LPA dissipates but rains still expected in Mindanao

MANILA — A shallow low pressure area (SLPA) spotted in Palawan has dissipated but rains over parts of Mindanao are still expected due to intertropical convergence zone (ITCZ), the weather bureau said on Monday.

Weather forecaster Aldczar Aurelio said the ITCZ can bring scattered rainshowers and thunderstorms over Mindanao and Eastern Visayas.

The ITCZ is the result of the converging of trade winds from the northern and southern hemispheres. It brings widespread cloudiness, thunderstorms, precipitation and moderate to strong surface winds and where low pressure areas are formed.

Aurelio said the SLPA spotted in Puerto Princesa on Sunday afternoon has dissipated in the evening.

Temperature in Metro Manila may range from 24 to 32 degrees Celsius. The Metro will also experience scattered rainshowers in the afternoon or evening.

Aurelio said a tropical depression near the Philippine Area of Responsibility (PAR) was monitored and is expected to enter within 24 hours.

“As of now may namonitor tayo na bagyo nasa northern part malapit sa PAR pero kung papasok ito, dadaplisan lang niya ‘yung bansa para lang si’ ‘Carina’ at tutungo itong papunta Japan (As of now, we monitor a tropical depression in northern part near the PAR and will just passed over just like Tropical Storm Carina, it will just skim the country and will be headed to Japan),” Aurelio said.

He said that once the tropical depression enters the Philippine territory, it will be named “Enteng” and will be the fifth weather disturbance to enter the PAR this year.

In its advisory, the Philippine Atmospheric, Geophysical and Astronomical Services Administration said Eastern Visayas and Mindanao will experience mostly cloudy skies with scattered rainshowers and thunderstorms.

The rest of the country will be partly cloudy to cloudy with isolated rainshowers or thunderstorms.

Light southwesterly to variable winds will prevail over Mindanao and its coastal waters will be slight except during thunderstorms.

3 swept to death by rampaging river

MANILA — Officials said a pregnant woman and two girls have been swept to their deaths by a rain-swollen river in the southern Philippines.

Office of Civil Defense Administrator Benito Ramos said the three were washing clothes along the bank of the Safali river in Tiboli town in South Cotabato province on Saturday when the water rapidly rose and the current swept them away.

He said their bodies were found downstream.

Ramos said Sunday that pounding rains poured down a nearby mountain and swamped the river, catching the three by surprise.

No state burial for Dolphy: Palace

MANILA (Updated 2:05 p.m.) — Malacañang said on Friday that there is no plan to hold a state burial for Comedy King Rodolfo “Dolphy” Quizon Sr.

“There is no plan right now for a state burial,” said Presidential Communications Development and Strategic Planning Secretary Ramon Carandang.

A state funeral at the Libingan ng Bayani (Heroes’ Cemetery) is one of the honors and privileges given to a person awarded of the Order of National Artist.

Clamors for Dolphy to be posthumously declared a National Artist continued to snowball on Friday considering his immense contribution to the Philippine entertainment industry.

Dolphy had been an actor-comedian on stage, television and film for over six decades. He starred in more than 200 films.

In 2009, Dolphy was first nominated for the award but was rejected by the selection committee of the National Commission for Culture and the Arts (NCCA).

The NCCA has confirmed that Dolphy has been nominated for the National Artists this year.

President Benigno Aquino III said Thursday that he is in favor of declaring Dolphy a National Artist but he maintained that such recognition would have to undergo a process.

Deputy presidential spokesperson Abigail Valte said the President’s opinion is not meant to influence the NCCA but a mere expression of his stand about Dolphy’s qualification to be awarded of such recognition.

“That would be up to the NCCA,” she said, adding that the President will respect the process of the NCCA.

“People from NCCA don’t live under a rock. I am sure they are aware of all these manifestation of support for Dolphy,” she added.

Carandang said since a state burial is not possible to happen, the President decided to declare July 13 as National Day of Remembrance.

He said the declaration was an idea of Dolphy’s family as they wanted Filipinos to celebrate the Comedy King’s life.

Valte said the Quizons want people to be laughing and celebrating Dolphy’s life.

On Tuesday, Dolphy died of multiple organ failure at the Makati Medical Center after weeks of battling complication of chronic obstructive pulmonary disease.

2 village health centers open

CITY OF SAN FERNANDO — Two new barangay health centers here designed to serve the poor formally opened on Friday.

The medical facilities — a health clinic in Northville 14 in Barangay Calulut and a birthing station in Barangay San Jose — were put up by the City Government and were turned over to village officials by Mayor Oscar Rodriguez, Vice-Mayor Edwin Santiago, and Department of Health (DOH) officials led by Regional Director Leonita Gorgolon.

“Our commitment in serving the people of San Fernando is to ensure their health and safety. No one should be deprived of the health services especially here in the City where we value the welfare of each Fernandino,” said Rodriguez.

The city now has five barangay health centers, he added, two of which has fully operational birthing stations.

City Health Officer Dr. Eloisa Aquino said the goal of the health program under the agenda “Beinte Kwatro Oras, Sa Sakit Walang Atras” initiative is to reduce the health risks and birth related fatalities among Fernandinos.

She said the new barangay health center and birthing station will help indigent residents in the two villages gain access to proper medical services and safe birthing delivery, and avoid having to resort to unlicensed midwives and medical practitioners.

During the turnover of the symbolic keys, additional medical equipment worth P200,000 like weighing scales, clinical beds, medical kits, and instruments were also handed by Gorgolon to NorthVille-14 officials.

CITY OF SAN FERNANDO – A resolution was filed Wednesday directing the House of Representatives Committee on Human Rights for a deeper investigation on the killing of Dutch missionary Wilhelmus Geertman.

Representative Rafael Mariano (Anakpawis party-list) introduced House Resolution 2551 seeking the House’s rights committee to investigate the killing of Geertman, executive director of the non-government organization Alay Bayan Luson Inc. (ABI-Luson).

Geertman, 67, was killed by two armed men who barged into the office premises of ABI-Luson in L&S Subdivision, Barangay Telebastagan, in this city, on July 3.

Mariano’s resolution takes credence on the results of the fact-finding mission conducted by human rights group Karapatan-Central Luzon, the Promotion of Church People’s Response, Alyansa ng mga Magbubukid sa Gitnang Luson and Bayan Gitnang Luzon, a day following the murder of Geertman.

The civil society groups expressed doubts on the angle being consistently pursued by police investigators of the City of San Fernando Police Compac 4 that the case was simply robbery with homicide.

ABI-Luson’s latest statement stressed that Geertman had been a peasant advocate on the sector’s struggle for land, and that he had campaigned in his homeland in Holland for resources for agricultural production resources for the farmers of Hacienda Luisita in Tarlac.

Geertman was also said to be a staunch environmentalist and had been critical of the big logging operations in the province of Aurora, which the late Dutch man consider his home and where he lived for 23 of the 46 years of his stay in the Philippines.

Barge almost sinks in collision with foreign ship

MARIVELES, Bataan- A barge loaded with 1,050 metric tons of soya beans almost sank when it collided with MV Prosper, a Danish-registered container ship, off the coast of Lucanin in this municipality Sunday evening.

Lt. Junior Grade Ernesto Nunez, Bataan Coast Guard Station commander, said no one was hurt in the collision that happened at about 9:30 p.m. He said that two crew members of the barge were rescued.

Reports showed that MV Prosper left Manila for Manila Bay when for still unknown reason collided with barge Jupiter 333 towed by two tugboats that left Mariveles after loading soya beans.

The Coast Guard said the extent of damage on both the container ship and the barge are still being investigated.

What was certain was that the soya beans were all under water, a CG officer said.

Buoy markers were placed near the barge being part of navigational waters between Mariveles and Corregidor.

The Coast Guard also issued Notice to Mariners to warn incoming vessels.

New mining policy a ‘short-term solution’

AN ALLY of President Benigno Aquino III said Executive Order (EO) 79 should not be treated as a substitute to a new law on mining as this only provides a “short-term solution.”
House Deputy Speaker Erin Tanada said the executive’s new mining policy should instead make the passage of the House of Representatives’ proposed Alternative Minerals Management Bill even more urgent.
“What the Executive has given us here is a starting push, but he cannot do our work for us. Legislation is Congress’ function and beyond even the President’s awesome powers,” the House leader said in a statement.
Malacañang released on Monday EO 79, which prohibits the state from granting new mining agreements until a new legislation on revenue sharing schemes and mechanisms is passed. It seeks to boost government revenues through the five-percent royalty tax on new extractions to in areas to be declared as mineral reservations.
“If the mining industry wants to grow in this country, it has no choice but to participate in the crafting of that new law. Otherwise we are looking at the end of all mining operations by the time the last existing mineral agreement expires,” Tañada said.
The legislator allied with the ruling Liberal Party (LP) also urged the participation of the executive department in the crafting of the new legislation on mining.
Tañada noted that advocates for mining reform have common ideas with Aquino including the increase of excise taxes on new minerals.
“The EO has essentially adopted what we have been arguing for years: that the only way mining is an acceptable activity is if it makes us enough money to off-set the damage it creates,” he said.
The Alternative Minerals Management Bill is now pending before House committee on natural resources’ technical working group led by Ifugao Representative Teddy Brawner Baguilat Jr.
Baguilat has also called for the urgent passage of an alternative mining law to correct the flaws in the Mining Act of 1995.
The alternative mining bill sponsored by Baguilat increases liability and accountability of mining firms in case of environmental disasters and institutionalizes the ban on mining in areas mentioned in the EO, among other provisions.
The measure also proposes that government shall have at least a 10-percent share of the gross revenues from the development and utilization of mineral resources.
In case of mineral operations within ancestral domains, the contractor shall also allot at least 10 percent of the gross revenues as royalty to the indigenous peoples.
House Speaker Feliciano Belmonte Jr. vowed support to the Aquino administration’s direction on mining.
“Definitely the House will support the President’s philosophy with respect to mining. If that is what the leadership wants, then we will do that exactly. We will be backing the President’s version,” he said in an ambush interview.

Palace denies ‘exodus’ in Pagasa

MALACAÑANG on Wednesday denied the supposed plan of weather experts in the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) to resign and go abroad and seek greener pastures.
Deputy presidential spokesperson Abigail Valte said the Palace assured that science and technology experts of Pagasa will get the benefits they deserve as provided under Republic Act 8439, or the Magna Carta for scientists, engineers, researchers and other science and technology personnel in government.
“I cleared the report with the DOST (Department of Science and Technology) and Pagasa and the president of their union Weatherman’s Association assured that they are not planning to launch a strike and they are not leaving the weather bureau,” Valte said.
She said the Palace is aware of the concerns of the weather bureau employees, including the suspension of their benefits.
She said the issue of temporary suspension on the hazard and longevity pay of the employees was due to lack of funds caused by the recent fund shortage in Pagasa.
She assured that the Department of Budget and Management (DBM) is continuously exhausting all its efforts to address the issue.
“We were informed by Director Liboro of the DOST, that the officials of Pagasa met with the officials of DBM yesterday because the DBM reviewed their financial report of operations to look for funds for their hazard pay,” she added.
Recent reports claimed that the government weathermen’s group has been raising their concerns for the suspension of such benefits since March of this year. The benefits include subsistence allowance of P160 per day, hazard pay equivalent to 15 percent of their salary, as well as the longevity pay.

Peace talks ‘on last stretch’

THE government is now on its “last stretch” of the peace negotiations with the secessionist Moro Islamic Liberation Front (MILF), hoping to sign a final peace accord within this year, an official said on Wednesday.
Presidential Adviser on the Peace Process Teresita Deles said President Benigno Aquino III is committed to resolve the differences with the MILF.
“The government is ready to sign a peace agreement with the MILF within the year. We are now on the last stretch of the negotiations, on the substantive agenda and though difficult, the government is committed to resolve differences, and with the MILF, find win-win solutions,” she told reporters in a text message.
The MILF recently spearheaded a general assembly for the Bangsamoro people and other stakeholders in Camp Darapanan, Sultan Kudarat in Maguindanao province.
Over half a million people attended the assembly, whom MILF chairman Al Haj Murad Ebrahim has said fully support the MILF’s position for the creation of a sub state as a solution to the Bangsamoro problem.
Murad also warned that the peace talks between the government and the MILF are now on a “make or break” stage.
“With regard to the issue of sub state, on the Decision Points on Principles which both the GPH (government of the Philippines) and the MILF signed in April this year, both parties have already agreed to the creation of a new autonomous political entity that will replace the Armm, which is expected to provide for genuine autonomy for the Bangsamoro, addressing the root causes of the armed conflict in Mindanao,” Deles said.
The government and the MILF peace panels, led by Marvic Leonen and Mohagher Iqbal, respectively, are expected to resume the formal talks in Malaysia within the month where they are expected to discuss wealth-sharing and power-sharing, among others.

Guv urges farmers to use certified seeds

CITY OF SAN FERNANDO –- Governor Lilia Pineda recently urged farmers in the province to start the planting season right with the use of high quality hybrid and certified seeds.

Pineda believes that with certified seeds, harvest will be increased as much as 10 percent.

The Provincial Government committed to subsidize half of the price per cavan of certified seeds to further increase the earnings of the farmers in the province.

“Mamye yang P600 ing capitol kareng kekatamung farmers basta ing gamitan damu certified seeds bangkanita mitas ing pupul at manakitan lareng kekatamung magsasaka,” the governor earlier told the barangay captains in Arayat town.

She also instructed the village chiefs to coordinate with the municipal agricultural officers for the complete list of farmers including their actual farmed land area.

“Pakisabyan yula ring king MAO para mabilis ing kekatamung pamamye saup karing magsasaka tamu,” the governor said.

It was learned that the use of certified seeds contributes 10 percent to production growth and that there is 10-15 percent yield advantage in using hybrid seeds.

Ex-President Estrada hits LP-NP-NPC coalition for ‘piracy’

Politics may be addition but one should also heed the lessons of the past.
That appears to be former President Joseph Estrada’s message yesterday to President Benigno Aquino III’s Liberal Party as he belittled the new coalition it was assembling and blasted the group for “pirating” senatorial candidates from his United Nationalist Alliance (UNA).
Estrada, who formed UNA with Vice President Jejomar Binay, said the Aquino camp’s move “shows the weakness of the LP.”
“They’re pirating. That shows they cannot complete their lineup,” the 75-year-old ex-President told the Inquirer in a phone interview.
Estrada did not like that Senators Loren Legarda and Gregorio Honasan were being mentioned as possible candidates of the emerging coalition among the LP, the Nacionalista Party (NP) and the Nationalist People’s Coalition (NPC).
UNA earlier drafted Legarda and Honasan as its senatorial candidates.
Estrada said the piracy could boomerang on the administration coalition as what happened to Sen. Manuel Villar, the NP standard-bearer in the 2010 presidential election.
“The people know about it,” he said. “Just like what happened to Villar. He pirated. He lost just the same.”
Legarda, Honasan
Estrada initially reiterated UNA’s policy against accepting “guest” candidates.
“We have an agreement. We will not entertain common guest candidates of other parties,” he replied when asked about the possibility of letting go of some UNA bets. He said vacancies could then be filled by “many up-and-coming” candidates.
But later in the interview, Estrada appeared to have changed his tone and sounded confident the new LP coalition would not be able to lure Legarda or Honasan away from UNA.
He said he had been assured by Legarda that she would not “climb the stage” of another party that would include her as its candidate. In the case of Honasan, he said the reelectionist senator would stick it out with Senate President Juan Ponce Enrile, a senior leader of UNA, “no matter what.”
Allegiance to UNA
Another reelectionist being considered by both UNA and the LP is Sen. Francis Escudero, who bolted the NPC before the 2010 presidential election. But Estrada said he remained unsure whether UNA would get Escudero.
He said: “If they bring our candidates as their guest candidates, we will welcome it. But their allegiance is to our party, UNA.”
Estrada joked there was a bill seeking to punish political “turncoatism.” One of the measure’s prime movers is his son, Sen. Jose “Jinggoy” Estrada, the Senate president pro tempore.
“There’ll be a law against turncoatism. They’re now practicing turncoatism,” he said.
To overwhelm Aquino
Estrada said he was not alarmed by any LP-NP-NPC alliance.
He said he did not consider such an alliance “formidable” and cited a Pulse Asia survey showing Binay and him among the three top political endorsers in next year’s midterm elections, along with Mr. Aquino, who was listed second.
Estrada said his endorsement—along with that of Binay’s and Enrile’s—would overwhelm that of the President’s. “We’re three so we’ll have the edge over their candidates,” he said.
He said another sign of the LP’s “weakness” was the recent attack on UNA’s senatorial candidate, Zambales Rep. Milagros “Mitos” Magsaysay, by administration Sen. Franklin Drilon.
In a media briefing, Drilon endorsed the candidacy of former Sen. Ramon Magsaysay Jr. under the LP, describing him as “the real Magsaysay.” Mitos Magsaysay felt slighted by the description and lambasted Drilon.
Estrada agreed with the feisty congresswoman. “So his wife is also a fake Drilon? That’s insulting,” he said.
Mitos Magsaysay is married to the son of Ramon Magsaysay Jr.’s cousin, former Zambales Gov. Vicente Magsaysay.
Moving on
Malacañang sees nothing wrong with the LP bets campaigning alongside the candidates of the NP, whose former standard-bearer—Villar—had been linked to a road scandal before and during the 2010 presidential campaign.
Presidential spokesperson Edwin Lacierda defended Villar, saying the Senate never passed a proposed resolution censuring the senator in connection with the alleged C-5 Road extension irregularity in 2010.
“Campaigning is campaigning. There were words that were exchanged during that time but we move on for the sake of the country,” Lacierda said at Friday’s news briefing in Malacañang.
Mr. Aquino revealed on Thursday that the LP has had quite successful coalition talks with the NP and the NPC.
Supportive
Pressed for comment whether Mr. Aquino would find it acceptable to work with someone linked to the alleged C-5 overpricing scandal, Lacierda said the Senate resolution on Villar’s supposed involvement in the overpricing was never passed.
“The resolution was not carried. Correct me if I’m wrong,” Lacierda said.
A few days before election day in 2010, Senate President Juan Ponce Enrile accused Villar of raising P5 billion for his presidential campaign kitty from an allegedly irregular transaction involving his real estate firm’s shares.
Lacierda said Villar had been supportive of the Aquino administration’s legislative proposals in the Senate.
“They recognize what’s important for the country … and so they will rise above political differences and see what’s good for all of us,” Lacierda said.
Principles
Lacierda suggested that the public look beyond Villar and see the NP as a party.
“You’re looking at the Nacionalista Party and who will be there? You’re looking at (Senate Minority Leader and reelectionist) Alan Cayetano, who stood for good governance,” Lacierda said. “(Party) principles transcend individual differences.”
Aside from Cayetano, the NP also has in its fold Sen. Ferdinand “Bongbong” Marcos Jr., with whom Mr. Aquino has had political and perhaps even personal differences.
Mr. Aquino recently disapproved military honors for Marcos’ father, the late dictator Ferdinand Marcos.
The Aquino family believes the former dictator was involved in the plot to assassinate the President’s father, former Sen. Benigno Aquino Jr., in 1983.
