Olongapo City Mayor James ‘Bong’ Gordon Jr. said Time Square Cinemas was the first to act in response to his letter asking theater operators for free movie viewing for senior citizens.
He explained that the city passed city resolution No. 116, series of 2011, requesting all cenema operators to grant complimentary admission for Olongapo City senior citizens.
Roldan Escala, manager of Times Square Cinemas explained that the free admission can be availed during the first movie screening every Mondays and Tuesdays.
“All they need to do is come to the cinema and present their ID’s,” Escala said.

Government of the Philippines (GPH) peace panel chair Marvic Leonen underlined that “meaningful autonomy,” which the GPH and the Moro Islamic Liberation Front (MILF) have been eyeing to achieve for the Bangsamoro people, is “collective” and “democratic.”
“Meaningful autonomy is and has always been a collective effort of all Moros with the various other identities represented by the National Government complementing their roles,” Leonen said in his opening statement during the 28th formal exploratory talks in Kuala Lumpur Tuesday.
The peace negotiations between the two panels officially started on Wednesday, after Tuesday’s executive session with only the Malaysian facilitator present.
The GPH and the MILF have embarked on the substantive agenda, such as wealth and power sharing between the National Government and the envisioned new autonomous political entity (NPE), following the signing of the Decision Points on Principles during their last round of negotiations in April.
In the decision points, both sides have agreed to create an autonomous area with a democratic arrangement replacing the current Autonomous Region in Muslim Mindanao (Armm).
Sharing his insights from the recent consultations with various sectors in preparation for this round of talks, Leonen said many of those they have consulted fear whether “the government, in saying that the status quo is unacceptable, is ready to marginalize the many other efforts done in the past and still continuing in the present in order to sign a peace agreement with the Moro Islamic Liberation Front.”
Allaying such fears, he stated that “any democratic arrangement, even within an autonomous area, always concedes tolerance.”
“Negotiated political settlements with armed insurgencies therefore should be careful that we do not supplant, devalue or marginalize the efforts of the good souls who… worked valiantly to achieve the laudable aspirations of those who took arms,” he explained.
He also said efforts of civil servants and some political leaders “who have painstakingly engaged in the many other different struggles needed to put some of the conditions for meaningful democratic autonomy in place” should not be forgotten.
Leonen also stressed that economic viability is necessary for political autonomy to succeed.
“There will always be a failure of political autonomy if the conditions for economic viability of the autonomous area are not given as much priority,” he said.
The panel chair explained that for one, poverty distorts the people’s democratic choices as indigent voters tend to be enticed with the offer to purchase one’s vote without realizing how this can affect their livelihood opportunities.
“Provision of social services and economic development therefore plants the seed for good governance,” he said.
Further, Leonen said that along with good governance, “economic development should enable the autonomous government to be less dependent on national fund transfers.”
“Less dependency on national fund transfers matters in the continuing negotiations for competence between the national and autonomous government,” the panel chair added.
He related that the government has been implementing various socio-economic projects that have been neglected in the past.
“I am certain that this will complement the political and legal adjustments that we can agree to in this negotiating table,” Leonen said. “When we sign a comprehensive peace agreement, the two components will then be in place to ensure that this time around we will have a meaningful and democratic autonomous government in place.”
As the GPH and the MILF continue to discuss substantive issues on the table, Leonen expressed hopes that both parties will come up with a peace agreement soon.
“We remain optimistic that the sincerity of both sides will pull us through what we expect would be difficult conversations ahead.”
The five Armm governors arrived in the Malaysian capital to provide full support to the ongoing peace negotiations, citing the primacy of the peace process especially in Mindanao.
“We are here to provide support,” Sulu Governor Abdusakur Tan said. “There will always be one of us sitting there (referring to the room where the negotiations is taking place) as an observer.”
“We want to show everybody including the MILF that the five executives of the Armm are one in supporting the peace efforts of the government with the MILF,” Tan added.
Joining Tan are Maguindanao Governor Esmael “Toto” Mangudadatu, Lanao del Sur Governor Mamintal Adiong, Basilan Governor Jum Akbar and Tawi-Tawi Governor Sadikul Sahali.
North Cotabato 1st district Representative Jesus Sacdalan, chairman of the House Special Committee on Peace, Unification and Reconciliation also joined the GPH contingent as a consultant of the peace panel.
Meanwhile, the Organization of Islamic Cooperation – Peace Committee in Southern Philippines (OIC-PCSP) sent Ali Demirci, political officer of the office of the OIC Secretary General Ekmeleddin Ihsanuglo, to observe the proceedings of the GPH-MILF peace negotiations.
“Since our last formal exploratory talks, our panel was naturally besieged by calls, invitations for forums and dialogues not only on the content, concept and rationale of the Decision Points on Principles as of April 2012, but likewise what our expectations were of the next round of talks,” Leonen said.
The GPH panel conducted 96 public consultations with stakeholders about the ongoing peace process.
“The results of these consultations have been presented in part as proposals and counterproposals in this round. As always, we assume that all our positions from both panels should be regarded as works in progress,” he said.

Chief Justice Renato Corona accepted Tuesday the Senate impeachment court’s ruling on his case but blamed President Benigno Aquino III for his ouster.
The Senate, sitting as an impeachment court, voted 20-3 on Tuesday, removing the Chief Justice from office for committing culpable violation of the Constitution and betraying public trust. He was found guilty of not truthfully disclosing his wealth in his statement of assets, liabilities and net worth (SALN).
Corona’s lawyers expressed disbelief on the move, with lead defense counsel Serafin Cuevas expecting half of the 20 senators who voted for the Chief Justice’s conviction were actually pushing for acquittal. He declined to reveal the names, however, but admitted they were caught flat-footed in Tuesday’s voting.
I am frustrated,” Cuevas told reporters.
Fellow defense lawyer Dennis Manalo had the same view, although he said they have no choice but to respect it.
“Actually, we were not anticipating such account but that’s how it goes, that’s how decisions are rendered. The Senate impeachment court is a collegial body and more than two thirds have indicated to convict the Chief Justice,” he told Sun.Star.
Corona, in a statement, said he is a victim of bad politics. He said he faced his impeachment with the hope that he would be granted justice in accordance with the law and Constitution amid the “malicious” allegations against him.
He reiterated his previous claims that President Aquino, his staunchest critic, would use all government means and resources to oust him from office and ruin his reputation.
“I am innocent of all the accusations against me. My conscience is clear, but bad politics prevails,” he said in vernacular.
Corona also urged the public to finally put to rest the issue of the impeachment for the sake of national unity.
“Ihinto na po natin ang pulitika ng personal na paninira. Supilin na po natin ang lason na dulot ng labis na kampi-kampihan, labis na pagkakawatak-watak, at hindi mapigilang poot at galit. Hindi po ito ang nararapat para sa ating bayan. Hindi po ito ang buod ng bansang Pilipinas. Panahon na upang isulong ang ating buhay bilang isang bansa,” he added.
Corona, meanwhile, thanked the three senator-judges who voted for his acquittal – Senators Joke Arroyo, Miriam Defensor Santiago and Ferdinand Marcos Jr.
He also begged forgiveness from his wife and family for dragging them into the picture in his quest to protect the independence of the Judiciary.
According to the Senate, the decision of the impeachment court is immediately executory and forecloses any appeal.
But Cuevas was non-committal when asked whether the defense panel will still appeal the guilty verdict.
“I don’t subscribe to the view that the ruling is immediately executory. We should have at least 10 or 15 days period. If we follow the rules, it’s not immediately executory. It’s not a matter of option but the right of the accused (to appeal his case),” he said.
Cuevas earlier said that going to the High Court is one of the options that the defense team may resort to once it renders an adverse judgment.
Meantime, Associate Justice Antonio Carpio, the next most senior and archrival of Corona in the Supreme Court, will sit as head of the judiciary in an acting capacity until Aquino appointed the country’s next top judge.
Aside from heading the 15-man tribunal, Carpio will also head the eight-member Judicial and Bar Council (JBC), a constitutional body that screens and gives recommendations to the President for vacant judicial slots.
For the chief justice post, the JBC has to open the nomination, after which it will submit a shortlist from which the President will choose Corona’s replacement. Under the Constitution, the President has 90 days to fill up the vacancy.
Asked if the President already has someone in mind to be the next Chief Justice, deputy presidential spokesperson Abigail Valte said the shortlist will have to come from the Judicial and Bar Council.
If Carpio is appointed permanent Chief Justice, an associate justice has to be appointed to complete the line-up in the tribunal that sits as a full court and in three divisions of five justices each.
Carpio founded the CVC law firm (now the Villaraza, Angangco, Marcelo and Cruz law offices), which is allied with the Aquino administration. The law firm is also representing Aquino’s vice presidential running mate, now Transportation Secretary Manuel Roxas II in the latter’s election protest against Vice President Jejomar Binay.
Corona earlier accused three men behind his impeachment — Aquino in retaliation for the Supreme Court ruling ordering the distribution of Hacienda Luisita sugar estate to farmers; Carpio for allegedly wanting the chief justice post; and Roxas for his political ambitions.

The Senate impeachment court voted Tuesday to remove from office Chief Justice Renato Corona, with 20 senator-judges finding him guilty of betraying public trust and committing culpable violation of the Constitution.
At least two-thirds of the Senate membership or 16 votes are needed to convict Corona, while only eight votes to acquit him. Twenty-three senators, including Senate President Juan Ponce Enrile, handed down their verdict Tuesday.
“The Senate, sitting as an impeachment court, having tried Renato C. Corona, Chief Justice of the supreme court, upon three articles of impeachment charged against him by the House of Representatives, by a guilty vote of 20 senators representing at least two-thirds of all members of the Senate, has found him guilty as charged under Article 2 of the said articles of impeachment. Now, therefore, be it adjudged, that Renato C. Corona is hereby convicted of the charge against him in Article 2 of the articles of impeachment. So ordered,” the Senate decision read.
With the majority vote, Corona can no longer appeal the decision of the tribunal. This is contrary to the statement of defense lead counsel Serafin Cuevas on Sunday that Corona’s camp is planning to bring the case to the Supreme Court if Corona is convicted.
The decision Tuesday all boiled down to the arguments presented by the defense and prosecution panels on Article 2 – Corona’s non-disclosure of his assets and net worth.
In Article 2, Corona was accused of deliberately concealing some properties and cash deposits in the statement of assets, liabilities and net worth (SALN) since his appointment as magistrate in 2002.
It was the center of the debate between the prosecution and the defense for months as both camps exchanged views whether non-disclosure of dollar accounts and commingled peso funds are enough to kick out an impeachable official such as High Court justices.
The 20 senator-judges who voted for Corona’s conviction are Edgardo Angara, Alan Peter Cayetano, Pia Cayetano, Franklin Drilon, Francis Escudero, Jinggoy Estrada, Teofisto Guingona III, Gregorio Honasan II, Panfilo Lacson, Manuel Lapid, Loren Legarda, Sergio Osmeña III, Francis Pangilinan, Aquilino Pimentel III, Ralph Recto, Ramon Revilla Jr., Antonio Trillanes IV, Manny Villar, Vicente Sotto III and Senate President Juan Ponce Enrile.
Revilla cast the 16th vote in favor of the prosecution panel.
“In the end, I arrive with the conclusion that through his own direct admission, the Chief Justice failed to properly disclose all of his assets in his SALN. This, therefore, has necessary consequences that attach to the position he holds in trust,” Revilla said.
Those who found Corona not guilty were Joker Arroyo, Miriam Defensor Santiago, and Ferdinand Marcos Jr.

CLARK FREEPORT — The Department of Labor and Employment (Dole) in Central Luzon culminated the month-long celebration of Labor Day on Tuesday with a tripartite run-for-a-cause at the parade grounds of this Freeport.
Regional Director Raymundo Agravante said some 250 runners joined the 2.5-kilometer (2.5K) fun run dubbed “Pulayan Para Queng Cabiayan 2012,” which was staged in partnership with the Pampanga Tripartite Industrial Peace Council (PTIPC); the Tripartite Council in Business Process Outsourcing and Information Communications Technology TC and the Clark Development Corporation (CDC).
Agravante said the fun run was aimed to “foster camaraderie between government, employers and workers to harmonize industrial relations in Central Luzon.”
“We are all here to further strengthen our collaborative efforts in establishing not only a productive workforce, but also a sound partnership among members of the labor and management groups, as we run towards a common goal, that is, to uphold industrial peace and harmony in all workplaces, particularly in the province of Pampanga,” he said.
The participants, according to Agravante, came from the different tripartite groups in the province, including top management, unions officials, CDC officials, representatives from Public Employment Service Office of Pampanga and professional and amateur runners.
Proceeds of the run for a cause, from the P400 registration fee per runner, will directly go to the various programs and projects of the PTIPC.
Allan Del Rosario, president of the PTIPC, said that the P30,000 generated from the fun run will go to the PTIPC Funds intended to fuel the council’s pipelined socio-economic programs and projects geared towards alleviating the plight of every worker in the province.
Among the projects are continuous education on paralegal for its members, medical missions, adopt-a-school sponsorship, education plans for children of low-income workers, feeding programs for street children and corporate social services.
Winners of the fun run, in the male category, were Jonifer Lacanlale of the CDC; Danilo Tiglao, Jr. of the Holy Family Academy; and Rushel Gonzales. In the female category, lead runners were Ana Marie Tiotuico of ACCESS; Mercedes Abasolo of the CDC; and Priscilla Hernandez, also from CDC.
