MANILA (2nd Update, 3:15 p.m.) — The two children who were earlier found positive for enterovirus have recovered and were discharged from the hospital, the Department of Health (DOH) said.
The health department recently intensified security among travelers following the deaths of 52 children in Cambodia due to Enterovirus 71 (EV-71), a more virulent strain of enterovirus that causes diarrhea, rashes, and hand, foot and mouth disease (HFMD), and is sometimes associated with severe central neurological diseases.
“They are recuperating well. We have reports that they have been discharged,” DOH spokesman Dr. Eric Tayag said in a press conference Wednesday.
The DOH earlier said that seven cases were referred to the government, with two being found positive for enterovirus.
The government said, however, that the Research Institute for Topical Medicine (RITM) has yet to confirm whether the enterovirus that contracted the children was the EV-71 type.
In a television interview, Tayag said he is expecting the lab results from the Muntinlupa City-based RITM by late Wednesday or Thursday.
He said, however, that the likelihood of it being similar to the EV-71 cases in Cambodia is slim.
“Because they have recovered, unlikely na Enterovirus 71 ‘yun,” he said.
“Kaya lang, because nag-test na sila, hindi namin pwede i-dismiss na EV-71 kasi alam naman namin na EV-71 is associated with HFMD na mild, eh. Hindi naman lahat ng EV-71 ay deadly, eh (But we cannot dismiss the case yet while RITM is still conducting tests and because EV-71 is associated with HFMD, though, not all cases are deadly),” he added.
Deputy presidential spokesperson Abigail Valte also said chances are slim that the cases are associated with EV-71, as these are both local and the kids have no history of travel.
Tayag said the DOH reported these cases as they “wanted hospitals to report any suspected cases of HFMD and this is, of course, to also alert the public that the HFMD doesn’t have to come from other countries because we have them except that we don’t have fatal form of the disease.”
Malacañang, meanwhile, assured Wednesday that all concerned government agencies have been alerted for possible similar cases.
Presidential spokesperson Edwin Lacierda said airport authorities are closely screening arriving passengers especially those from international flights.
“We are monitoring any possible entrance of enterovirus through people coming from abroad. We’re making sure that that is being addressed,” he said.
He said that so far, there is no reported incident of enterovirus strain coming from Cambodia.
Tayag said the DOH will continue monitoring similar cases in the country. He said they will include HFMD cases in their routine surveillance reports like dengue, leptospirosis, and influenza, among others.
But he said, “We will stop releasing new numbers. We want to stop the confusion that there is an HFMD outbreak. MANILA (Updated 12:25 p.m.) — An election lawyer said Tuesday that modifying the 1987 Constitution will happen if done through a constitutional convention (con-con) that will be composed of qualified individuals and representatives of political parties.
Romulo Macalintal, whose client includes Charter change (Cha-cha) supporter ex-President Gloria Macapagal-Arroyo, said doing it through a con-con will break the impasse of conflicting views on how to vote on any proposal under a constituent assembly.
The Constitution is silent on its provision under Section 1(1), Article XVII that “any amendment to or revision of the Constitution may be proposed by Congress, upon a vote of three-fourths of its members.” Congress refers to both the House of Representatives and the Senate.
Macalintal pushes for con-con as a way to amend the Charter.
Discussions on Charter change were revived following statements made by both Senate President Juan Ponce-Enrile and House Speaker Feliciano Belmonte on the issue.
Enrile and Belmonte reportedly prefer to have a constituent assembly in pushing for reforms such as total foreign ownership of land and bigger military allocation in the Charter.
Past debates on holding a bicameral constituent assembly, however, showed the congressmen wanted the vote to be done jointly with the senators, whose numbers pale in comparison.
There are over 280 congressmen as opposed to 23 senators. With this, the Senate earlier said that voting shall be “separately,” meaning each house should get the three-fourth of their respective members to validate an amendment of the Constitution.
Macalintal said the delegates should be appointed by the President and not elected. The law creating it may also give political parties the privilege to nominate their delegates on the basis of proportional representation from the parties accredited with the Commission on Elections (Comelec).
In 1986, former President Corazon Aquino handpicked the individuals who drafted the present Constitution. This resulted in savings for the government as Macalintal said electing delegates will also be “too divisive” for the country.
The administration has been cool about Charter change but in the event the government would really push for this, it is best to do so while President Benigno Aquino III is in power because he is not interested to extend his term, Senator Edgardo Angara said.
He said the country can be assured that President Aquino has no interest in staying in power for more than one term, which ends in 2016.
While some legislators are pushing for Cha-cha to amend the economic provisions of the Constitution, Angara, a former Senate president, urged Congress to consider changing the political structure.
“We have to empower the local government. We have to decentralize and transfer more control from the center, from Malacañang and Manila to the provinces. Our country will definitely grow,” he said.
Angara further encouraged political parties to take a stand on Cha-cha in time for the midterm elections next year.

MANILA — This year’s State of the Nation Address (Sona) of President Benigno Aquino III should only reflect the actual situation of the country, the president of an influential Catholic bishops’ group said Monday.
“For us bishops, even to me personally, we just hope that what President Aquino will tell is will be truthful,” Cebu Archbishop Jose Palma, president of Catholic Bishops’ Conference of the Philippines (CBCP), said over Church-run Radio Veritas.
Also, the Cebu archbishop said he is hoping that the Sona will not promote further political division but rather unity.
“When we solicit for the cooperation of many, who have the competence, and when we encourage people to collaborate and work together, then we can really provide solution to most, if not all of our problems,” said Palma.
In order to help the government, the prelate said Aquino can be assured the members of the CBCP will pray for guidance on July 23, the day the President will deliver his third Sona.
“We pray for our leader to be inspired by the Holy Spirit to really think and plan for the good of our country,” said Palma.
Militant group Karapatan, meanwhile, scored the lack of improvement of human rights situation in the country two years after the unpopular Arroyo administration ended.
Cristina Palabay, Karapatan spokesperson, said they have documented 95 victims of extrajudicial killings from July 2010 to June 30, 2012.
Among the 95 victims, 43 were rights workers in various organizations and institutions. Karapatan data also showed farmers, indigenous peoples and environmental activists being killed.
“The communities opposing anti-people projects are victimized through threats, harassment, torture, and repression by the AFP (Armed Forces of the Philippines) and paramilitary groups. This is the real purpose of Aquino’s Oplan Bayanihan – to quell legitimate people’s opposition and enable the plunder of the country’s resources at the expense of the people’s economic rights,” Palabay said in an email.
On Sunday, deputy presidential spokesperson Abigail Valte said that speechwriters are still at work on the Sona’s contents one week before the event at the House of Representatives in Quezon City.

MANILA — Police have recovered a live grenade under the Araneta Center-Cubao Light Rail Transit terminal in Quezon City, on Monday afternoon.
A bomb disposal team rushed to the site and removed the explosive, an alleged MK2 fragmentation grenade, after receiving a report past 2 p.m.
The recovery of the explosive has created a brief chaos in the area, which is home to popular shopping malls, bus terminals, and a big stadium and concert area, police said.
Investigation is ongoing.

MANILA — A policeman was reportedly relieved from his post for allegedly refusing to make way to the convoy of President Benigno Aquino III along Commonwealth Avenue in Quezon City Tuesday.
The policeman was identified as Senior Police Officer 2 Ricardo Pascua.
Presidential spokesperson Edwin Lacierda said the incident happened when the President was on his way back to Malacanang after attending the inauguration of the second phase of the Metropolitan Waterworks and Sewerage System’s (MWSS) Angat Water Utilization and Aqueduct Improvement Project (AWUAIP) at the La Mesa Dam Portal in Lagro, Quezon City.
“We understand that there was a policeman who was driving a red Tamaraw and apparently the convoy was already on the way back,” Lacierda said.
“I think that’s somewhere in the House of Representatives area and the policeman was quite arrogant in insisting that he be allowed to do a U-turn whereas the convoy was already going straight. In fact, we understand that he even showed a badge to the motorcycle cops who were escorting the convoy,” he further said.
Lacierda refused to confirm that Pascua was sacked, saying that he was turned over to the Quezon City police department.
“We leave the administrative supervision of that policeman to the Quezon City police department,” Lacierda said
He added that Presidential Security Group Commander Brigadier General Ramon Matteo Dizon said that he filed a report to the Quezon City police for “disciplinary action.”
Dizon said he wondered why Pascua had refused to make way for the President’s convoy adding that he should have respected it.
