Low ratings for Aquino ‘expected’

THE plunge in President Benigno Aquino III’s ratings is expected since he is almost halfway to his term of office, lawmakers said Tuesday.
Quezon City Representative Winston Castelo, a member of the ruling Liberal Party, said it was “bound to happen.”
Eastern Samar Representative Ben Evardone added that presidents cannot satisfy all the high expectations of the people.
“The drop in the ratings of President Aquino is expected because historically all past presidents who have high ratings during the early part of their terms experience drops in the surveys as they approach their midterms,” he said in a text message to reporters.
Davao del Sur Representative Marc Douglas Cagas IV, a part of the House minority bloc, noted that the survey results were “not really that low.”
“In fact, the President still enjoys high public confidence. I guess its natural this midyear,” he said in a text message.
The latest Social Weather Stations (SWS) survey results revealed that Aquino’s rating is at its lowest since he assumed office two years ago.
Conducted in May 24-27, the SWS survey indicated that Aquino’s net score dropped seven points to +42 (63 percent satisfied minus the 21 percent dissatisfied) from +49 (68 percent satisfied minus the 19 percent dissatisfied) last March.
Although the survey results remain in the “good” territory, it was a notable record low for the President who got an “excellent” +64 net rating in November 2010.
The SWS classifies net satisfaction scores of +70 and above as “excellent;” +50 to +69, “very good;” +30 to +49, “good;” +10 to +29, “moderate;” +9 to -9, “neutral;” -10 to -29, “poor;” -30 to -49, “bad;” -50 to -69, “very bad;” and -70 and below, “execrable.”
A separate Pulse Asia survey conducted in May 20 to 26 also gave Aquino his first double-digit disapproval score since being performance-rated as the country’s president in October 2010.
Almost seven in 10 Filipinos or 67 percent of the respondents, meanwhile, continue to approve of Aquino’s performance while 65 percent still trust the President.
Castelo, along with other legislators, meanwhile cited several factors for the decline in Aquino’s rating.
“His inability to raise substantially the workers’ wages is a major factor. The perceived failure to improve the people’s lot is also a factor. The inability to stop the Chinese incursion in the West Philippine Sea could be a factor,” Castelo said.
Castelo was referring to two-month territorial dispute of the Philippines with China in the Panatag (Scarborough) Shoal.
Agham party-list Representative Angelo Palmones, for his part, said more Filipinos show distrust on the administration because of the President’s “double standard” on punishing erring government officials.
“His (Aquino) double standard on transparency to favor friends and close allies is driving the public’s distrust,” he said in a text message.
Palmones also cited the non-passage of the controversial of the reproductive health bill, and the government’s poor handling of the Mindanao power crisis.
Zambales Representative Mitos Magsaysay, a member of the minority bloc, also said Aquino has failed to address the soaring prices of commodities and unemployment numbers.
San Juan City Representative JV Ejercito echoed the sentiment of Magsaysay adding that survey numbers should serve as a wake-up call to the Palace.
“In as much as Aquino’s anti-corruption efforts are well appreciated, it won’t affect much lives compared to focusing on economic progression that could improve the lives of 4.5 million families who experience involuntary hunger, or to the 11.1 million Filipino living below the poverty threshold,” he said.
As initial step to improve the country’s economic indicators, Ejercito called on Aquino to consider lowering the prices of oil, electric and water bills, and of basic commodities to suffice with the meager income of common Filipino people.
