PGKM renews call for Roxas to resign

ANGELES CITY – The advocacy group Pinoy Gumising Ka Movement here has intensified its call for the resignation of Transportation and Communications Secretary Mar Roxas.

This came in the wake of the DOTC directive to local airlines to reduce their flights by 30 percent starting July to decongest the Ninoy Aquino International Airport (NAIA).

“If Roxas cannot find a solution to a simple problem, he has no right to sit as a Cabinet member. If he is not fit to run the DOTC then he is, likewise, unqualified to run for senator, less so for president of the Philippines,” said Ruperto Cruz, PGKM chair.

“Reducing the number of flights will impact negatively on the economy, especially in the government’s tourism efforts,” Cruz explained.

“It ran against the express goal of the government, as articulated by the Department of Tourism, to bring in as much as 10 million tourists by 2016.”

“The solution to the NAIA congestion is not flight reduction, it is the Clark airport,” he added.

Cruz said that moving “certain flights” to the Clark International Airport will “greatly ease the congestion at the NAIA, traffic at EDSA, and convenience air travellers coming from and going to Central and Northern Luzon and even Quezon City and the Caloocan-Malabon-Navotas-Valenzuela areas where it takes a longer time to go to NAIA than to Clark.”

Cruz added that diverting domestic and international flights to Clark has become “so routine that airlines would not be hard pressed to make transfer adjustments.”

“Last New Year’s Day, a number of flights were diverted from NAIA to Clark because of the heavy smog that enveloped the metropolis, when the NAIA radar conked out, in times of typhoons, Clark readily serves as the go-to airport,” Cruz said.

No time for Clark

Cruz lamented that Roxas’ article, “Decongesting Manila’s Airport,” which was published by the Philippine Daily Inquirer over the weekend, did not mention of any timetable in developing the Clark International Airport.

“Roxas kept it open ended, paying purely lip service with no intent to back it with any concrete action,” Cruz said.

Cruz commented that Roxas’ projections for NAIA in his article were “not doable, with the airport constricted by small space.”

“A waste of money too,” Cruz said of the P600 million the DOTC approved for the construction of two rapid exit taxiways within NAIA which Roxas said would improve air traffic.

“You can pour in all the money to NAIA but the problem of congestion would even aggravate. This is a problem of space, of which NAIA is in severe shortage,” Cruz said.

The P600 million, according to Cruz, “will go a long way in the improvement of the Clark airport terminal.

To facilitate access between Clark and Metro Manila, it had long been proposed by former Nueva Ecija Rep. Renato Diaz, then-presidential adviser for Northern Philippines, to establish Clark-dedicated bus terminals at the Trinoma mall Quezon City and Greenbelt in Makati.

Bus terminals serving airports are established in Japan, Taipei, Hong Kong, and many other countries.

“It is lamentable that Roxas fails to see all these potentials, leading many here to believe that the NAIA and Clark issues are way above the reach of his intellect,” said Cruz.

“Or he could be playing the hand of influential people in Imperial Manila conspiring to derail any development at the Clark International Airport, if only to pump prime his presidential ambitions.”

Meanwhile, a group of supporters of President Aquino calling itself K-Pnoy (Kabalen kang Pnoy) said Roxas “is the biggest factor pulling down the approval ratings of the President.”

In an interview with Punto!, one “J. Rizal Carpio” who introduced himself as the group spokesperson said “by reducing local at the NAIA, Roxas has not endeared himself to all air-travelling Filipinos, by the undevelopment of Clark Roxas has enraged the people living north of Manila, in the process, it is our beloved President PNoy who suffers.”

“Hanggang Mr. Palengke lang pala si Roxas,” Carpio said, immediately correcting himself: “Kahit nga pala sa palengke palpak pa rin si Roxas dahil hindi naman niya naibaba ang presyo ng mga bilihin.”

Mt. Pinatubo confusion resolved No work only in gov’t offices, no classes today in Pampanga, but usual day in Angeles City

CITY OF SAN FERNANDO – This entire province will mark today (June 15) the 21ST anniversary of Mt. Pinatubo’s “big bang,” but confusion has arisen on whether it’s a non-working, no-classes commemoration.

Vice Gov. Joseller “Yeng” Guiao, who is acting Pampanga governor, clarified yesterday that he issued last June 13 Executive Order (EO) 08-2010 declaring June 15 as a non-working holiday only for government offices and no-classes in both public and private schools in the province.

“The private sector offices are not covered since last year, businessmen were against a non-working holiday,” Guiao told Punto. He has been acting governor since last week, as Gov. Lilia Pineda is on vacation in the US.

But in Angeles City, a chartered city outside the administrative jurisdiction of the provincial government, Mayor Edgardo Pamintuan said he withdrew a city ordinance that initially declared every June 15 as a special non-working holiday to commemorate “heroic lessons learned from the eruption of Mt.Pinatubo.”

“The cancellation of Ordinance 688-12 was prompted by the absence of a Presidential Proclamation or an Act of Congress, which by law, are the only basis for the declaration of special non-working holidays both in national and local application,” said Pamintuan who is a lawyer.

Guiao said, however, that he had consulted with the lawyers of the provincial government about the non-working and no-classes status of his order and that they assured him that he had powers to issue the EO.

The official status today: no work in government offices and no classes at all public and private schools throughout Pampanga, while in Angeles City, all work and classes will go on as usual.

In his EO, Guiao noted that “the eruption of Mt. Pinatubo in June 1991, is considered to be the worst disaster to hit the province of Pampanga in living memory.”

Yet, he noted that “21 years after the catastrophe, Pampanga has evidently recovered from the devastation, and is now enjoying exemplary growth and development.”

“Pampanga’s rise after the said calamity is a testament to its people’s resiliency, determination in the face of overwhelming adversities and unity,” he noted.

Mt. Pinatubo erupted during the term of Guiao’s father, the late Gov. Bren Guiao who also pushed for the construction of the so-called megadike at the Pasig-Potrero river that was a major channel of volcanic flows from Mt. Pinatubo.

The megadike saved the capital town of San Fernando and other areas from being buried by volcanic debris.

They come from the Kilusang Magbubukid ng Pilipinas (KMP) and the National Federation of Peasant Women (Amihan) and Asian Peasant Coalition (APC) who flew to Rio de Janeiro to join their counterparts from other countries under the International League of Peoples’ Struggle (ILPS) to protest the so-called Green Economy of the United Nations Conference on Sustainable Development, also known as Rio 20+, to be held in the Brazilian city.

“The chiefs, agents and apologists of the discredited world capitalist system are exploring and exploiting the United Nations Conference on Sustainable Development otherwise known as Rio+ 20 to mislead and coerce the toiling people of the world to accept their long-running program of modern-day slavery under the pretext of sustainable development, poverty eradication and promotion of food security,” said a joint statement of the KMP, Amihan and APC.

Speaking as head of the Philippine delegation, Lita Mariano of Amihan noted that “20 years ago, capitalist exploiters made the use of the same recipe courtesy of the First Rio Earth Summit in 1992.”

“The outcome was a global disaster with half of the global population now living on less than $ 2.50 a day.

Nearly 1 billion people, mostly from underdeveloped countries are traumatized by daily hunger and close to 2 billion people are terrorized by abject poverty,” she said.

Mariano said “amidst the widespread poverty, hunger and dispossession, big capitalist economies managed to amass 70 percent of the world income, and this wealth is sealed in the hands of 20 wealthiest people, majority of them are headquartered in the protected borders of the United States, the European Union and other nations comprising the imperialist bloc.”

“The global reality depicts that the bottom 20 percent of the global population share only 1 percent of the global income, a lucid testimony to the widening gap between rich and poor countries under the current modern-day slavery of global monopoly capitalism,” she added.

Mariano noted that the Green Economy agenda in Rio+20 “will continue to and further intensify the policies of liberalization, privatization, deregulation and denationalization of underdeveloped economies.”

“It will usher an unprecedented era of global landgrabbing, food crisis, massive joblessness, environmental catastrophe and worldwide dispossession,” she added.

She also warned that “Green Economy will further push wages of working people to rock bottom levels and more drastic cuts on social services, while providing super tax holidays, juicy contracts, corporate subsidies and grand bailouts to corporations.”

For his part, Pambansang Alyansa ng Lakas ng Mamamalakaya ng Pilipinas (Pamalakaya) national chairperson Fernando Hicap said “the Green Economy deserves global rejection of the toiling people.”

He warned of a “syndicate headed by the United States and the European Union which will exploit the green economy catchphrase to convince underdeveloped economies to open their water resources including oceans and lakes, municipal waters and offshore waters to transnational investments for privatization, free entry of investments and denationalization.”

According to Hicap, the mad rush for Green Economy prompted Pres. Aquino to offer two of the major fishing areas—the 90,000 hectare freshwater Laguna Lake and Manila Bay- to Green Economy investors.

“Under the Green Economy inspired Public-Private Partnership (PPP), the Aquino government offered to financial investors 54 big ticket projects in Laguna Lake that would initially cost local taxpayers some P 400-billion,” the Pamalakaya leader said.

He said the Laguna Lake Master Plan, a “Green Economy” development program hopes to transform the lake fishing environment into a major industrial and commercial hub for foreign and local investments.

Hicap said that in Manila Bay, the government has embarked on a national reclamation plan consisting of 38 land reclamation projects and will eat up 26,234 hectares of foreshore areas and coastal lands under the concept of Green Economy.

“The bankruptcy and sinister agenda of Green Economy is further exposed by the widespread offshore mining activities in the Philippines.

The Aquino administration has put in the bidding table over 10-million hectares of ocean waters in Visayas Sea, Palawan Sea, Sulu Sea and other areas in the disputed South China for oil and gas exploration,” Hicap also said.

Gerona wins best float in ‘Araw’ grand parade

GERONA’S multi-colored float was adjudged as best while the Ylang-Ylang producing municipality of Anao won the street dancing competition in the grand parade held last May 25 in commemoration of Tarlac’s 139th Araw ng Lalawigan.

The parade, an integral part of the annual foundation anniversary of the province, was participated in by national government agencies, the Philippine National Police and the military, local government units, sponsor establishments, the candidates of the Kuran Queen of Festival [Mutya ng Lalawigang Tarlac], provincial government employees and the officials of the provincial government led by Governor Victor Yap, Vice Governor Pearl Angeli Pacada and the members of the Sannguiniang Panlalawigan.

Twelve municipalities joined the street dancing competition that showcased their cultures and traditions. Pura was named first runner-up with Mayantoc and Concepcion placing second and third runners-up respectively.

Gerona, which featured the produce and the programs of the municipality in their float got the nod of the judges headed by Tarlac State University Cultural Director Marcelino Balanquit. Pura was adjudged first runner-up and Ramos second runner-up. Sixteen municipalities vied in the float competition.

By winning the street dancing competition, Anao got a cash prize of P40,000, Pura, P35,000, Mayantoc P30,000 and Concepcion P25,000.

Thirty Thousand pesos went to Gerona by being named best float, Pura P25,000 and Ramos, P20,000.

Yap thanked all those who participated and vowed that the succeeding parades will be more colorful so that it could somehow compete with other famous parades being held especially in the southern parts of the country.

“We have witnessed the metamorphosis of the grand parade through the years and year-by-year, it has grown and has become more colorful,” Yap said.

NORZAGARAY, Bulacan—Matapos ang mahigit 42-taong operasyon ng Angat Dam, inihayag ng National Power Corporation (Napocor) ang plano na buksan ito sa turismo sa susunod na taon.

Ang pagbubukas na ito ay tatampukan ng isang kilometrong zipline at iba pang atraksyong tulad ng bungee jumping, mounting trekking, bird watching at boating.

Ayon kay Inhinyero Rodolfo German ng Angat River Hydro Electric Power Plant (Arhepp) ng Napocor, ang planong zipline ay tinatayang magiging pinakamahaba sa bansa, o maging sa buong Asya.

Ito ay mas mahaba sa 840-metrong zipline na matatagpuan sa bayan ng Manolo Fortich sa lalawigan ng Bukidnon sa Mindanao na binuksan sa publiko noong 2009.

Ipinaliwanag ni German na malaking tulong ang Angat Dam bilang tourist attraction lalo na sa lokal na pamahalaan na nakakasakop dito.

Gayunpaman, nilinaw niya na hindi magiging problema ang seguridad sa nasabing dam na sa loob ng 43-taon ay hindi basta mapasok ng tao kabilang na ang mga mamamahayag maliban na lang kung may permiso mula sa punong tanggapan ng Napocor na matatagpuan sa Lungsod ng Quezon.

Sinabi pa niya na sa katunayan ngayon pa lamang ay may mga pagkakataon na may mga dumadayo sa Angat Dam watershed upang mag-bird watching.

Bukod dito, igiiniit pa ni German na may mga namamataang agila sa watershed.

Una nang naihayag ni Danilo Sevilla, bise president eng Napocor, ang mga namamataang agila sa Angat Dam Watershed.

Isa raw iyon sa patunay na makapal pa ang punong kahoy sa watershed, sa kabila ng di mapigil na operasyon ng mga timber poachers.

Ayon naman ay Bro. Martin Francisco ng Sagip Sierra Madre Environmental Society, ang mga agilang namamataan sa watershed ay isang magandang dahilan upang higit na paigtingin ang pagbabantay at pangangalaga doon.

Central bank maintains policy rates

THE Central bank decided on Thursday to maintain its key policy rates at current levels, owing to manageable inflation and better-than-expected first quarter economic growth.
In the Bangko Sentral ng Pilipinas (BSP) Monetary Board Meeting, central bank governor Amando Tetangco Jr. said that key policy rates for overnight borrowing or reverse repurchase (RRP) facility stayed at 4 percent while the overnight lending or repurchase (RP) facility at 6 percent.
The interest rates on term RRPs, RPs, and special deposit accounts (SDAs) were also maintained accordingly and the reserve requirement ratios were also kept steady, he said.
“The Monetary Board’s decision is based on its assessment that the inflation environment remains manageable,” Tetangco said.
Latest baseline forecasts for inflation continue to track the lower half of the 3-5 percent target range for this year and 2013, while inflation expectations remain firmly anchored.
Tetangco also cited the significant improvement on the country’s economic growth, which hit 6.4 percent during the first quarter, for maintaining the policy rates.
Adequate liquidity and strong bank lending, spurred by prevailing low interest rates, should also help sustain domestic real sector activity in the months ahead, he added.
The central bank chief said that core inflation also remains firm.
But he warned that oil prices, which continue to show considerable volatility and additional petitions for electricity rate adjustments could provide upside influence on inflation.
Tetangco also said that the weak global economy could contribute to moderate oil and other commodity prices.
“As such, inflationary pressures and the risk of second-round effects may also ease in the coming months,” he said.
With that, he said the central bank will continue to monitor emerging price and output conditions to ensure that monetary policy remains in line with price stability while being supportive of economic growth.
