Palace: Long-awaited mining EO signed

President Benigno Aquino III has signed the executive order (EO) detailing the government’s much-awaited policy on mining, Malacañang announced Saturday.
Presidential spokesperson Edwin Lacierda said Executive Secretary Paquito Ochoa Jr. would release the EO on Monday.
He said Environment Secretary Ramon Paje would discuss the details of the mining policy before the media in a Palace briefing on that day.
“The decision is so that there would be no qualms as regards this EO because many waited for this and this has long been anticipated by business, especially the mining industry and by environmentalists,” Lacierda said at yesterday’s Palace news briefing.
The revelation that President Aquino had signed the EO came two weeks after he was supposed to have signed it as he himself announced in an interview in Davao City.
Mr. Aquino had indicated a preference for increasing the government’s share in the revenue from the mining industry.
The new mining policy is expected to increase government earnings from the lucrative industry which has seen a high demand for mineral resources. It is also expected to exclude more areas from mining to protect the environment.
Malacañang had previously explained the delay in issuing the policy due to some fine-tuning that the President wanted.
“We have been advised that there are minor revisions to be done,” Undersecretary Abigail Valte had said in a Palace briefing more than two weeks ago.

2 killed in Edsa bus, FX, SUV collision early Sunday

MANILA, Philippines—Two were killed in a vehicular accident that involved a provincial bus, FX van and a sports-utility-vehicle (SUV) on Edsa corner Shaw Boulevard in Mandaluyong City before 7 a.m. Sunday, said a report from Radyo Inquirer 990AM.
The unidentified passenger and driver of the FX van with the plate number UPB-789 were unconscious when they were pulled out by authorities from the vehicle.
The two were brought immediately to the Mandaluyong City Medical Center but were declared dead on arrival.
One of the victims’ ID card revealed he’s a military man.
The driver of the bus, which was bound to Bataan province, survived the accident.
No other information is available about the other passengers as of posting time. Police investigation is still ongoing.

Aquino, Cabinet discuss conflict with China

PRESIDENT Benigno Aquino III and his Cabinet discussed several sensitive matters regarding the country’s territorial row with China during a meeting in Malacañang on Thursday, an official said.
Presidential spokesperson Edwin Lacierda said Friday that there was an exchange of views among the President’s Cabinet on what would be the best approach to resolve the month-long territorial standoff between the two Asian nations.
He said there were several decisions made but he refused to reveal them since the meeting was held in an Executive session.
“The President said the meeting yesterday (Thursday) was going to be held in Executive session so all the staff members were asked to leave the Aguinaldo State Room. So it was only Cabinet secretaries,” he said.
Aside from Cabinet secretaries, Aquino also invited Senate President Juan Ponce Enrile and Senator Antonio Trillanes IV.
Lacierda said the President requested the presence of the two lawmakers due to their expertise in military and maritime issues.
He denied that there were decisions taken that would require legislation.
“It was primarily consultative,” he said.
Lacierda also denied that some of the Cabinet members engaged in heated debates, saying that what happened were merely “healthy discussions” on China issue.
“Nothing that sort happened; it was a healthy discussion on the issue. The President wanted the views and so a number of Cabinet secretaries offer their views on the matter,” he said.
Lacierda also declined to comment whether a decision was reached regarding the redeployment of vessels to the Scarborough shoal.
Aquino last month ordered the pullout of Coast Guard ship and fishing vessels from the disputed Panatag shoal due to bad weather.
On Thursday, he said China was the one dragging the issue on the disputed shoal since they have yet to clear the shoal of their vessels.
The Philippines has maintained to pursue peaceful resolution in resolving the issue on the West Philippine Sea.

MALACANANG said on Saturday that the administration’s Liberal Party (LP) is gearing up for campaign similar to what the United Nationalist Alliance (UNA) has been doing.

Presidential spokesperson Edwin Lacierda made the statement after former president Joseph Estrada of UNA slammed President Benigno Aquino III’s political party, which he accused of pirating senatorial candidates from his own group.
“I think former president Estrada is gearing up for the campaign. What the Liberal Party is doing right now is also gearing up for the campaign for the election in 2013,” he said.

Aquino earlier said that his LP party was successful in its talks to coalesce with the Nacionalista Party of Senator Manuel Villar and the Nationalist People’s Coalition (NPC) of his uncle, businessman Eduardo Cojuangco Jr.

But Estrada reportedly was not happy that LP has been including on its senatorial line-up for 2013 polls Senators Loren Legarda and Gregorio Honasan, who were earlier drafted in UNA.

Aquino, Cabinet discuss conflict with China

PRESIDENT Benigno Aquino III and his Cabinet discussed several sensitive matters regarding the country’s territorial row with China during a meeting in Malacañang on Thursday, an official said.
Presidential spokesperson Edwin Lacierda said Friday that there was an exchange of views among the President’s Cabinet on what would be the best approach to resolve the month-long territorial standoff between the two Asian nations.

He said there were several decisions made but he refused to reveal them since the meeting was held in an Executive session.
“The President said the meeting yesterday (Thursday) was going to be held in Executive session so all the staff members were asked to leave the Aguinaldo State Room. So it was only Cabinet secretaries,” he said.
Aside from Cabinet secretaries, Aquino also invited Senate President Juan Ponce Enrile and Senator Antonio Trillanes IV.
Lacierda said the President requested the presence of the two lawmakers due to their expertise in military and maritime issues.
He denied that there were decisions taken that would require legislation.
“It was primarily consultative,” he said.
Lacierda also denied that some of the Cabinet members engaged in heated debates, saying that what happened were merely “healthy discussions” on China issue.
“Nothing that sort happened; it was a healthy discussion on the issue. The President wanted the views and so a number of Cabinet secretaries offer their views on the matter,” he said.
Lacierda also declined to comment whether a decision was reached regarding the redeployment of vessels to the Scarborough shoal.
Aquino last month ordered the pullout of Coast Guard ship and fishing vessels from the disputed Panatag shoal due to bad weather.
On Thursday, he said China was the one dragging the issue on the disputed shoal since they have yet to clear the shoal of their vessels.

Senator renews call to move school opening to September

MANILA — An administration senator asked his colleagues to consider a proposed measure that moves the opening of classes from June to September to prevent class disruptions as a result of the rainy season.
Senator Franklin Drilon, who filed Senate Bill 2407 two years ago, expressed concern about the safety of students who attend classes despite heavy rains and typhoons.
“I, for one, have two grandchildren who are enrolled in school this year. The fact that they still attended classes last Tuesday when heavy rains flooded most part of Metro Manila gave me reasons to worry over their safety,” he said.
He also noted that the months of June, July and August are peak months for devastating tropical cyclones in the country, opening the possibility for more class suspensions.
Confusion as to who should suspend classes developed again on Tuesday when local government officials failed to dismiss the students early because of the heavy to intense rains brought by a passing low pressure area west of Manila.
“If the school calendar is revised, our schoolchildren will be less exposed to the very adverse weather conditions, especially here in Metro Manila,” Drilon said.
A counterpart bill by Cavite Representative Lani Mercado-Revilla is still pending action at the House of Representatives while Malacañang said the proposal is currently being studied by the Department of Education.(Virgil Lopez/Sunnex)
