Low pressure area brings heavy rains, causes flooding

MANILA (Updated 9:21 a.m.) — The low pressure area (LPA) brings heavy rains on Central and Southern Luzon including Metro Manila and Quirino, causing flooding in some of these areas, the state weather bureau said on Tuesday.
Weather forecaster Boy Soriaga said heavy rains since early Tuesday has flooded some roads in Metro Manila, making these impassable to light vehicles.
This prompted some schools in Paranaque, Pasay, Taguig and Quezon cities to suspend classes.
Soriaga said the LPA was last spotted at 30 kilometers north of Ambulong, Batangas.
Despite bringing heavy rains, he said, the LPA has small chance to turn into cyclone because it is in the landmass. It was expected to dissipate on Thursday.
Soriaga said except for LPA, there is no weather disturbance seen outside the Philippine Area of Responsibility (PAR).
In its 6:20 a.m. advisory, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) issued a yellow warning signal for some areas.
A rainfall of 10.2 millimeters (mm) are expected in Tanay in Rizal; 4 mm at Sangley Point in Cavite; 5 mm at Science Garden, Quezon City; and 3 mm at Port Area, Manila.
Under the heavy rainfall warning system, a yellow warning indicates that an expected rainfall of 7.5 mm to 15 mm within one hour is likely to continue.
Communities under this advisory are advised to be aware of the weather conditions. The bureau warned that flooding may also occur in low-lying areas.
Pagasa said the Central and Southern Luzon will experience cloudy skies with scattered rainshowers and thunderstorms becoming widespread rains over Central Luzon, Quirino and Quezon provinces that may trigger flash floods and landslides.
“Residents living in low-lying areas and along mountain slopes are advised to be alert for possible occurrence of flash floods and landslides,” it said.
The weather agency added Visayas and the rest of Luzon will have mostly cloudy skies with scattered rainshowers and thunderstorms.
Mindanao will be partly cloudy to cloudy skies with isolated rainshowers and thunderstorms.
Moderate to strong winds blowing from the northeast to northwest will prevail over Luzon and coming from southwest over Eastern Visayas.
The coastal waters along these areas will be moderate to rough.
Elsewhere, winds will be light to moderate coming from the southwest with slight to moderate seas. (PNA/Sunnex)

Man, cleared by court of robbery, shot dead

A JAPANESE national is facing charges before the Municipal Trial Court in Cities (MTCC) after he attacked a policeman who was about to arrest him for allegedly molesting a waitress inside a restaurant on June 27.
Charged with direct assault and acts of lasciviousness was Kiniche Kameyama based on the affidavit/complaint of Police Officer 1 (PO1) Edwin Alolor Reboquio of Talomo police.

In a resolution, Prosecutor Victoriano Bello found sufficient evidence to charge Kameyama with direct assault after he grabbed and held Reboquio when the latter tried to arrest him for creating a commotion inside Monnojo’s KTV & Sushi Bar on Quimpo Boulevard.
Court records showed that the Japanese national together with his friend Omal Almasol entered the bar at around 1:30 a.m. of June 27.
Witnesses observed that the two were already drunk when they arrived. The two stayed inside a VIP lounge and ordered drinks.
They allegedly kept on shouting and demanding to have their requested songs be played over the others.
Hours later, Kameyama asked for their bill and Sheena (name withheld), a waitress, handed it to the accused.
In his affidavit, Reboquio said Sheena told him that the respondent touched her legs but was prevented by another waiter.
When the respondent went to the restroom, Kameyama again saw Sheena and allegedly touch the latter’s breast, prompting the bar’s staff to call for police assistance.
Kameyama resisted when Reboquio tried to arrest him. Amasol also interfered causing the delay of the arrest, thus the filing of case.
Reboquio filed direct assault and obstruction of justice complaints against Kameyama and Amasol, respectively.
However, the CPO recommended the filing of grave coercion, instead of obstruction of justice charges against Amasol for interfering and blocking the way to delay the arrest of Kameyama.
Bello recommended P12,000 bail to each of the charges filed against the Kameyama and Amasol.

MANILA (Updated 9:23 a.m.) — A low pressure area (LPA) that brought heavy rains on Tuesday to a wide part of Luzon, including Metro Manila, continues to move toward Zambales and is expected to dissipate on Wednesday afternoon, according to the state weather agency.
However, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said the LPA will still bring rains over Luzon.
Weather forecaster Boy Soriaga said that as of 2 a.m. Wednesday, the LPA was spotted at 60 kilometers north northwest of Iba, Zambales.
Soriaga said the LPA will still affect Northern and Central Luzon, including Metro Manila. These areas will experience scattered rainshowers.
The LPA has no chance to turn into a cyclone and is expected to dissipate on Wednesday afternoon or Thursday morning, he said.
Soriaga said that except for the LPA, there is no weather disturbance seen outside the Philippine Area of Responsibility.
In its advisory, Pagasa said Luzon and the Visayas will experience mostly cloudy skies with scattered rainshowers and thunderstorms, becoming cloudy with widespread rains over the western sections of Northern and Central Luzon that may trigger flash floods and landslides.
“Residents living in low-lying areas and along mountain slopes are advised to be alert for possible occurrence of flash floods and landslides,” Pagasa said.
Mindanao will have partly cloudy to cloudy skies with isolated rainshowers or thunderstorms.
Moderate to strong winds blowing from the southwest to southeast will prevail over Northern Luzon and coming from the southwest over the rest of Luzon and the Visayas. The coastal waters along these areas will be moderate to rough.
Elsewhere, winds will be light to moderate coming from the south to southwest with slight to moderate seas.
Meanwhile, Gine Nievares, Pagasa hydrologist, said that they are still monitoring Ipo Dam in Norzagaray, Bulacan and La Mesa Dam in Novaliches due to the continuing rains.
Nievares said that as of 6 a.m. Wednesday, Ipo Dam had 100.15 meters, very slightly less than the 100.80-meter normal water level.
Nievares said that they also monitoring the water elevation at La Mesa Dam, which is nearing the overflow level.
“As of 6 a.m., La Mesa Dam had 79.76 meters, medyo malayo sa normal water level of 80.15 meters. La Mesa Dam has no gate vales and may just overflow once the water level exceeds the normal level,” she explained.
Tullahan River traverses several barangays in Novaliches, both in Quezon City and Caloocan City, Valenzuela City and Malabon City.

Government suspends classes, work in NCR

MANILA (2nd Update, 1:40 p.m.) — Classes from pre-school to high school levels in Metro Manila were cancelled Tuesday morning due to rains spawned by a low pressure area (LPA) west of the capital.
The bad weather also prompted Senate President Juan Ponce Enrile to cancel work at Senate at 10 a.m. while the Supreme Court suspended work in all lower courts including Sandiganbayan, Court of Appeals, and Court of Tax Appeals starting at 3 p.m.
At 2 p.m. Tuesday, House Secretary General Marilyn Barua-Yap announced the work suspension at the House of Representatives.
Malacanang, for its part, said there is no suspension of work in government offices.
The Department of Education (DepEd) announced suspension of classes in the cities of Manila, Muntinlupa, Quezon, Pasig, Makati, San Juan, Taguig, Caloocan, Pasay, Navotas, Mandaluyong, Cainta, Marikina, Parañaque and Valenzuela.
The bad weather also caused heavy traffic along the north and south-bound lanes of Edsa, the capital’s busiest highway, the Metropolitan Manila Development Authority said.
The following schools have announced suspension of classes:

3. San Beda
4. De La Salle University College of St. Benilde
5. Central Colleges of the Philippines (High school and college)

Nikos Peñaranda, forecaster at the Pagasa, said the weather disturbance is heading for an exit toward the West Philippine Sea by Thursday.
“Metro Manila will still experience some rainshowers on Wednesday morning but after that, we expect an improved weather condition. We also see the same for surrounding provinces,” he said in an interview.

Despite rains, Angat water remains low, nears critical level

MALOLOS CITY—Water elevation at the Angat Dam has remained low and nearing critical level despite rains brought by successive typhoons that hit the country.

This developed as the Pampanga River Flood Forecasting and Warning Center (PRFFWC) advised Bulacan and Pampanga residents living in low-lying areas to be on alert for possible flooding as typhoon Dindo is expected to bring more rains.

Records obtained by Punto from the Provincial Disaster Risk Reduction Management Office (PDRRMO) showed that water elevation at the Angat Dam dropped to 186.51 meters above sea level (masl) yesterday morning from 186.84 masl recorded on Wednesday.

The said water elevation is just six meters above the 180 masl critical level.

Liz Mungcal, head of the Bulacan PDRRMO said typhoons Butchoy and Dindo brought minimal rainfall in the eastern part of the province were the dam is located.

She said that despite the low water elevation there is nothing to worry about as more rains are expected in the coming days.

“Typhoon season na, kaya anytime ay madadagdagan ang tubig sa dam dahil madalas na ang pag-ulan,” she said.

Located on the hills of Sierra Madre in Norzagaray town, Angat Dam supplies 97 percent of Metro Manila’s potable water requirement.

As this developed, the PRFFWC warned residents living on low lying areas and river banks in Bulacan and Pampanga to be on alert for possible flood.

Based on PRFFWC forecast issued at 9 a.m. yesterday, they expect 40 to 60 millimetres of rainfall in the next 24 hours.

In the previous 24 hours before the forecast, the PRFFWC recorded a 30 millimetres of rainfall from their rain gauge stations.

Watercourses likely to be affected by the possible rainfall are the tributaries of the Rio Chico River, the Candaba Swamp, the lower main of the Pampanga River and the tributaries of the Angat River in Bulacan.

The PRFFWC also warned residents living in high-tide-affected areas.

LUNGSOD NG MALOLOS—Tiniyak ng Department of Environment and Natural Resources (DENR) na higit na paiigtingin ang pagbabantay sa mga minahan at kabundukan.

Ito ay sa pamamagitan ng makabagong teknolohiya tulad ng mga sensor at mga aerial drones na may camera.

Dahil dito, masusubaybayan ng DENR ang mga gawain sa minahan maging ang bahagi ng kabundukan na pingsasagawaan ng logging o pamumutol ng punong kahoy.

Ayon kay Ramon Paje, Kalihim ng DENR, nakipag-ugnayan na siya kay Mario Montejo, ang kalihim ng Department of Science and Technology (DOST).

“There must be a science in it,” ani Paje sa 10 piling mamamahayag na kalahok sa Environmental Investigative Reporting Fellowship na inorganisa ng International Women’s Media Foundation (IWMF).

Si Paje ay nagsilbi bilang isa sa mga panauhing tagapagsalita sa nasabing pagsasanay na isinagawa sa Astoria Plaza sa Ortigas sa Lungsod ng Pasig nitong Hunyo 20-23.

Nilinaw niya na ang paggamit ng makabagong teknolohiya sa pangangalaga sa kalikasan ay bahagi ng mga probisyon ng nakabimbing Executive Order hinggil sa pagmimina na habang sinusulat ang balitang ito ay naghihitay pang lagdaan ni Pangulong Benigno Aquino.

“It will be a game-changer sa mining industry because it will raise the bar of standards with the use of state of the art technology in all mining operations,” aniya.

Ito ay may kakayahang matukoy ang antas ng mercury at cyanide, na kapwa nakalalasong kemikal na gamit sa pagmimina.

Ipinaliwanag pa niya na ang mga impormasyong magmumula sa mga sensor ay maaaring mabasa at maanalisa nila sa kanyang tanggapan.

“They call it telemetry and we can get real time results from the sensors, so kahit di namin puntahan, we will already have an idea,” aniya.

Bukod dito, sinabi ni Paje na gagamit din sila ng mga aerial drones o maliliit na eroplanong may kamera na paliliparin sa himpapawid ng mga kabundukan at maging sa mga lugar na napinsala ng kalamidad.

“It is cheaper and safer than sending personnel to mining and logging areas,” aniya, at nilinaw na ang mga aerial drones ay ginagamit na ng ilang ahensiya ng gobyerno ngayon.

Ipinagmalaki pa niya na mas malinaw ang mga kuhang larawan ng mga aerial drones kumpara sa satellite, dahil mas mababa ang lipad nito.

“Images taken by drones have resolution of one meter compared to satellites images which have 10 meters resolution,” ani ng kalihim.

On fDi Magazine ranking Clark cited anew as ‘Global Free Zones of the Future

CLARK FREEPORT – The Clark Freeport has again landed on the pages of Foreign Direct Investment (fDi) Magazine as one of the top Global Free Zones of the future for 2012/13.

In 2010, fDi Magazine, published by the prestigious London-based The Financial Times Business Group, has also cited Clark and its potentials as a world-class economic haven.

Clark Development Corporation (CDC) Chairman and Officer-In-Charge Eduardo Oban, Jr. said this Freeport ranked number eight in the magazine’s list of global Freeport zones in the world. Dubai Airport Free Zone (Dafza) topped this year’s list followed by UAE-based Dubai International Financial Centre in second place and Shanghai Waigaoqiao Free Trade Zone in China for the third spot.

The other companies in the top 10 list are Iskandar in Malaysia, DuBiotech in UAE, Tanger Free Zone in Morocco, Freeport of Ventspils in Latvia, Chittagong Export Processing Zone in Bangladesh, and UAE-based Dubai Media City.

The Clark Freeport also ranked third in fDi Magazine’s top five best airport zones in the world. First on the list is Dubai Airport Free Zone followed by Tanger Free Zone in Morocco.

The fourth spot was awarded to Mauritius Freeport in Mauritius while tied in fifth place are Salalah Free Zone in Oman and Bahrain International Airport in Bahrain.

The magazine said at least 600 free zones across 120 countries were invited by fDi to complete a survey requesting both qualitative and quantitative data regarding their free zones.

Kaugnay nito, ibinulgar ni Salceda na hindi nakonsulta ang mga pamahalaang lokal sa inihandang executive order (EO) ng Malakanyang hinggil sa pagmimina; samantalang inilarawan niya ang mga ordinansang laban sa pagmimina na pinagtibay ng 40 lalawigan bilang isang halimbawa ng bagong pag-asa sa mga pamayanan sa lalawigan.

Samantala, ipinahiwatig din ng gobernador na ang nasa likod ng nakabinbing EO sa Malakanyang ay isang grupo ng mayayamang elitista; at nilinaw na ang pagmimina ay isang negosyong para sa mayayaman lamang.

“He should resign because he is supposed to regulate the industry and yet he leans towards promoting the interest of the mining companies,” ani Salceda sa 10 piling mamamahayag na kalahok sa Environmental Investigative Reporting fellowship na inorganisa ng International Womem’s Media Foundation (IWMF) at isinagawa sa Astoria Plaza sa Ortigas sa Lungsod ng Pasig noong Hunyo 20-23.

Ipinaliwanag niya na kung mayroong dapat mamamagitan sa mga nagbubungguang hanay ng mga pamahalaang lokal at kumpanyang nagmimina, ito ay walang iba kundi si Jasareno.

Hinggil sa nakabingbing EO sa pagmimina, sinabi niya na hindi kinonsulta ng Malakanyang ang mga pamahalaang lokal.

“They should have consulted the local government units through the Regional Development Councils (RDCs) or social action center and other agencies that provide voice to local communities,” sabi ng gobernador na kasapi ng Liberal Party patungkol sa Malakanyang.

Bilang isa sa mga tagapayo ni dating Pangulong Gloria Macapagal Arroyo, hindi inilihim ni Salceda ang harapang pagtutol sa pagmimina.

Iginiit niya na madalas nilang pagtalunan ni dating Environment Secretary Michael Defensor ang usapin ng pagmimina.

Dahil naman sa pagpapatiaby ng 40 lalawigan ng mga ordinansang tutol sa pagmimina, nagbabala si Salceda sa posibilidad ng banggaan sa pagitan ng mga pamahalaang lokal at ng Malakanyang.

Ito ay dahil sa ang mga pamahalaang lokal ang kumakatawan sa mga mamamayan sa pamamagitan ng mga nasabing ordinansa, samantalang ang Malakanyang ang lumalabas na kumakatawan sa interes ng mga kumpanyang nagmimina.

Sa panayam ng mga mamamahayag hinggil sa nararamdamang di pagkakaintindihan ng Malakanyang at mga pamahalaang lokal, simple ang kanyang nasaging sagot.

Ito raw ay dahil sa impluwensiya ng mga “unenlightened unelected elite” na nasa likod ng pagbuo ng EO.

Para sa gobernador, ang pagmimina ay hindi para sa mahirap, sa halip ito ay negosyo ng mayayaman.

PAGASA launches Typhoon and Flood Awareness Week

BALANGA CITY The Philippine Atmospheric, Geophysical and Astronomical Service Administration (PAGASA) on Wednesday launched in Bataan the Typhoon and Flood Awareness Week and supervised a flood drill in a flood-prone area here.

Venus Valdemoro, PAGASA information officer, said Pres. Benigno Aquino III issued a proclamation designating the third week of June as Typhoon and Flood Awareness Week for which Pagasa is the lead agency.

“Pagasa is the lead agency to supervise activities and we are here in Balanga for the flood drill conducted by the City Disaster Risk Reduction Management Council,” she said.

Valdemoro said the activity in Balanga is the first drill supervised by Pagasa since the President issued the proclamation.

“Maganda ang drill na ganito para alam namin ang gagawin, alam kung saan tatakbo pagdating ng saklolo,” said Neneng del Mundo, one of the participants in the drill.

She said she carried with her a pillow, medicine kit, alcohol, flashlight, candle, cotton, cash money, water, water container.”Pati marriage contract dala ko para hindi makatakbo asawa ko,” the woman said in jest.

The drill participants are from Sitio Pio del Mar in Barangay Cupang Proper in Balanga City. The sitio is adjacent to a big river. “Lampas tao na umaabot ng 18 feet,” del Mundo said as to the depth of the flood waters in their area.

A village watchman banged the improvised bell repeatedly to advise residents to evacuate the area upon receiving instruction from Cupang Proper barangay captain Norman Guila who was at his command post in the barangay hall.

Guila said 67 families of more than 100 residing along the river bank in Pio del Mar participated in the exercise.

Old men, children and women composed the “evacuees” who were guided by city marshalls, barangay tanod and kagawad, police and CDDRMC officials to waiting vehicles on designated three “pick up points”.

The “evacuees” were brought to the evacuation center at the Cupang Elementary School where they were given food and checked for high blood pressure and other ailments.

Balanga’s CDRRMC chief Engr. Dennis Mariano and Johnrey Amado with Guila and PAGASA people managed the activity.

Dengue rises in Santo Tomas town

SANTO TOMAS — Some 30 individuals from Purok 1 in Barangay Moras Dela Paz in Santo Tomas town are now afflicted with the dengue virus, the mayor confirmed Wednesday.
Mayor Lito Naguit said the dengue cases have been recorded by the municipal health office for the past two weeks, leaving one casualty from the same barangay.
He assured residents, however, that the Municipal Government is on top of the situation and is doing all the necessary efforts to prevent the prevalence dengue cases in the locality.
“Nag-purchase na po tayo ng mga gamot na kailangan natin sa paglaban sa dengue. Nagkaroon na rin tayo ng fogging activity sa Barangay Moras para sa ating mga kababayan doon,” he said.
The mayor also stated that canalization project in the said area is ongoing to make sure that water will not get stagnant especially this rainy season.
“Ini-encourage din natin ang ating mga kababayan na maglinis ng kani-kaniyang bakuran para mawalan ng lugar na pweding pamahayan ng lamok na may dengue virus,” Naguit added.
Earlier, Governor Lilia Pineda instructed various district hospital chiefs to treat dengue patients at no cost, as the same will be shouldered by the Provincial Government.

Tarzan fears double-cross, decides to run for mayor

ANGELES CITY – First District Rep. Carmelo “Tarzan” Lazatin will not seek re-election and instead run for mayor in 2013, challenging the incumbent mayor whom he helped win by one of the largest margins in this city’s political history.

In an exclusive interview on Tuesday, Lazatin said he feared “double cross” so he decided to run against Mayor Edgardo “Ed” Pamintuan.

He and Pamintuan combined forces in 2010, helping the latter to beat then incumbent Mayor Francis “Blueboy” Nepomuceno by some 24,000 votes.

Lazatin, on the other hand, trounced his closest rival former Angeles City Councilor Ares Yabut by at least 120,000 votes.

The two-term congressman alleged that Pamintuan had “made early moves going to the direction of junking” him in favour of Pampanga Vice Gov. Joseller “Yeng”Guiao. The three-term vice governor earlier announced his plans to run for congressman.

“In the end, Pamintuan and his allies will junk me and I don’t what that to happen,” said Lazatin. He stressed that he had verified “not just twice but many times” Pamintuan’s alleged “hidden support” to Guiao.

Lazatin lamented that Pamintuan had stopped mentioning him and his projects as congressman in the mayor’s recent public speeches.

“History repeats itself,” said Lazatin, referring to an incident in 1995 when then re-electionist Mayor Pamintuan allegedly abandoned him and supported his rivals for congressman, including the late Mabalacat Mayor Catalino Domingo. Lzatin and Pamintuan both won then.

URGED BY TRADERS

Lazatin disclosed that businessmen in this city have been urging him to run for mayor because they are comfortable with him as top local chief executive.

“My policy of not asking, demanding or extorting from businesses when I was mayor is not just a press release but in deeds and actions unlike others,” said Lazatin.

“I want to make Angeles City prosperous again by simply making businesses thrive and make them comfortable,” added Lazatin.

NO VICE MAYOR

Lazatin said he will not take “any vice mayor” in his line-up but will include at least three councilors.

He said he “will welcome all support,” including from those planning to run for vice mayor as independent candidates. Those who are reportedly planning to run for vice mayor are CouncilorsAlfieBonifacio and Jesus “Jay” Sangil and Balibago Barangay Captain Rodelio “Tony” Mamac.

“I have invited to join Mamac but as a councilor,” he added.

ONE TERM ONLY

Lazatin said he had checked on the sincerity of Pamintuan who vowed to sit as mayor only for one term before the elections last 2010.

“I told Vice Mayor Vicky (Vega-Cabigting) to ask Pamintuan if he will not seek re-election in 2013 as promised.

I offered my post (as congressman) so that Pamintuan can take it and for Vicky tol run for mayor next year,” said Lazatin.

“My fears were confirmed. Pamintuan is not sincere, as he told the vice mayor he would seek a second term as mayor,” he added.

Punto Central Luzon called up Tuesday morning the City Information Office (CIO) for the reactions of Pamintuan.

The CIO said they have no statements to issue, as yet.

PNoy urged File charges before ITLOS over boat ramming incident

ANGELES CITY- President Aquino should have “the political will to pursue charges” before the International Tribunal on the Law of the Seas (ITLOS) against the Australian owner of a cargo ship which rammed into a fishing boat that killed last June 20 a Filipino fisherman off the coast of Bolinao, Pangasinan where four more fishermen remain missing.

The President should also consider charges against the Chinese government and the Hong Kong Administrative Region where the ship, MV Peach Mountain, was registered, said leaders of the activist fisherfolk group Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) and Anakpawis party list.

Anakpawis vice-chairperson Fernando Hicap and Pamalakaya vice chairperson Salvador France said the President seemed reluctant to act decisively on the incident.

This, as they cited the perception that the US would want the incident shelved so as not to antagonize Australia whom they described as “US’ junior partner in Asia.”

“If Mr. Aquino really wants to deliver justice to the Filipino small fisherfolk, then by all means, he should assert the politically correct and morally right actions and pursue the cause for justice at all cost,” they said.

The Pamalakaya and Anakpawis party recalled that the Philippine Coast Guard (PCG) confirmed that MV Peach Mountain was the only cargo commercial vessel within the vicinity when the incident happened on June 20.

The same vessel was identified by the survivors, they noted.

Hicap and France said the case involving MV Peach Mountain can be brought to the International Tribunal on the Law of the Seas (ITLOS) or any international forum that can hear the people’s complaint.

“But Malacanang’ present occupant this time wants to downplay the issue to avoid a confrontation with the Australian government, since the vessel is owned by an Australian company which is registered and docked in Hong Kong— a political administrative region of Beijing.

There’s a lot of horse trading and under-the-table talks going on on how to tone down the issue and make it into a thing of the past”, they said.

The incident last June 20 occurred in the area of Scarborough shoal which has been the vortex of a territorial dispute between the Philippines and China, although Malacanang has insisted it had nothing to do with the dispute.

Both Pamalakaya and Anakpawis have been batting for a diplomatic resolution of the territorial controversy as being “in the highest interest of the Filipino and the Chinese people.”
