Corruption, political patronage cited on P45-B CCT ’13 project

ANGELES CITY – Left-leaning leaders said yesterday that government’s plan to give a higher P45-billion budget for the Department of Social Welfare and Development’s (DSWD) conditional cash transfer (CCT) next year , amid reports of “corruption and political patronage” marring the project.

“It is turning the country into a republic of mendicants and beggars,” said a joint statement issued by Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) vice chair Salvador France and Anakpawis party list chair Fernando Hicap.

This year, the CCT transfer budget is P34 billion.

Pamalakaya noted in a statement, however, that the project has been marred by reports of “corruption and political patronage.”

It cited complaints from fishing areas in Sorsogon, Cavite and Laguna where supposed beneficiaries reportedly get less of their monthly allocation of about P1,400, while others report not getting their share at all.

France and Hicap said that the P45 billion of “hard-earned taxpayers’ money” should not be treated as a “national charity fund” and would find better use in “creating jobs, implementing social justice-driven land reform, and providing the country the much needed resources for education, social services, and mass housing.”

They said the fund could also be used “to fund agricultural development and rural industrialization which is liberating, productive and thorough-going compared to the useless and corruption-driven CCT.”

They lamented that CCT has only perpetrated mendicancy and made poor folk as “objects of charity” and cited Washington and the International Monetary Fund- World Bank as authors of the project.

“Instead of approving the CCT budget of P45 billion for next year, senators and congressmen should instead pursue in-depth investigation and audit-performance of the CCT program which was introduced by former Pres. Arroyo,” the statement of the two leaders said.

The statement called on Senate Pres. Juan Ponce Enrile and House Speaker Feliciano Belmonte to “prioritize the oversight review of the CCT and study its relevance as soon as the President has finished with his State-of-the-Nation Address.”

Budget Sec. Florencio Abad said earlier that the 30 percent increase in the CCT budget would represent about two-thirds of the DSWD budget for 2013.

Social Welfare Sec. Dinky Soliman said, however, that her department is seeking a total of P67 billion budget for next year, including the P45 billion for CCT to cover an additional 700,000 poor families nationwide.

Already, some three million families are covered by the CCT project.

Live coverage of Chief Justice selection ‘impossible’

CALLS for media coverage on interviews of aspirants for the post of Chief Justice may not be granted due to lack of time to amend the rules, a member of the Judicial and Bar Council (JBC) said over the weekend.
“Changing the rules will entail a lot of time for discussion. There’s also a requirement of publication. I am afraid that the amendment will not make it to our timetable (of coming up with a shortlist),” Senator Francis Escudero told reporters.
Escudero echoed the position taken by Milagros Cayosa, a regular member from the Integrated Bar of the Philippines, who said they have to stick to the rules to protect the reputation of any applicant from attacks.
In a resolution dated September 23, 2002, Rule No. JBC-10 states that “cameras and tape recorders, however, shall not be allowed inside the room (during the public interview). No live TV (television) and radio coverage of the proceedings shall be permitted.”
Because of this, reporters who will cover the public interviews in the first week of July will have to record the proceedings through pen and paper.
The JBC is expected to submit at three names of nominees for the next Chief Justice to President Benigno Aquino III on July 16. Last week, the JBC announced that applications and recommendations for the post vacated by deposed Chief Justice Renato Corona will only be accepted by the JBC until June 18.
During his stint as the Senate representative to the JBC from 2001 to 2007, Senator Francis Pangilinan opened to the public the interview process. He hopes the JBC will heed his request anew to make the voting process just as transparent.
“The rules are not set in stone and may be amended as the JBC sees sit, for as the times call for change. We have learned fresh lessons from the recently concluded impeachment trial and must do our best to avoid making the same mistakes,” Pangilinan said.
Senator Ralph Recto, however, said the JBC must be allowed to work with little distraction as the search is not akin to discovering the next “American Idol” who needs to impress the body with his or her “good diction, fancy wardrobe and cerebral exhibition.”
“Let’s not bring in the cameras inside the JBC, one televised impeachment drama should be enough for one year,” he said.
Corona was removed by the Senate impeachment court last May 29 for betrayal of public trust and culpable violation of the Constitution for not declaring some P180 million worth of dollar and peso accounts in his asset statement.
Among the early nominees as his successor are the five senior justices of the Supreme Court led by Antonio Carpio, Internal Revenue Commissioner Kim Henares, women’s rights lawyer Katrina Legarda, ex-Ateneo de Manila law school dean Cesar Villanueva and former University of the Philippines law dean Raul Pangalanan.
Aquino is required to name the new top magistrate in 90 days or until August 28.

House forms group to draft guidelines on SALN release

THE House of Representatives has formed a committee that will draft guidelines on the release of statements of assets, liabilities and net worth (SALNs) of its members.
Speaker Feliciano Belmonte Jr. said the committee will be composed of representatives Rufus Rodriguez (Cagayan de Oro), Rodolfo Antonino (Nueva Ecija) and Rex Gatchalian (Valenzuela).
Rodriguez represents the Pwersa ng Masang Pilipino, while Antonio and Cachalian represent the National Unity Party and Nationalist People’s Coalition, respectively.

“I guess by the time that we reconvene, they have already come up with a report. I’m writing them so that it will be an official designation,” Belmonte said.

At least seven members of the House have, so far, voluntarily released their SALNs to the media.

Among them are representatives Neri Colmenares and Teddy Casiño of Bayan Muna party-list and Walden Bello and Kaka Bag-ao of Akbayan party-list.

Also, House members who served as spokesmen for the prosecution panel in the impeachment trial of ousted Chief Justice Renato Corona volunteered to release their SALNs for 2011. These are Deputy Speaker Erin Tañada, Deputy Majority Leader Miro Quimbo, and Aurora Representative Sonny Angara.

Cabinet posts for Lacson, Pangilinan readied

SENATORS Panfilo Lacson and Francis Pangilinan will have a sure seat in the Cabinet of President Benigno Aquino III when their terms end in 2013.
Aquino told reporters while in London for a business trip that Pangilinan and Lacson are being considered for the President’s team after their terms expire on June 30, 2013.
He said he has yet to talk to the two senators about his plan.
Both Pangilinan and Lacson can no longer seek reelection after serving two consecutive terms since 2001.
“We don’t want to coerce them to accept any position. I will talk to them. If they have advocacy which they believed they would effectively do when they are in the Executive, we are open for them,” he said.

Aquino said he will give the two lawmakers time to think of what post they want.
“I am thankful for the vote of confidence expressed by PNoy (Aquino) and I leave it to the President to decide where he believes I can be of help in his administration’s reform agenda,” Pangilinan, a member of the ruling Liberal Party, said.
Reports said Pangilinan may replace Agriculture Secretary Proceso Alcala but the President said last month that he wanted the former Quezon congressman to stay in the Cabinet until 2016.
“Depending on the appointing authority, Senator Lacson and Senator Pangilinan will be qualified to any government position consisting to their stature as senators of the Republic,” Senator Gregorio Honasan said in a briefing on Thursday.
No specific Cabinet portfolio has been identified or discussed in line with Aquino’s pronouncement.

Aquino political adviser denies attempt to silence bishop

PRESIDENTIAL Adviser on Political Affairs Ronald Llamas denied Thursday allegations of Archbishop Oscar Cruz that Malacañang tried to stop him from criticizing the Aquino administration.
“The Office of the Presidential Adviser on Political Affairs (Opapa) categorically denies that it has attempted through any means to try and influence Archbishop Oscar Cruz from criticizing the administration,” Llamas’s office said in a statement.
In a report on the website of the Catholic Bishops’ Conference of the Philippines (CBCP), Cruz said an alleged emissary from the office of Llamas has been sending feelers to jueteng whistleblower Sandra Cam about a plan to “silence” him.
He mentioned a certain “Zuniga,” who approached Cam a few months ago and asked what make him stop from criticizing the government.
Llamas denied he has a staff member surnamed “Zuñiga.”

“Secretary Llamas has the highest respect for Archbishop Cruz and his advocacies [that] are pro-poor and believes that he can never be influenced by anyone because of his strong convictions on issues of national interest,” the Opapa said.

“Unlike previous administrations who try their best to silence and influence perceived critics, the Aquino administration welcomes criticisms from all sectors because constructive criticisms lie at the heart of our democracy and play an important part in rebuilding our nation,” it added.

Cruz, a former president of CBCP, is a staunch critic of the Aquino administration, particularly in its supposed failure to curb the illegal numbers game “jueteng.” He is also a founder of the Krusadang Bayan Laban sa Jueteng.

Palace asks Senate to pass sin tax bill

THE Aquino administration welcomed Thursday the passage of a bill restructuring the excise taxes on alcohol and tobacco products in the House of Representatives.
In a press statement, Budget Secretary Florencio Abad commended the “groundbreaking” move of congressmen, hoping the Senate would also do the same.
“We enjoin our senators to fully support the Aquino administration’s bid to overhaul the excise tax system, not only to advance sustainable fiscal growth in the country, but also to protect the best interests of the Filipino people,” Abad said.
The bill was approved before the House ended its second regular session on Wednesday.
For his part, Senator Gregorio Honasan said there are different versions in the chamber that have to be weighed based on public interest.
“We don’t want this be just expeditiously considered for any other reason than public interest. I have to study it closely because my knowledge about tax laws and taxation is limited,” he told reporters.
The measure aims to boost tax efficiencies and increase government revenues by around P33 billion annually.
Additional revenues will be directed to critical health services, including health coverage for indigents and informal sectors under the National Health Insurance Program, as well as the development and rehabilitation of various health facilities in several regions and provinces.
“Once approved, 15 percent of sin tax revenues will also be used to support tobacco farmers, who may be adversely affected by the measure. Tobacco- and non-tobacco growing provinces will likewise have a share in the revenues generated by an updated excise tax regime,” said Abad.
At least P60.7 billion in the next few years will be generated once the law takes effect, which will be channeled to 81 beneficiary provinces. Only 16 tobacco-growing provinces are being supported by the current excise tax scheme.
The yearly excise tax collections under HB 5727 are also set to increase, which would ensure better assistance for affected tobacco farmers and support for the government’s health programs.
Abad said the updated sin tax scheme will help discourage Filipinos — particularly the youth — from engaging in harmful health practices like drinking and smoking.
Finance Secretary Cesar Purisima also welcomed the passage of the bill, saying it “signifies the political will” of the Aquino administration to implement reforms and improve the economy.

Lawmaker gives P100,000 for Farmers Day

THIRD District Representative Aurelio Gonzales Jr. donated Wednesday some P100,000 to some 150 local farmers from at least four barangays in Sta. Ana town during the Farmers Day.
Gonzales said the event aimed to provide farmers a venue to air their concerns on farming support and other issues concerning farm inputs and assistances.
The event is organized by the Municipal Government of Sta. Ana through the initiative of Mayor Rommel Concepcion.
“The event is also an occasion for farmers to share their knowledge in the current farming techniques and technologies with other farmers and for government to address their other needs. Congressman Gonzales has been very supportive of our initiative and has been regularly giving out financial support for our Farmers Congress,” Concepcion said.
Gonzales said the fund aims to provide the immediate needs of farmers. He added that last year, he has extended the same assistance used for the purchase of bikes and other needs of farmers.
Gonzales said he is also prioritizing the children of farmers here under his Iskolar ng Dong Program. A son of a peasant farmer family, Gonzales said providing educational assistance to the children of farmers here will greatly help in the improvement of the quality of life of farmer families.
The two-term congressman also said farmers needing financial and medical assistance here would be given priority under his assistance program for indigents.
Butil, he said, will also be working hand-in-hand with his office in providing farm input assistance to farmers and farmer cooperatives here.
Gonzales said that under his fuel assistance program, a fuel subsidy fund is now available for farmers and irrigator associations in the whole district.
“I am also urging our farmers and their families to not just be contented with what they earn from their farm lands. They should also venture into other industries related to farming. They can be farmer-entrepreneurs and businessmen and our office is always ready to help them,” Gonzales said.

Aquino to meet Jessica Sanchez in US

MANILA – President Benigno Aquino III will have a chance to meet American Idol runner-up Filipina-Mexican Jessica Sanchez during his upcoming visit to the United States.
Presidential spokesperson Edwin Lacierda said the President will be meeting the 16-year-old singer before he heads back to the country.
“He will have an opportunity to see Jessica Sanchez and then he will also meet with the Filipino community in Los Angeles,” Lacierda said.
He noted that the President’s trip to Los Angeles will be the last leg of his US working visit from June 6 to 10. Aquino flew to US upon the invitation of President Barack Obama.
The President will also be meeting with several business groups while in Los Angeles.
Sanchez earlier expressed desire to meet President Aquino, who has been supportive of the singer’s stint in the US singing talent show.

Payment of school fees ‘voluntary’

CITY OF SAN FERNANDO — Department of Education (DepEd) Assistant District Supervisor Nicolas Capulong explained during the opening of the classes on Monday that payment of school fees is on a voluntary basis.
“Ala kayu pong katungkulang legal, ing pamamye boluntaryo mu. Ating kayu pung katungkulang moral king kekayung eskuwela,” he told the parents, during the launching of the newly established San Luis National High School Monday.
Meanwhile, he requested parents with children aged five to enroll them in kindergarten in compliance with the new curriculum under the K to 12 program of the DepEd.
“Makisabi kung mayap, etagal yula ngening paruminggu. Ing kindergarten pu ala yang bayad, kaya alang dahilan para ela makapag-aral,” he added.

The current 10-year basic education, covering six years of elementary and four years of high school, will stretch to 12 years – six years of elementary, four years of junior high school (Grade 7 to 10), and two years of senior high school.

Malacanang: President is not hiding anything

MALACANANG said Sunday that President Benigno Aquino III is not hiding anything by refusing to sign waiver on his bank accounts.
Deputy presidential spokesperson Abigail Valte said everything the public should know is stated in the statement of assets, liabilities and net worth (SALN) of the President and calls for waiver signing are mere “gimmickry.”
The Catholic Bishops’ Conference of the Philippines has criticized the President for rejecting to sign a waiver on his accounts and assets, saying he has broken his campaign promise.
The group said Aquino should be the first one to sign it since his administration strongly pushes for transparency.
Valte insisted that the President has no dollar accounts. She added that the waiver has no clear restrictions on who should scrutinize one’s bank accounts.
“Is this a waiver in favor of everybody?…If you look at the waiver in the SALN, it’s the correct waiver in favor of the correct authorities… The Ombudsman has enough powers…,” she said.
She also dismissed that the President’s move is a “double standard.”
“It’s just plain gimmickry, which is obvious from what we have seen with what the former Chief Justice did. The waiver was asked from him from the very start. We waited. We already had the information, the SALN was released, the bank records were released because of the PSBank president and then in the end he chooses to sign a waiver,” she said.
President Aquino earlier denied signing a waiver, expressing fears that his accounts would be opened to all people even unscrupulous ones.
Valte assured that there will be no witch hunt in SALN waivers of political enemies of Aquino after the ouster of the Chief Justice.
“No, there will be none. That presupposes that the Ombudsman is not independent…The Ombudsman has demonstrated her independence and it’s also unfair to her to say that she is being used by the executive or the legislative which is not the case,” she said.
Valte also laughed off the statement of Defense lawyer Jose “Judd” Roy III that former Chief Justice Renato Corona has set a high standard for transparency for signing the waiver.
She said the former chief magistrate was only compelled, that was why he signed the waiver.
“Atty. Roy is making me laugh on a Sunday …Set a high standard for transparency when, in fact, we did not see his SALN until the impeachment court compelled the production of the SALN. And, obviously, he admitted to not declaring how many millions of pesos in his SALN — $2.4 million and then P80 million in his SALN,” she said.
She, meanwhile, advised Corona to get a refresher course from the Bureau of Internal Revenue Commissioner Kim Henares on taxation law following reports that he intends to go back to teaching law.
“Perhaps, if it’s taxation law then maybe he can for a refresher course from Commissioner Henares because on the stand he was saying na hindi daw po niya alam ‘yung difference between an asset and a debit and a credit, e that’s basic in taxation. So perhaps, he should give Commissioner Henares a ring for a refresher course,” Valte said
