30 vying for slots in LP senatorial slate

PRESIDENT Benigno Aquino III said Monday that at least 30 people have expressed interest to join the administration’s senatorial ticket in 2013.
“There are at least 30 or 32 names for the 12 slots,” Aquino said in an interview during the mass oath-taking of new Liberal Party (LP) members in the Cordillera Administrative Region.
Aquino disclosed earlier the names of Customs Commissioner Rozzano Rufino Biazon, Technical Education and Skills Development Authority Director General Joel Villanueva, Aurora Representative Juan Edgardo Angara and former Akbayan Representative Risa Hontiveros as those who will have sure slots in the LP senatorial slate.
The Chief Executive said he will make the announcement of the entire LP senatorial slate at a proper time.
In his speech during the oath-taking of LP members in La Trinidad Benguet, Aquino welcomed the 300 new members of his party, saying making LP stronger will ensure continuity of the reforms initiated by his administration.
He said he expects the new members to become leaders who will lead the people to the righteous path.
Joining the President during the event were Transportation and Communications Secretary Manuel Roxas II, Interior and Local Government Secretary Jesse Robredo, House Deputy speaker Erin Tanada and Ifugao Representative Teddy Baguilat.

Aquino assures assistance, justice for fishermen

PRESIDENT Benigno Aquino III assured on Monday necessary assistance to the victims of reported collision between a Philippine boat and a Chinese fishing vessel in Bolinao, Pangasinan.
President Aquino refused to blame China on the incident, saying he is still waiting for the result of the investigation.
“There is an investigation, determination of cause, determination of who is at fault. Then after all of this investigation, then that tells us where we will proceed,” Aquino said in an interview in Benguet.
“So now, let us not pinpoint to anyone while there is no sufficient evidence,” he added.
The National Disaster Risk Reduction and Management Council (NDRRMC) reported Sunday that a Filipino fisherman died while four of his colleagues remain missing after a Chinese vessel allegedly rammed their boat.
The fisherman who died in the incident was identified as Christopher Carbonell from Bolinao, Pangasinan, while the four missing fishermen were identified as Fred Celino, Arnold Garcia, Domy de los Santos, and Amante Resonable.
The Chinese Embassy denied on Monday the incident, saying it has not received any report about the collision last June 20.
Aquino vowed justice for the victims of the collision.
“If there was a ramming incident and you left the fishermen in the middle of the sea — that is in clear violation of the laws governing the seas. That is actionable. We can go to the appropriate fora to file the necessary charges for justice for our fishermen,” he said.
Aquino said the government is rendering assistance to the three fishermen who were rescued, namely: Edimio Balmores, Herman Balmores, and Celino Damian.
The three are currently confined at Gabriela Silang General Hospital in Vigan City, Ilocos Sur.
Aquino said there is still no definite plan if he will visit the three survivors, noting they are being assisted by the Department of Social Welfare and Development.
“The authorities could not get statements from them because they are still suffering from hypothermia, rapid loss of body warmth. So, they still could not talk. There is no point if I go there because I cannot speak to them,” he said.
Aquino, meanwhile, said that the Philippines will not be sending back ships to the Panatag Shoal anymore because there is no presence of Chinese vessels in the area.
“If all the ships are no longer there, there is no purpose for them to be there,” he said.
He refused, however, to say if the return of ships means the end of the standoff, saying he is still waiting for the result of the latest survey of the Philippine Coast Guard.

Science High scholars win int’l awards

CLARK FREEPORT – Scholars of the Philippine Science High School (PSHS) Clark, Pampanga won two international competitions in England and Brunei recently.
Joshua Miguel Danac was a finalist while Samantha Beatrice De Guzman and Stephanie Kate Agor won Honorable Mention Awards in the “Dear Mr. UN Secretary-General International Schools Essay Writing Contest,” Secondary Schools Category with 576 entries worldwide.
The contest was organized by The Living Rainforest, an indoor greenhouse tropical rainforest located in Hampstead Norreys in Berkshire, England.
On the other hand, the PSHS Western Visayas emerged as grand winner in a recent competition after pocketing seven gold medals in all science categories in the Brunei Darussalam’s Andulao rainforest science laboratory skills contest participated by high school students from seven member countries of the Association of Southeast Asian Nations (Asean) and two countries outside the region.
The team of Ina May Sison, Magin Benedict Ferrer and Vicah Adrienne Villanueva of PSHS Western Visayas in Jaro, Iloilo City won seven gold medals in the recent Asean Plus Three Junior Science Odyssey (AJTPS3O) 2012 held in Negara, Brunei Darussalam last June 10 to 17.
PSHS Central Luzon students also excelled in the Asean competition. Gabriel Pineda, Gabriel Sophia Seva, and Michael Eubanas won four silver and one bronze medals, giving the Philippines a total of 12 medals.
The 2012 AJTPS3O aims to encourage and challenge gifted students to excel in the field of science and technology, stimulate students’ intellectual curiosity through various experiences and experiments, provide the students with the opportunity to foster friendship and networking in the APT region and motivate the students to pursue careers in science and technology.
Teams from China, South Korea, Japan, Singapore, Brunei Darussalam, Vietnam, Cambodia, Laos, Indonesia, Myanmar, Malaysia and Thailand also participated in the 2012 AJTPS3O.
PSHS-CLC Campus Director Lilia T. Habacon congratulated the students and their trainers for a job well done and challenged the rest of the scholars and faculty to uphold academic excellence and bring honor to the country.

Mayor Oca finalist in 2012 Lingkod Bayan Awards

CITY OF SAN FERNANDO – Mayor Oscar Rodriguez has made it to the final list of awardees for the 2012 Civil Service Commission’s (CSC) Search for Outstanding Public Officials & Employees.
This was disclosed by the CSC Monday being the Honor Awards Program (HAP) secretariat that conducts the annual search for public service exemplars based on the 1987 Philippine Constitution and as provided by law.
Public Employment Services Offices (Peso) Manager Donny Sayre also made as finalist.
The CSC described the annual nationwide search as the agency’s advocacy of promoting excellence, recognizing and rewarding civil servants for their outstanding performance, contribution and achievements or consistent manifestation of exemplary ethical behavior in public service.
It is also deemed as the highest and most coveted recognition to be conferred by no less than the President of the Philippines.
Rodriguez will compete in the finals with eight other outstanding civil service officials, among them Mayor Edward Hagedorn of Puerto Princesa City, Palawan; Jose Garcia of Balanga City, Bataan; and Governor Vilma Santos-Recto of Batangas.
Sayre on the other hand was included in the top 12 individual finalists for the CSC “Pag-asa” Awards for his exemplary service in the local government unit. He was also conferred Best Peso Manager in 2011 along with Rodriguez as Best Peso local chief executive.

Capitol not to meddle in Malele River issue

CITY OF SAN FERNANDO — Governor Lilia Pineda stressed on Monday that the Capitol will not meddle in the ongoing issue on the dredging and desilting of the Malele River in Barangay Planas, Porac town.
She said it will be up to the proper authorities like the Provincial Mining and Regulatory Board (PMRB), the Mines and Geosciences Bureau (MGB), Department of Environment and Natural Resources (DENR) or even the Court to settle the row between pro-desilting groups from Barangays Planas, Pio and Diaz, and the opposing Nagkakaisang Mamamayan para sa Agrikultura at Kalikasan over fears of environmental degradation and possible reduction of irrigation.
Recently, the PMRB and Provincial Environment and Natural Resources Officer (Enro) Art Punsalan led an inspection of the Malele River with both groups.
“Capitol and Enro will not meddle in the issue over the Malele River. Ang sa akin lang, basta may violation ay dapat ipatigil ito,” the governor said.
“Kung kailangan magsampa sila ng kanya-kanyang kaso sa korte, ay dapat gawin nila upang maresolba na ang ganyang problema. Mas maganda kung sa tamang ahensiya sila lalapit tungkol ditto,” Pineda added.

Guv: No bills for dengue patients

CITY OF SAN FERNANDO – Governor Lilia Pineda told officials of the nine district and provincial hospitals on Monday that patients afflicted with dengue should be properly treated for free.
“Sinabihan ko na yung mga hospital chiefs natin na kapag pasyente sa dengue ay gamutin nila ng maayos at walang babayarang bill,” she said.
This came amidst reports that dengue cases are rising in the province despite its reported 500 decrease during the first quarter of the year.
“No need to be complacent with the remarkable decrease in dengue cases and other related diseases as the rainy season has started this month,” the governor said.
Pineda added, “We have to be more cautious and vigilant as these diseases may hit when we least expect it.”
Dr. Marcelo Auchico, provincial health officer, said there is also a need for an intensified information dissemination campaign on the importance of clean surroundings and good health care.
Auchico said he has coordinated with various schools throughout the province regarding the said possible spread of the dengue virus.
“We have also joined the ‘Brigada Eskwela’. Together with the barangay health offices, we helped clean schools and their surroundings and premises,” Auchico added.
Auchico said the Provincial Government’s current strategy is to focus on areas with high incidences of dengue and distribute larvicide in said areas.

Morong tops dengue prevention

BALANGA CITY – “Nakakabilib!” This was the term attributed to the inspiring record of the mountain town of Morong in Bataan in dengue prevention during the observance on Tuesday of ASEAN Dengue Day in Balanga City.

Data from the Provincial Health Office on dengue cases from January to the 24th Morbidity Week on June 16, 2012 showed that Bataan has 642 cases as compared to 378 cases for the same period in 2011 or an increase of 100%.

Of this number, Morong had only two cases in 2011 and none or zero in 2012.

While the graphs on dengue record on most of the rest of the 11 towns and one city significantly shot up, that of Morong was almost undetectable.

“Sa aming bayan wala kaming hinto sa pagpapaalaala sa mga barangay at sa mga pamilya na ang prevention sa dengue ay kalinisan,” said Morong municipal health officer Dr. Emma Bugay.

She said that they conducted weekly medical missions in different sitios and emphasized to villagers the value of cleanliness in homes and surroundings.

“Sinasabihan namin ang mga tao na iwasan at linisin ang breeding places ng lamok at kapag nakaramdam ng sintomas ng dengue agad ipaalam sa health center,” Bugay said.

For the period ending the 24th Morbidity Week in 2011, there were three deaths from dengue recorded, with two in Pilar town and one in Balanga City. One died in Mariveles for the same period in 2012.

Dr. Rosanna Buccahan, acting provincial health officer, said that the Department of Health has for the theme “Aksyon Barangay Kontra Dengue, Patibayin!” for Asean Dengue Day 2012.

She explained the objectives of the program with more emphasis on prevention with the involvement of the community.

Another bold reminder was “If they breed, you will bleed, Stop Dengue, Act Now!”

Dr. Leonita Gorgolan, Center for Health Development director in Region 3, lauded the PHO in Bataan for being the only province in Region 3 that observed Asean Dengue Day.

Buccahan with Gila Garcia, representative of the provincial governor, led in the short program at the Bataan capitol and later on the actual search and destroy activities of breeding places of dengue-carrying mosquitoes in Barangay Panilao in Pilar.

“Walang panahon ang dengue ngayon dahil sa climate change na palaging umuulan at hindi na alam kung kalian aaraw kaya kailangan ang prevention sa tulong ng mga community members,” Buccahan said.

Before the search and destroy activities, Pilar Mayor Carlos Pizarro, Jr. led in the signing of a pledge “Pangako ng Nagkakaisang Pagkilos Laban sa Dengue” at the covered court of Panilao.

“Ang problema sa dengue ay hindi lamang problema ng gobyerno kundi ng lahat kaya dapat sama-sama ang mga mamamayan sa paglilinis, sa pagkilos laban dito,” Pizarro said.

He said that he earlier met with all barangay officials of the town and discussed what to do.

Health workers made the rounds of the village and informed residents of ways of preventing dengue.

They inspected used tires on top of roofs and even fence made of boho that may contain rain water that serve as breeding places for dengue-carrying mosquitoes.

“Ayos ang ginagawa ng DOH,” resident Remedios Lazarte said.

Palace: DENR, PPA to answer SC writ

MANILA, Philippines – Malacañang said yesterday proper government agencies would answer the Supreme Court’s writ of kalikasan against Environment and Natural Resources Secretary Ramon Paje, a mining company and the Philippine Ports Authority (PPA) to stop them from cutting trees to build a seaport in Zambales.
“I understand that the seaport is being undertaken by the mining company. I have spoken to Secretary Mon Paje about it. They have been asked to comment by the Supreme Court (SC) so may I… beg your indulgence that we would just rather (let) the government, through the OSG (Office of the Solicitor General), answer the writ ofkalikasan in the Supreme Court,” presidential spokesman Edwin Lacierda said.
Lacierda said the project was approved by the PPA “so maybe there’s gonna be an issue on the project itself.”
Chinese mining firm LNL Archipelago Minerals Inc. is currently in hot water for allegedly leveling a mountain and chopping down trees to build a seaport for shipping chromite-rich soil from the Philippines to China.
Paje said on Wednesday that the company’s mining license might be canceled if it defies a department notice of violation asking it to “cease and desist from further construction and development.”
Paje said his department, through its Zambales regional office, issued the notice of violation last June 1 because investigation found the company failed to plant trees and secure a permit to cut trees.
The investigation also found that LNL Archipelago failed to secure a permit to operate an air pollution source and control installation, designate an air pollution control officer, submit a self-monitoring and compliance monitoring report, and conduct marine sampling.
The mining company leveled trees beyond the scope of its project and did not post its environmental clearance certificate, according to the Department of Environment and Natural Resources.
The notice can be lifted if the company rehabilitates the affected areas.
“We will follow procedure. If warranted, we will revoke their license,” Paje said. “We also furnished Congressman Palmones a copy of the notice. We will require another investigation if that will help resolve the issue.”
The SC granted the writ of kalikasan upon the petition of Agham party-list Rep. Angelo Palmones.

MANILA, Philippines – Filipinos will experience good weather this weekend, as no weather disturbance was forecast to affect the country in the next three days, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said.
However, the southwest monsoon will still bring occasional rains over northern and central Luzon, becoming frequent rains over the western section, according to PAGASA administrator Nathaniel Servando.
The rest of the country, including the National Capital Region, will have generally good weather, except for isolated rainshowers and thunderstorms until Sunday, Servando said.
“The southwest monsoon is expected to affect the western part of northern Luzon but it is weakening as storm ‘Talim’ (local name ‘Carina’) is gone,” he said.
Storm “Carina” grazed the northernmost part of the country on Wednesday, inducing monsoon rains over northern and central Luzon before heading to Taiwan.
Meanwhile, PAGASA spotted a low pressure area 270 kilometers east of Surigao del Sur as of 2 p.m. yesterday. But Servando said it was expected to dissipate within the next 24 to 48 hours.

US agents interrogating detainees at PNP headquarters?

MANILA, Philippines – Militant groups on Friday asked Philippine National Police (PNP) chief Director General Nicanor Bartolome to explain for allegedly allowing US intelligence agents interrogate its high-profile detainees at the national police headquarters in Camp Crame.
“The public wants to know the real score about the presence of these American intelligence experts inside the detention cell in Camp Crame, nothing more, nothing less,” Pamalakaya chairman Fernando Hicap said.
Hicap said that Alan Jazmines, a political prisoner, revealed in a letter to rights group Karapatan that agents from the Federal Bureau of Investigation and other US intelligence agencies are allowed to interrogate detainees at the PNP Custodial Center in Camp Crame.
Hicap urged Bartolome to admit to the public who allowed the US intelligence agents to “hold office” at the PNP Custodial Center and interrogate police detainees.
He said that Jazmines, a political consultant of the National Democratic Front of the Philippines (NDFP) in the peace talks, also claimed that three of the prisoners detained at the facility were Indonesians arrested in Malaysia and Indonesia, and brought to the prison facility in the country allegedly at the behest of the US government.
He alleged that the Indonesians were been given false Filipino identities to ‘legalize’ their detention in PNP custodial center.
“The absence of a formal treaty allowing such operations makes such spy operations and renditions illegal even from the point of view of the laws of the reactionary Philippine government,” Jazmines said in his letter.
Pamalakaya and Anakpawis have called on Congress to conduct an inquiry into Jazmines’ claims.

After entering Clark Freeport from Dau and Angeles City, proceed straight along the main highway MA Roxas, passing the stand-along wine shop called Clark Wine Center on the right, continue to bear right making no turns at all, go past Mimosa Leisure Estate on the opposite side of the road, one will hit a major intersection.
