Like most Fernandinos, I am as surprised as the next person that an Edsa-Ato tandem surfaced.

All my three terms in office, I have been a team player supporting the Oca-Edsa team. To this day, that’s about eight years now. We have fought together in election after election side by side, with our principles intact, winning over and over as a team.

Early at the start of my third term in 2010, the Oca-Edsa tandem once again approached me and requested me to take one for the team.

I was to set aside my personal political aspirations and give way once again to effect an Edsa-Lazatin tandem in 2013.

This move, I was told, was to strengthen the LP ticket in the City of San Fernando in 2013. For the love of the team, for the principles we have continued to fight for, I relented. Isinantabi ko ang personal kong kagustuhan, para sa kapakanan ng marami.

Mahirap gawin dahil alam ko ang kakayanan ko bilang lider, pero ginawa ko para sa ikabubuti ng City of San Fernando.

After that talk with the local LP leadership. I once again buried myself with work.

I focused on my work in uplifting education and creating an environment for good governance.

Then one day, lo and behold, I was suddenly taken aback by the announcement of an LP ticket, this time with a new tandem, the Edsa-Ato ticket. No one from my party approached me regarding this new development.

I was as shocked as an ordinary person receiving the news for the first time. I was not even given the courtesy of knowing this new development before they unveiled the new tandem.

While I can speculate all I want about the politics that came to play to arrive at this tandem, I feel that the best way for anyone to get real answers is from the original Oca-Edsa tandem.

They are in the best position to answer the questions in all our minds. What kind of negotiations led to an Edsa-Ato tandem? I am sure the Fernandinos would like to know.

ANGELES CITY – Newly-formed local political party of Angeleños, the Partido Abe Kapampangan (PAK), continues to gain strength and support in the grassroot level.

This was revealed by Alexander Cauguiran, PAK president, as more Angeleños confirmed their interest of joining the said political group.

Local leaders from different organizations such as women’s group, transport groups, senior citizens and fraternities have already joined the local political party of Mayor Edgardo Pamintuan.

“As of June 21, 2012, we now have 198 chapters with 7,321 full-fledged members in 33 barangays of Angeles City,” Cauguiran noted.

The party was established only last March 28, 2012 at the Mars Garden Restaurant in Balibago.

“There is an overwhelming support and enthusiasm among Angeleños to join the Partido Abe Kapa
mpangan,” Cauguiran stressed.
PAK was organized in a bid to broaden grassroots participation in local politics and policy-making.

“They all believed in the principles and advocacies of the Partido Abe Kapampangan which are: parity and equitability in development, participatory governance, efficiency in the delivery of basic services and transparency and accountability,” Cauguiran said.

He said that ordinary folk in the community joined every party orientation conducted almost daily including Sundays.

“They readily accept the challenge to become leaders of their own chapters and serve their communities,” Cauguiran added.

Some of the community issues identified during party planning are the problems on proper waste disposal, medical assistance, abusive city traffic enforcers, registration of voters and livelihood assistance.

In response, the party leadership has vowed to work on these problems.

PAK is a local political party led by Mayor Ed Pamintuan, as founding chairman with Vice Mayor Vicky Vega Cabigting, as vice chairman.

Other party officials are Alex Cauguiran, as president; Councilor Jesus Sangil, VP for Electoral Affairs; Arthur Non, VP for Socio-Political Campaigns and Advocacies; Danilo de Austria Consumido, secretary-general; William Aguilar, deputy secretary-general; Atty. Dennis Albert Pamintuan, treasurer; and Mark David, party auditor.

PAK has a national reach and membership among Kapampangans who reside outside Pampanga or Angeles City and is seen to actively participate in local and national elections, either through the fielding of its own candidates and/or adoption of national candidates, based on principled alliances with other political groups and parties.

NOW that the interviews of contenders for the Chief Justice post will be covered live by the press, Senator Francis Pangilinan said the public should also be given a chance to submit guide questions the screening body can use in grilling candidates.
For one, Pangilinan would like to know how nominees who are closely identified with President Benigno Aquino III would respond to questions regarding doubts as to their independence.
So far, only Justice Secretary Leila de Lima and Internal Revenue Commissioner Kim Henares are among the Cabinet officials who have yet to accept or decline their respective nominations. They have until July 2 to do so.
The lawmaker likewise wanted to know the candidates’ response to challenges on how to improve the conviction rate (presently at 16 percent) in criminal cases and ensure impartiality of judges and justices.
“Whether they answer the questions convincingly or not then the public will be better aware of their fitness. The public has the right to know about this and other critical issues,” said Pangilinan, an administration ally.
Pangilinan, who represented the Senate in the Judicial and Bar Council (JBC) from 2001 to 2007, also asked the body to do their homework and ensure that the difficult questions that need to be asked must be posed so that the issues can be cleared in public.
“The JBC members, especially the regular members, must rise up to the occasion and ensure that the selection process must be tough on the nominees but fair,” he said.
The interviews will be held sometime in July, after which the JBC will vote on the candidates and submit at least three names to President Aquino, who will then choose the replacement to ousted Chief Justice Renato Corona.

BEING a creation of Congress, the Bangko Sentral ng Pilipinas (BSP) should not lend $1 billion to the International Monetary Fund (IMF) as part of an initiative to rehabilitate debt-ridden economies in Europe, a senator said Tuesday.
Senator Ralph Recto said BSP’s Congress-enacted mandate is affirmed by the P40-billion infusion approved by Congress for its recapitalization when it repudiated its old self, P20 billion of which had already been appropriated in the past national budgets.
Debunking Recto’s view, BSP Deputy Governor Diwa Gunigundo said the New Central Bank (Republic Act 7653) passed by Congress authorizes the agency to do so.
Section 75 of the said law states that the Monetary Board may authorize the BSP to grant loans to and receive loans from foreign banks and other foreign or international entities, both public and private.
The BSP may also “engage in such other operations with these entities as are in the national interest and are appropriate to its character as a central bank. The Bangko Sentral may also act as agent or correspondent or such entities.”
“The BSP charter authorizes us to lend to IMF in the context of our responsibility to manage our international reserves,” Gunigundo told Sun.Star.
Recto said the people must also be made to understand why the government is lending out to IMF while the money could be better used to bankroll projects such as school buildings, hospitals and other key infrastructures.
Doing so, Gunigundo said, would be a violation of the law as he asked camps opposed to the loan to get necessary information from the BSP.
“International reserve assets are claimed on non-residents. Thus, we cannot use the reserves to lend out to both the Philippine public and private sectors. Reserves can only be used on obtaining foreign-dominated assets issued by non-residents,” the BSP official said.
The country’s international reserves stood at $76 billion in May.
Recto said the country would not be judged on how it helped the troubled European economies, but on how it exercised fiscal maturity to achieve long-term growth and spared itself from possible debt crisis.
Presidential spokesperson Edwin Lacierda said the Palace respects Recto’s opinion but leave the matter to the BSP.
“I think the fact is the BSP has already committed to loan $1-billion to IMF. They can ask BSP the reason for doing so,” said Lacierda.
Not a waste of money
Lacierda maintained that BSP’s decision to loan $1 billion to the IMF is “not a waste of money” and it is meant to help a fellow country in need.
“We are not wasting the money. It’s a loan. IMF would pay us back the loan. Non-monetarily, it’s going to help us because it’s going to help the economy of Europe,” the Palace spokesperson said.
Lacierda said it was the country’s interest to help a sizeable number of overseas Filipino workers (OFWs) who work and live in Europe.
He added the OFWs would be adversely affected should the economy of the country they work and live in continues to slowdown.
“It’s in our interest to protect—to help those economies because we have a substantial number of Filipinos there,” Lacierda said.
“What if we lose our OFWs in Europe because they will be sent home due to lack of jobs in Spain, in Italy,” he added.
Asked if the Palace agree with the proposed resolution in the Congress to investigate the loan, he said “we cannot stop them from investigating.”
‘Arrogant pretension’
Several lawmakers and groups criticized the government’s move to lend money to IMF.
The Freedom from Debt Coalition (FDC) described the BSP’s move as “arrogant pretension of a country very much in debt.”
The group held a protest action outside the BSP building in Quezon City to voice their concerns to the government.
FDC members lambasted the government for “being fast in allowing the IMF to manage our money, yet being slow in allocating funds for basic social and economic services.”
“With this US$1-billion pledge, the government is in effect flaunting the liquidity of its coffers and seeking higher credit rating from Fitch, Standard & Poor and Moody’s,” the group said.
FDC president Ricardo Reyes also questioned why the Philippines granted the loan to IMF, which they say would only be used to “prolong its life and even expand its exploitative operations.”
FDC also warned the government of the “true” intent of the fund the IMF is raising, saying that “it is not the people of Greece, Spain or Ireland the IMF is bailing out, but the irresponsible private banks that made loans to these countries.”
Reyes cited reports that German and French private banks hold some 70 percent of Greece’s $400 billion debt.

CITY OF SAN FERNANDO – Mayor Oscar Rodriguez has made it to the final list of awardees for the 2012 Civil Service Commission’s (CSC) Search for Outstanding Public Officials & Employees.
This was disclosed by the CSC Monday being the Honor Awards Program (HAP) secretariat that conducts the annual search for public service exemplars based on the 1987 Philippine Constitution and as provided by law.
Public Employment Services Offices (Peso) Manager Donny Sayre also made as finalist.
The CSC described the annual nationwide search as the agency’s advocacy of promoting excellence, recognizing and rewarding civil servants for their outstanding performance, contribution and achievements or consistent manifestation of exemplary ethical behavior in public service.
It is also deemed as the highest and most coveted recognition to be conferred by no less than the President of the Philippines.
Rodriguez will compete in the finals with eight other outstanding civil service officials, among them Mayor Edward Hagedorn of Puerto Princesa City, Palawan; Jose Garcia of Balanga City, Bataan; and Governor Vilma Santos-Recto of Batangas.
Sayre on the other hand was included in the top 12 individual finalists for the CSC “Pag-asa” Awards for his exemplary service in the local government unit. He was also conferred Best Peso Manager in 2011 along with Rodriguez as Best Peso local chief executive.
During the Monday flag rites at City Hall, Rodriguez expressed happiness for being a step away from winning the prestigious award. “It is really overwhelming to know that two civil servants here in San Fernando are again recognized as the best public servants in the country,” he said.
The criteria for the Lingkod Bayan and CSC Pagasa Awards include noteworthiness of outstanding performance or contributions; impact of performance or achievement; reliability and effectiveness; consistency of performance; demonstration of teamwork; cooperation; and camaraderie and cohesiveness.
The awards will highlight the annual celebration of the Philippine Civil Service Anniversary in September.
