cater to the benefits provided to the members and this is where the Department of Health and the government come in.
“DOH assists in providing facilities and equipment to our government-owned hospitals to make sure that they will be Philhealth accredited,” said Constantino.
Meanwhile, Gov. Pineda assured the public that the provincial hospital and all 11 district hospitals were Philhealth accredited and ready to serve all patients because the provincial government under her administration spent P210 million for the improvement and rehabilitation of the government hospitals in the province. •Jenna Lumbang

Cops take hunt for 5 kidnapping leaders to N. Luzon

DAGUPAN CITY—Five of the leaders of the country’s biggest kidnap-for-ransom syndicates are in northern Luzon, and police have identified and are now hunting them, according to the head of a special police unit handling kidnapping cases.
The kidnapping leaders are now subjects of warrants of arrest, according to Chief Supt.
Isagani Nerez, head of the Philippine National Police’s Anti-Kidnapping Group (AKG).
Nerez said two of the syndicate leaders were remnants of a Nueva Ecija-based group identified by the Philippine Anti-Crime Emergency Response team in this city, while the three others were La Union-based and were preying on Indian nationals.
Nerez was here on Wednesday to establish an AKG satellite office for the Ilocos region.
“With good partnership between the Ilocos regional police and the antikidnapping group, we are optimistic that in the next days, we will be able to neutralize [kidnap-for-ransom suspects who are currently at large],” Nerez said.
He said kidnapping had become a public scourge once again, “but there are only three verified incidents in Luzon and five in Mindanao, or a total of eight kidnapping incidents since January.”
Reports about the kidnapping of an 8-year-old Burmese boy on June 22 in Biñan, Laguna, are being looked into, he said.
“If we go by definition of the Supreme Court [for kidnap-for-ransom cases], anything of value would cause the effective release of a person in captivity. The Burmese [child] was abandoned and the family did not pay a single cent,” said Nerez.
“But we are not closed to the possibility that the motive was to extort ransom. What we are saying is we have to finish investigation,” Nerez said .
The Burmese boy’s parents are employees earning P15,000 a month and do not even own a vehicle, “so [the boy] may not be considered as a target of kidnapping,” he said.
