Despite the decrease in the city’s internal revenue allotment (IRA) from the National Government, Pamintuan was still able to increase Angeles City’s local revenue for the succeeding years.

From P847 million in 2009, it even went up to P1 billion for the year 2011.

Villages shun garbage fees

MAYOR Mauricio Domogan, in his weekly radio program, lamented on the poor compliance of barangay treasurers in the collection of garbage fees.
Domogan said barangay officials were already deputized through an administrative order to collect the prescribed P20 monthly garbage fee or P240 annual fee to help ease the city’s mounting solid waste management expenses.
The mayor said despite the increase of barangay share from the previous 30 percent share to 60 percent, only a few villages are willing to collect fees.
The barangay share, he stressed, may be used by the villagess in paying garbage collection monitors and collectors and in various expenses involving solid waste management activities.
The mayor added that garbage collection monitors assigned by barangays are also tasked to return unsorted trash from waste originators to strictly implement the Solid Waste Management Act.
He also said households consistently violating the segregation scheme could be prosecuted with the use of the penal provisions of the solid waste law.
Garbage fee share, he emphasized, should not be used on other barangay activities or infrastructures but solely on solid waste management projects.
Garbage collectors also reported poor compliance in the city’s waste segregation scheme, only 70 percent of households comply with the provisions of the Solid Waste Management Act.
The City Government has been seriously undertaking seminars involving village leaders to implement the waste segregation scheme in their areas of jurisdiction.
However, this method of information and education campaigns on waste segregation does not trickle down to the household level as several establishments and houses remain negligent of their obligations to sort out their trash.
Village heads are also complaining of the poor coordination among households despite efforts to inform homeowners to take out their trash on collection schedules.
They also added areas where unsorted garbage is usually seen in the Central Business District, the public market and in numerous boarding houses in the city.
The City Government is now mulling on a more intensive information and education campaign to inform residents of their responsibility as mandated by law to sort out and dispose trash properly.
The mayor said proper waste segregation is a difficult task that could only be achieved through collective efforts of the community, citing communities in Japan and Korea took several decades to perfect their solid waste management undertakings.

34 House members chalk up perfect attendance

ONLY 34 members of the House of Representatives registered a perfect attendance during the second regular session of the 15th Congress, records released by the Secretary General showed.

The number is only 12 percent of the 288-member House. The second regular session had 52 session days from July 25, 2011 to June 6, 2012. Congress is currently on a sine die adjournment and will open its third regular session on July 23, 2012.
Among those who chalked up perfect attendance are House Speaker Feliciano Belmonte Jr.; Majority Leader Neptali Gonzales; former House Minority Leader and Albay Representative Edcel Lagman; and Cebu City Representative Rachel Marguerite “Cutie” Del Mar.

In the first regular session, data from House Secretary General records showed that 132 lawmakers, including former President-turned-Pampanga Representative Gloria Macapagal-Arroyo, scored perfect attendance.

In the second regular session, however, Arroyo was only present for only 19 session days. She was absent for 33 days — 24 of which were due to medical reasons while nine days were without notices of absence.

Arroyo is under hospital detention at the Veterans Memorial Medical Center for electoral sabotage charges. She has previously been confined at the St. Luke’s Medical Center in Taguig City where she also underwent three surgeries.

Also topping the list of absentee lawmakers is Dinagat Islands Representative Ruben Ecleo who has been in hiding since last year. Ecleo only showed up in the plenary for only eight session days.

Recently, Ecleo was dropped from the roll of House members following his conviction in a string of graft cases.

Sarangani Representative and boxing icon Manny Pacquiao meanwhile was present for 31 session days.

Last week, Pacquiao fought American boxer Timothy Bradley at the MGM Grand Arena in Las Vegas and lost via a controversial split decision.

2.8M Filipinos jobless in April: NSO

SOME 2.803 million Filipinos were jobless in April this year, the National Statistics Office (NSO) said on Friday.

The number of unemployed Filipinos in April was equivalent to 6.9 percent, which was slightly lower than the 7.2 percent or 2.871 million people in April last year, NSO’s Labor Force Survey (LFS) showed.
“The National Capital Region posted the highest unemployment rate at 10.4 percent. Among the unemployed, there were more males (62.3%) than females (37.7%). More than half (51.7%) of the unemployed were in age group 15-24 years,” the census office said.

Across educational groups, almost one-third (32.8%) of the unemployed were high school graduates, 13.8 percent were college undergraduates, while 21.0 percent were college graduates.

The census office also revealed that employment rate during the period was 93.1 percent or 37.8 million from 92.8 percent a year ago.

“Those employed in the services sector comprised the largest group, making up more than half (51.4%) of the total employed. Of the employed persons in the services sector, those engaged in wholesale and retail trade; repair of motor vehicles and motorcycles accounted for the highest percentage (19.0% of total employed),” the NSO said.

Workers in the agriculture sector comprised the second largest group, consisting one-third (33.0%) of the total employed. Only 15.6 percent of the total employed were in the industry sector, with the manufacturing sub-sector contributing the largest share in this sector (8.4% of the total employed).

Among the various occupation groups, the laborers and unskilled workers comprised the largest group making up 33.2 percent of the total employed persons in April 2012. Farmers, forestry workers and fishermen were the second largest group with 14.7 percent share.

“The majority (55.5%) of the total employed population in April 2012 were wage and salary workers, with the largest percentage (42.9% of total employed) working for private establishments,” the census office said.

Underemployed Filipinos, meanwhile, climbed to 7.312 million in April this year from 7.127 million during the same period in 2011.

Considered as underemployed are those employed persons who express the desire to have additional hours of work in their present job, or to have additional job, or to have a new job with longer working hours. (SDR/Sunnex)

Arroyo camp: Unas testimony ‘hearsay’

THE camp of former President Gloria Macapagal-Arroyo dismissed as hearsay the testimonies of Norie Unas, the government star witness on the alleged fraud in the 2007 elections.

Arroyo’s legal spokesperson Raul Lambino questioned the credibility of Unas noting that he only “overheard” Arroyo’s supposed instruction to former governor Andal Ampatuan Sr. to ensure a 12-0 victory for the administrations Team Unity.
“Does a person who said ‘I overheard’ have credibility? How close was he? He was just a foot away. That’s not overhearing. Overhearing means that you are quite a distant far and you did not know who uttered the word,” Lambino said.
Unas, the provincial election supervisor of Maguindanao during the 2007 midterm polls, was presented on Thursday by the Commission on Elections (Comelec) in a hearing of the Pasay City Regional Trial Court Branch 112 over Arroyo’s petition for bail.
The former President and Ampatuan are facing trial for electoral sabotage charges, in relation to the alleged vote-rigging activities in Mindanao.

Arroyo, who is reportedly suffering from various ailments, is currently under hospital arrest at the Veterans Memorial Medical Center in Quezon City.

On Thursday, Unas told the court that he heard the former President instruct Ampatuan to guarantee that the senatorial slate of the administration would win in the Maguindanao province. The meeting, Unas claimed, took place in Malacañang two weeks prior to the May 14, 2007, elections.

“There was no corroborative evidence presented. Even Andal Ampatuan Sr. said Unas was not telling the truth,” Lambino said.

The lawyer said Arroyo is saddened over the testimony of Unas.

“She’s depressed. She was detained just like that,” Lambino told reporters, adding that they are dismayed on how the prosecution has dragged on the proceedings.

Arroyo’s legal counsel further noted that Unas made immunity from suit a condition when he testified against the former President. Unas is also implicated in several cases, including the Maguindano massacre and the poll cheating in Maguindanao.

“It has been widely suspected that his testimony to link the former President was a way in order for him to escape prosecution from the electoral sabotage case and his alleged participation in the gruesome Maguindano massacre where he is being pointed as having a direct hand in the cover up of the case,” Arroyo’s camp said in a statement.

CITY OF SAN FERNANDO — Central Luzon Labor Director Raymundo Agravante announced Friday that 951 jobseekers got their chances for good jobs at a job fair sponsored by the Department of Labor (Dole) Central Luzon office.
The event, dubbed Kalayaan 2012 Job Fair on Independence Day, June 12, is one of the major activities of the 114th Philippine Independence Day at Barasoin Church in the City of Malolos, Bulacan.
Agravante, in a post jobs fair interview, said: “With this year’s theme “Pananagutan sa Bayan, Tuwid na Daan,” the Dole’s annually held Kalayaan Jobs Fair is anchored on President Benigno Simeon C. Aquino III’s 16-point Social Contract with the Filipino People, likewise the Dole’s strategic framework in providing a full, decent, productive employment for every Filipino.”
In his report to Labor Secretary Rosalinda Dimapilis-Baldoz, that as of 11 a.m. Friday, at least 2,282 jobs were up for grabs from forty-four participating companies from various industries in the region.

Agravante said the top job vacancies offered in the jobs fair included engineers, marketing professionals, sales clerks, management trainees, machine operators, cashiers, customer service representatives, call center agents, encoders, baggers, quality inspectors, and factory workers to name a few.

Of the 44 participating companies, Agravante noted that 31 of them offered 590 jobs for local employment, while the remaining 13, which are Dole’s accredited private recruitment agencies, offered 1,692 jobs for overseas employment.

Some notable companies which participated in the Dole’s job fair include TV Plus (an ABS CBN company), Savemore (an SM Company), Super Shopping Market Inc., and the Philippine Spring Water Resources, Inc.

Agravante also reported to Baldoz that 154 jobseekers, which were hired on the spot (HOTS), accounted for 16 percent of the 926 qualified applicants.

The Dole’s agency-partners were also present to provide pre-employment documentation services to the participating jobseekers in facilitating their job application, which include the National Bureau of Investigation (NBI), Bureau of Internal Revenue (BIR), PhilHealth, and the Social Security System (SSS).

“We are thankful to our jobseekers and all participating companies in making the Dole Kalayaan Jobs Fair 2012, a successful job-matching endeavor. We are likewise lauding the Provincial Government of Bulacan and the City Government of Malolos, through their respective Public Employment Service Offices (Pesos), for always being our number one partner in the implementation of the Dole’s employment and welfare programs and services,” said Agravante.

Government hit for ignoring dike repair request

CANDABA – The leadership of Pampanga Mayors’ League cited the ‘lackadaisical’ attitude of various National Government agencies on the request to reconstruct the damaged dikes and other flood control facilities destroyed by twin Typhoons Pedring and Quiel.
Mayor Jerry Pelayo, PML president, explained that the coastal towns in the fourth district of the province had been greatly affected by the overflowing of Pampanga River last year.
He said the damaged infrastructure remained in “sorry state” several months after the devastation.
The mayor added that the Arayat-Apalit Setback Levee – the final defense of the province against massive flooding, sustained damage on its structural foundation but the Department of Public Works and Highways (DPWH) failed to implement engineering approach to contain another calamity this rainy season.
“Sinulatan ko na halos lahat. Ang Public Works, Si Secretary Singson, si Robredo pero wala rin nangyari. Tag ulan na naman yung mga sinira ng bagyong Pedring ay hindi parin nagagawa (I already wrote about the request to almost everybody. The Public Works department of Secretary Singson, Secretary Robredo, but still nothing happens. It’s the rainy season again and those damaged by Typhoon Pedring remains unrepaired),” the mayor added.
Pelayo earlier questioned the propriety of the ongoing asphalting project along Arayat-Apalit Setback Levee implemented by DPWH through the priority development fund of Congresswoman Anna York Bondoc-Sagum.

MVP won’t invest on schools

ANGELES CITY — Tycoon Manuel “Manny” V. Pangilinan has clarified that he has no plans to invest in educational institutions.
Pangilinan issued the statement to Pampanga newsmen during the Philippine Long Distance Telephone Company (PLDT) stockholders meeting in Makati on Thursday, more than a week after his election as chair of the Holy Angel University (HAU) Board of Trustees.
He said he was invited to the post by spouses HAU President Arlyn Villanueva and husband Cesar Villanueva, dean of the Ateneo Law School, who are his close friends.
“It’s more of a personal relation with [Arlyn and Cesar],” Pangilinan said.
Pangilinan, chief executive officer of First Pacific Co. Ltd., is currently the chair of some of the most successful companies in the country including PLDT, Meralco, Smart Communications, Manila Metro Rail Transit System, Metro Pacific Tollways Corporation, Associated Broadcasting Company (TV 5), Metro Pacific Investments Corporation, Medical Doctors, Inc., Maynilad Water Services, Inc., Pilipino Telephone Corporation or Piltel (Talk‘N Text), and Philex Mining.
Pangilinan also partly owns the Makati Medical Center, Cardinal Santos Medical Center, Philippine Star, Philippine Daily Inquirer, Manila North Harbor Management, Talk’N TextTropangTexters and Meralco Bolts of the Philippine Basketball Association (PBA). He heads the Samahang Basketbol ng Pilipinas, the governing body in amateur basketball.
He joined the HAU Board of Trustees last year as member following the death of Rizalino Navarro, and was elected chairman last May 4.
He succeeded Archbishop Paciano B. Aniceto, D.D., who retired on his 75th birthday last March and remained member.
Arlyn Villanueva said that “Pangilinan can help the University become more responsive and better attuned to the increasingly complex challenges in the region.”
She cited Pangilinan’s contribution to “the galloping economic growth and massive infrastructure development at Clark and Central Luzon.”
She said that Pangilinan’s chairmanship of the HAU Board “will most certainly take this 80-year-old educational institution to new levels of excellence and exciting possibilities.”
Pangilinan, who hails from Apalit, Pampanga, obtained his primary and secondary school education from San Beda College.
He acquired his bachelor’s degree in economics from the Ateneo de Manila University, where he graduated cum laude.
He received his master’s degree in business from the Wharton School of the University of Pennsylvania. In 2006, Malacañang awarded him the Order of Lakandula, rank of Komandante, in recognition of his contributions to nation building.
In 2009, Holy Angel University conferred on Pangilinan its first Doctor of Humanities, honoriscausa, for “reinventing and innovating the telecommunications industry; for upgrading corporate standards by putting up and managing some of the most successful and enduring companies in Asia, and for proving that providing service and value to clients go hand in hand with profitability.”
HAU has 17,000 students and 800 employees. It is one of the few schools in the Philippines declared autonomous by the government.

City leads observance of Asean Dengue Day

CITY OF SAN FERNANDO — The City Government of San Fernando led Friday the country’s observance of the Association of Southeast Asian Nations (Asean) Dengue Day at the Heroes Hall here.
Health Secretary Enrique Ona and Mayor Oscar Rodriguez led hundreds of health workers, barangay officials, and other delegates from Central Luzon, Calabarzon, Mimaropa and Metro Manila in launching the new campaign against dengue dubbed “Sama-Sama Tayong Mag-Aksyon, Barangay Kontra Dengue.”
The annual observance of Asean Dengue Day which kicked-off last year, aims to strengthen national political commitment and regional cooperation on efforts to control and combat dengue hemorrhagic fever whose cases and deaths give impact on socio-economic losses off Asean member countries.
The launching was highlighted by the presentation of the Dengue Warriors or barangay dengue brigades, awarding of barangays with best anti-dengue practices, signing of commitment and support and the simulated exercise on specific targeting through “text blast” of the Philippine Information Agency.
Ona said it is “pure sanitation” that would help win in the fight against dengue.
“It’s all about sanitation rooted in the barangay level particularly households. This is the best weapon we have against dengue. Eradication of breeding places of dengue-carrying mosquitoes is the first and most effective step,” he said
Rodriguez said the City Government through the City Health Office and rural health units, have boosted moves to fight dengue in the 35 barangays of the city.
“Aside from the fact that eradication and prevention of dengue has been included in our disaster risk reduction management, the City Government has strengthened its focus on dengue. It remains as a top priority in our health program as evidenced by the declining number of dengue cases being reported to us. Cooperation and coordination on dengue must continue in order for us to control and eradicate dengue in the city, country and Asean as well,” said Rodriguez.

AirAsia to hire 54 more pilots, cabin crews

CLARK FREEPORT – Low cost carrier Philippines’ AirAsia is set to hire 54 more workers, including 20 pilots and first officers, in preparation for the arrival of its two new Airbus A-320 at the end of the year.

In a phone interview on Thursday, AirAsia CEO Marianne Hontiveros said they had launched a massive campaign to inform prospective cabin crews, pilots and first officers about the hiring of additional personnel.

Hontiveros said the 60 percent Filipino-owned airline currently has 171 workers, 94 of whom are cabin crews, pilots and first officers.

“Our pilots and crews for Airplane 3 are now at the AirAsia Academy in Kuala Lumpur (Malaysia) for their training.

All AirAsia personnel train there to learn, especially the culture and ways of different nations,” said Hontiveros, referring to the third Airbus A-320 which is set to arrive in November.

“We are hiring for our fourth plane which is set to arrive in December,” she added.

Hontiveros on June 9 led Philippines’ AirAsia’s inaugural international flight to Kuala Lumpur via their hub in Clark.

Hontiveros announced on Wednesday that AirAsia will have regular flights from here to Hong Kong and to Macau starting July 19. She added that tickets sales have started on June 13 until June 19 for the flights to start on July 19.

To commemorate the twin launch, AirAsia is offering “all-in promo fare” of only P688 one way from Clark to Hong Kong and from only P588 one way from Clark to Macau. Tickets for this promo are available for flights up to January.

“These twin launches provide yet another opportunity for Filipinos to have access to Hong Kong and Macau’s attractions but more important for our OFW families here in Central and Northern Luzon where more than 30 percent of Overseas Filipino Workers (OFWs) came from to reconnect and bring their families closer more than ever through our low cost, high value travel fares,” Hontiveros said.
